East Verde Park Spring Newsletter – 2017 Annual Community Meeting and Potluck Scheduled for May 27, 2017 The EVP annual community meeting will be held on Saturday, May 27, 2017 at 1 PM in the EVP clubhouse. EVP Board elections for the 2017-2018 fiscal year will be held. All paid EVP members are eligible to vote. If you cannot attend, please mail in the attached proxy form along with your dues payment (or separately if paying on line). In addition to board elections a variety of relevant topics will be discussed. The annual meeting provides a forum for feedback and input to the board on community matters. Also on May 27, the Social Hour/Potluck will begin at 5 PM. Burgers and hotdogs will be provided, grilled to perfection by the most capable board member (who rarely burns ‘em). Bring a side dish to share and beverage of your choice. Plan to attend and catch up with your old and new neighbors. Please contact EVP President Jerry O’Farrell or any current board member if you are interested in serving the EVP community as a board member or committee chairperson. A few words about serving on the EVP Board:  The basic requirements for board members are to be an EVP member in good standing (ie: EVP property owner with dues paid) and a willingness to serve. A cheerful heart and pride in EVP are great assets as well!  Service is on a volunteer basis for a one-year term, so current board members who are willing to serve for the upcoming fiscal year need to be re-elected. If you have a desire to serve in a position other than one of the current vacancies, feel free to be a candidate.  East Verde Park, Inc. is an Arizona corporation. The corporation and its officers are registered with the Arizona Corporation Commission.  The purpose and function of EVP, Inc., and the roles of its officers, directors, and members are defined in the Articles of Incorporation and the Bylaws. Contact EVP secretary Tom Bremer if you would like a copy of these documents.  Board meetings are held every 2 months, plus the Annual and Semi-Annual community meetings in May and October.  Time commitment varies. In addition to attendance and preparation for the meetings, time is required to work actions assigned at meetings and conducting the business of EVP Inc.  You don’t need to be a full-time EVP resident to serve on the board. In fact, half of the current board work and have their primary residences in places other than EVP. Page 1

EVP Member Dues are Due on May27. The EVP Community Website Makes it Easy! The dues billing for fiscal 2017-2018 is attached. As always, we ask that all EVP owners are paid members of EVP Inc., to secure their voting rights and support our community. Dues are a mere $75 per year. The usual Friendly Reminder is attached. Payment can be made by check mailed to the EVP mailing address, or by credit/debit card or PayPal on the EVP website. Detailed instructions are on the dues billing. Please Help Us Keep Your Ownership Status and Contact Information Current  The database of EVP owners has been updated with the latest information on record with Gila County, so hopefully this newsletter will get to all EVP owners of record. However, the county information only includes owner names, US Mail addresses, and property parcel numbers.  We would like to use e-mail as much as possible for instant and low-cost communications. - E-mail and phone can be crucial for real-time communication in emergency situations.  Providing e-mail addresses and phone numbers, as well as giving permission to use e-mail for official EVP communications, will be strictly on an optional basis.  Please fill out the enclosed “EVP Owner Contact Information” with your latest information. You can mail it back with your dues payment, or turn it in at the annual meeting. Annual EVP Rummage Sale Coming Up in June

The annual EVP Rummage Sale is coming up Friday-Sunday, June 9-11. Time to do your spring cleaning and make donations of saleable items. The annual rummage sale is the most important fundraiser for our community, second only to EVP dues. This is a great opportunity to de-clutter, while supporting EVP!      

Like last year, we are not including most clothing articles other than higher-value coats and such. We found in past years that the piles of T-shirts, socks, and low-value garments were very time-intensive to sort and display for sale, and brought in little revenue. Bring your rummage to the storage room of the library. Contact or call any board member to access the storage room. Beginning on Saturday, June 3, you can bring your rummage directly to the clubhouse. As usual, volunteers will be needed to bring stuff from the Library storage room to the clubhouse and set up on Sunday, June 4. Volunteers will also be needed to staff the clubhouse during the sale. Please RSVP to Jerry O’Farrell. The sale is open to the public on Friday June 9 through Sunday, June 11, ending at Noon on Sunday. Spread the word to friends and family! Of course, you are also welcome to be a customer at the rummage sale. Find your next treasure at the EVP rummage sale!

Water News Payson Water Company filed a request on March 17 with the Corporation Commission, to delay by one year the next rate case that was originally ordered by the judge in the 2014 rate case to be filed in June 2017, using 2016 as the test year. In the filing, PWC notes that certain water infrastructure projects (most notably the Mesa del Caballo interconnect pipeline to the Cragin pipeline) will not be complete until mid2018, which would require another rate case in 2019. Two rate cases in within two years would be very costly. This means that the next PWC water rate increase would be postponed by a year. Other water news: New EVP resident Carol Gilboe has kindly agreed to relieve Tom Bremer as the EVP water chairperson. A big thanks!! to Carol for her willingness to serve and be EVP’s representative in PWC rate case and other water matters. EVP Spirit Committee – Let’s Build a Fun and Cohesive Community! You may have met Lori Pfundheller at the October community meeting. She is enthusiastic and energetic, and has volunteered to lead the EVP Community Spirit Committee with the objective to bring together our community through shared interests, fun events, and volunteerism. Lori has provided the attached questionnaire to get to know our EVP community members. Please fill it out and return by mail or in person at the upcoming annual meeting. A Word from Your Fire Board WHO ARE WE? If you’re new to EVP, we have a fire district board—an elected board of Gila County—responsible for making decisions on the provision of fire service and keeping the community safe and aware of fire issues. The district is financed by your taxes and the meetings are open to all homeowners and residents. The Board contracts with Payson Fire Department for emergency services.

SPRING BRUSH PICK-UP LET’S CLEAN UP OUR PROPERTIES IN EAST VERDE PARK! There will be a Spring brush pick up in late May. Please join us in removing underbrush, trimming tree limbs up 6 feet and trimming or removing any limbs that are against any structure. Postcards have gone out to all homeowners. Through Monday, MAY 29, you can stack your brush along the road on your property line but outside any fence. Contractors will provide bids then and brush will be removed shortly afterwards. NOTE: NO STUMPS, NO DIRT, NO TRASH, NO PLASTIC BAGS WHAT DO YOU NEED TO BE FIREWISE? Remove dead trees/limbs, underbrush, limbs on tall trees up to 6 feet, remove any limbs touching your roof. Contact a Fire Board Member listed below to schedule a Firewise property evaluation with a trained professional. You can then decide on a schedule and process to protect your property from wildfires. Payson Fire Dept. will assist with any property evaluations. Fire Chief David Staub will speak at the association meeting May 27 with information on what’s happening in the Payson area and answer fire-related questions. Your Fire Board voted to match up to $3000 of any contributions to Firewise for this year’s project to firewise the area between the road and the river just outside the arch. You came through and the Fire Board contribution has been made. Thank you, Ken Hogan, for your good work with Firewise. 2017 Firewise Report Hello Friends and Neighbors! Another busy and active year for firewise. As you know, last May we completed the thinning project at the EVP back entrance. Approximately 30 EVP volunteers cleared a huge amount of brush from that area which was eventually hauled away. The large debris piles on the South side of the river was eliminated via a controlled burn by our Payson Fire Department. This project was identified as one of the most serious threats to our community by firewise. Payson Fire Dept Chief Staub agreed and the project was completed as part of a training exercise at no cost to our community or firewise. Our deepest gratitude to PFD and Chief Dan Bramble for taking on this project. This threat has now been eliminated. Currently, we have turned our attention to the area at our front entrance near the archway. We have selected a contractor to cut the overgrown brush from Detroit at the arch, all the way down to the river and 100 feet onto US Forest Service land. This buffer will serve as a fire break and help protect us from any fire that may start at the federal picnic and swimming area near the first crossing. The timing of this project couldn't be better. The USFS is improving this area with ramadas so we can expect to see even more people using that area this summer. Our neighborhood volunteers will pull all of this cut brush onto the dirt road for future roadside pickup. Please take a moment upon entering or leaving to notice the results of our efforts. Firewise conducted a fundraising drive to support these projects and our community responded most generously. The current project is now fully funded with a little left over for future projects. EVP Paid Membership Drive – Friendly Reminder East Verde Park property owners: We are placing a special emphasis on increasing paid memberships in East Verde Park, Inc. Annual Dues are currently $75.00 per year. We ended fiscal year 2016-2017 with 91 paid members, which was a down from 101 paid members the previous year. However, this was still only about 60% of all EVP owners. Surely we as a community can raise the number of paid memberships substantially. And we must! If you are already a paid member, congratulations and thank you! You are carrying the financial obligation of EVP Inc., to the benefit of all owners and residents, whether paid members or not. It is noteworthy that although there has been a tradition of considering dues to be voluntary at EVP, the Articles of Incorporation and Bylaws of EVP Inc. do not support such interpretation. However the recorded deed restrictions do not establish an HOA or obligatory membership at EVP. But regardless of bylaws, deed restrictions, etc. let’s all just do our part. If you are not a paid member of EVP Inc., please consider the following: 1. The primary financial obligations of EVP, Inc. are the property taxes and insurance for the common community property, which includes the Clubhouse, the Library, and the land on both sides of the East Verde River extending to the private property lines. These are assets that benefit the whole community and help support property values. 2. What could happen if EVP, Inc. becomes unable to pay property taxes on the community property? As with any failure to pay property tax, the land would likely be taken over by the County, with possibility of transfer to the State or sale to other entities such as Salt River Project. Regardless, we in EVP enjoy private riverside community property, which prevents access by the public at large, with the associated noise, litter, and trespass onto private lots. What a unique treasure our private EVP riverbanks are, especially here in the desert state of Arizona! A place to hike, fish, watch wildlife, or just enjoy the beauty of nature. This private feature of EVP supports the quality of living that brought many of us to EVP in the first place and places a premium on our property values. 3. Inability to pay the property taxes on our community property puts us at risk of losing not only the riverbank land, but also the clubhouse and library properties. 4. What would happen if EVP, Inc. becomes unable to pay insurance premiums for the community property? It is not hard to imagine a single uninsured liability claim driving EVP into insolvency. 5. EVP Inc. also funds the electricity, maintenance and upkeep of the clubhouse and library, including the recent addition of Wi-Fi and cell phone service at the clubhouse. Both of these properties contribute to the EVP experience and are part of what makes this a special community. 6. Other costs that EVP, Inc. pays include the cost of printing and mailing newsletters, tax preparation, office supplies, and miscellaneous costs like burgers and hotdogs for the semi-annual community potlucks. 7. Other fundraising activities like the annual rummage sale and occasional clubhouse rental also benefit EVP, Inc., but the main source of revenue continues to be membership dues. 8. Being a paid member of EVP, Inc. entitles you to voting rights at the semi-annual community meetings, giving you an active role in our community affairs. WE NEED YOUR PARTICIPATION!!!
