of fundraising for the schools to support in buying of school supplies since education is a costly sector that needs partnership with active participation. Each parent has a duty to learners and therefore it is their duty to make considerable effort to support them. Besides that, community can provide security within their locations and manage discipline cases in conjunction with the teachers. It is crucial that parents and community provide the school uniform and sanitary materials for the learners and each school committee should agree on their own color so as to create a school environment and for identification of the learners.

NYERERE’S EDUCATION PHILOSOPHY Education for self reliance; and adult education is a lifelong learning and education for liberation (Nyerere J. K. 1995:250). 1. Nyerere set out his vision in education for self reliance (Nyerere J. K. 1968) Education had to work for the common good, poster cooperation and promote equality. Man can only liberate himself or develop himself through education for self reliance; he cannot liberate or develop by another. So development is for man, by man, and of man; the same is true of education (Nyerere J. K. 1978). 2. Education has to help to make their own decisions and to implement those decisions for themselves. (Nyerere J. K. 1978:29, 30) The education provided must therefore encourage the development in each citizen of three things; an enquiring mind, an ability to learn from what others do, and reject or adopt it to his own needs, and a basic confidence in his own position as a free and equal member of the society, who values others and is valued by them for what he does and not for what he obtains” Mwalim’s words and actions expressed a call for liberating education, in terms of access, content and equality.

QUALITY EDUCATION Learning has not liberated a man if all he learns to want a certificate and put it on his wall, and the reputation of being a learned person a possessor of knowledge. For such desire is merely another aspect of the disease of the acquisitive society the accumulation of goods for the sake of accumulating them. The accumulation of knowledge or, worse still, the accumulation of pieces of paper which represent a kind of legal tender for such knowledge, has nothing to do with development. Nyerere “development is for man, by man and of man” Further education it had to address the realities of life in Tanzania.  Teachers and students should engage together in productive activities and students should participate in planning and decision making process of organizing these activities.  Productive work should become an Integral part of the school curriculum and provide meaningful learning, experience through the Integration of theory and practice.  Students should become self confident and cooperative and develop critical and inquiring minds.  Education its purpose is the liberation of man from the restraints and limitations of ignorance and dependency.  Education has to increase Men’s physical and mental freedom to Increase their control over themselves, their own lives, the environment in which they live.  Teaching which induces a slave mentality or sense of impotence is not education at all it is attack on the mind of men.  Education for liberation is therefore also education for Co-operation among men, because it is in Co-operation with others that man liberates himself from the constraints of nature and also those imposed upon him by his fellow men. We must accept that education and working are both parts of living and should continue from birth until we die” (Nyerere J. K.1973) Nyanja Community Based secondary schools. The fifteen Community Based secondary schools in Nyanja are faced with acute educational problems with :The lack of Essentials learning and teaching materials in the schools and the acute poverty in Nyanja contributes significantly to the failure of the students in the national examinations, majority of the candidates procured (Division Four) with low grades which are not functional for further education. leading to the creation of a group of unemployable youths, who, later, take to unbecoming habits of smoking marijuana, drinking, prostitution, and wasting their energy and time playing pool (snooker Some of the identified causes of failure were listed as follows:  The lack of qualified secondary school teachers.  The lack of housing for teachers.  The absence of science laboratories, libraries and textbooks.  Over-crowded classrooms.  The absence of water, electricity and hostel for girls.  The lack of motivation among learners.  The long distance covered to and fro schools.  The lack of parents/guardians to motivate their children  Students playing hooky in order to obtain some paid jobs at the fishing villages and in small scale mining centres.  Unsatisfactory learning environments because of the absence of electricity at nights. With such poor results a message of encouragement on tips of passing the National Examination Council of Tanzania was delivered to teachers and students in all 15 secondary schools as highlighted below: Education is the key of life, power, authority and a sustainable asset Struggle is the step to success.  Respect teachers and abide with the school rules.  Avoid Absenteeism from classes.  Absenteeism is the great enemy of Education.  Refrain from indulging in drug abuse (Alcohol and illicit drugs)  Make sure that you are abstaining from illegal sex and early marriage.  Commit yourselves and study seriously to cover the Syllabus.  Group discussion( study in groups for revisions)  Review: Past Examinations papers in order to be acquainted to how the Examination is set.  Spend your time wisely by concentrating on studies and avoiding attending Video shows and Disco.  Always pray God earnestly in your endeavors.  Make sure you master Kiswahili, Mathematics and Sciences subjects. The Government of Tanzania entrenches the right to every Tanzanian child to access education. The Ministry of Education is committed to enhancing access, quality, equity and relevant education. For Tanzania to realize a globally competitive quality education system, well qualified teachers are required in classrooms at all levels. The Ministry is ensuring quality teaching through uplifting standards of teacher training.

2. Policies on community’s commitment and change of learners’ behaviour: Education community policing is very important when it comes to the education sector. Community provides firsthand information when it comes to needs in the community. It is also important when it comes to passing information to other parents and reaching out to others who cannot be reached deep in the villages. This creates community mobilization to help them not only participate in formal education sector but also informal and non-formal learning in a positive way. Therefore, parents and community can reach out to others through community mobilization to support education and also actively participate in education. 3. Enforcing policies on frequent committee and regular meeting: The community should be involved in education through school management committees. The committee involves senior education officers, the teachers and parents. The management committees forms a task force within the school and their work include visiting to school once a week to look at the progress done and any setbacks that may cause a major shortcoming in learning. This is applicable in primary schools and may also involve secondary schools although at a higher level their work may be limited. Since this involves higher level of knowledge in manning the dynamics of education. 4. Awareness sessions and seminars: (Capacity Building) This may involve seminars and workshop programs where the community can participate in preparation of programs and that bring growth to the education sector and involve themselves in monitoring growth in the learners and making sure that the learner complete the learning cycle set in schools. Communities can also create a learning culture where they have owned education in their thinking and they have taken it as their duty to accomplish the directions given. This will check the standards where education becomes a tool of knowledge not just a way of getting jobs and white color jobs. 5. Techniques and policies on children protection from sexual abuse and indulging in use of illicit drugs: Policy should be made for the community to enhance protection of the learners from sexual exploitation and drug abuse which lead to unwanted pregnancies; rampant absenteeism and school dropout leading to poor academic performances. 6. Policies and techniques on introduction of levy collection from the community: Nyanja area has 15 wards and comprising of 49 villages, the indigenous people are wajita and Waruri tribes, fishermen and farmers (mainly growing rice, cotton, maize and beans) .In making great strides for community involved in the development of schools for provision of quality education and getting additional fund for the schools, the community, collaborating with Ward councilors, villages chairmen, parents, teachers and the government, must agree upon and develop a sustainable mechanism and policies of levy collection from farmers when selling their crops like maize, cotton beans and rice by deducting 2% of the total amount of money received from selling their crops or cattle, and money directly deposited to the Schools Educational Development Fund Account which will be intended for schools development. Close supervision and internal auditing should be done frequently how the money is collected, banked, transparently spent and financial report given to the community and to the school members (staff) 7. Provision of adequate land spaces to the schools: Develop policies and techniques on persuading and encouraging the community to have the spirit of ownership and commitment by providing more land spaces to schools for implementation of strong and intensive Education for Self-Reliance by organizing all schools to have Self-Reliance projects. Which can be source of income generating to the schools Nyanja is having plenty of arable land and valleys, all secondary schools should have an opportunity of initiating Agricultural projects for raising food crops (maize,groundnuts,rice ,beans ,plantains, sweet potatoes and varieties of vegetables,carrots,onion ,tomatoes, cabbages) ,Majority of the secondary schools in Nyanja villages are promontory jut into the eastern portion of Lake Victoria., this gives a good opportunity of the schools to establish Fishery, Livestock and poultry projects for generating money to help the schools run smoothly which can be sold for generating money for the schools. The proper managed projects will make the schools self reliant for schools meals and generating adequate money to assist the running cost of the schools. Such as paying salaries for part-time teachers who are solely depending on contribution from the community, purchasing teaching and learning materials, uniforms and sanitary materials for girls at reproductive age.. 8. Resource Mobilization and Allocation of Funds: Recommended that the Board of Governors meetings be used to plan for resource mobilization, equitable distribution of resources, monitoring and evaluation of how all resources and funds allocated to schools such as Community Development Fund (CDF) are transparently utilized to achieve quality education. Initiating Community Based Approach a transparent Association in Nyanja which will be responsible for establishing various projects for enhancing schools development and make the projects constant sustainable which need commitment, transparency, accountability, good coordination, frequent monitoring, parental involvement, voluntary effort from both teachers and community” Basing on the above statement, additional funding can be generated to help the Community Based secondary schools to operate efficiently and effectively through the following concrete strategies: 1. Introduction of Fundraising Initiative functions: There are 27 regions in Tanzania mainland in which so many civil servants and businessmen from Nyanja villages are deployed, these groups should organize themselves to have strong Nyanja Fund raising Initiative Functions in each region of Tanzania with committed members who will be involved in fund raising functions for mobilizing the community and goodwill wishes for voluntary donations. The fundraising functions should be done at least every six months inviting people with high profile from the government, private sectors businessmen and well wishers of Nyanja who will be able to contribute to the Nyanja Educational Development Fund for assisting the development of quality education in Nyanja villages secondary schools and at the ward level which comprises of at least three to five villages, special committees will be formed, specifically dealing with inviting all community, parents, teachers, government, private sectors and businessmen for fundraising functions which will be performed at least every six months before the academic year starts. Reports on schools progresses, academic performances, gaps, challenges and financial constraints will be highlighted, finally a call will made for voluntary contribution to the schools Education Development Fund and all money received should be channeled directly banked to the appropriate school fund account. . (This has been done successfully for schools development in Kilimanjaro, Njombe, Mbeya, Arusha and Iringa regions) 2. Establishment of Association targeting schools development:

Solutions for the prevailing Educational problems: To curb the prevailing Educational problems there must be techniques and policies to be put forth for improvement provision of quality education in Nyanja Community Based secondary schools: 1. Community participation and Elimination of Dependence Syndrome for cost sharing in schools development: ‘One of the paramount importance is setting policies in all schools for full community participation and Cost sharing which should be brought to the cognizance of parents and community that they should not solely look at the government and organizations to run the education sector while they stand and look ( Elimination of Dependence Syndrome). They have a big role in creating self sustainable learning and their participation is crucial. The physical support, community can be involved in physical construction of school and maintenance of school structures. They can also support in terms

Nyanja is faced with poverty which hinders the parents in affording sending their children pursuing with secondary education. Around the Lake zone some areas have already initiated progressive NGOs or Associations for developing their areas in Education, Health and Economic livelihoods such as:  Busegwe Association  Bunda-Zinduka Development Initiative Forum  Mwibara Development LTD  UMABU-Umoja wa Maendeleo Bukwaya Unfortunately, it‘s only Majita area which has never embarked on starting any NGO for developments. “The bright sun has now raised we are to wake up, run while others are walking and jointly play our part for the development of Nyanja: To accelerate the development of Nyanja and curb the acute situation of poverty and poor academic performance in secondary schools, well organized and sustainable Association or NGO “NYANJA EDUCATIONAL DEVELOPMENT ASSOCIATION” (NYEDA) which will be Community Based Initiatives: should be established with the following goals and objectives for generating additional fund to assist the schools development.:

“NYEDA” will target only the section of Nyanja and takes cognisance of both the contents of this letter and the seeming incessant noises of chaos and frustrations currently consuming many people around Nyanja There is much the people of Nyanja could do on their own without depending on their elected public officials or waiting for government handouts. “NYEDA” believes strongly that beneath the cluttering concerns and noises, there lies great potentiality that could be mobilised in order to restore confidence and spark among and between afflicted people of Nyanja. This noble goal cannot be more overemphasised. Nyanja’s retired professionals and any enlightened individual at home and abroad must pinch their brains and turn towards Nyanja, like sunflower crowns to the sun. They are called upon to plough back into Nyanja their accumulated and garnered knowledge and skills to assist in contribution for Education Revolving fund. “NYEDA” ‘pegs the miracle of development for Nyanja on its ‘worker bees’ to heed this challenge and a noble need to direct their attention, knowledge and skills into their Nyanja’s hive, lest they betray it. Some of these “worker bees” have for too long wandered away from their original hive, following their search for attractive and scented flowers from prestigious academic institutions of higher learning and business ventures, where they found the scented flowers and garnered sumptuous nectar and nutritious pollens. ‘‘NYEDA” also extends its humble invitation to any other interested individuals, governments, institutions, organisations, non-government organisations and agencies for development, globally, to pitch in for the development of Nyanja. ‘Sisi kwa Sisi’ is conceived bearing in mind the many advantages accruing from the technological wonders of the 21st century where participation transcends geographical constraints. There is no need for participants to sit under a tree in order to conduct business, for the betterment of the community, through traditional orality means of communication. “NYEDA”, too, is aware that any meaningful endeavours do not depend on erstwhile Industrial Revolution print-photo culture for the participants to communicate and meet at a central place, like Dodoma, in order to avoid geographical constraints. “NYEDA” marches with the time. Today, without meeting face to face, participants are able thorough the either medium out there to communicate, digitally and instantaneously; they are able to meet to discuss, deliberate, make decisions and take steps and actions to effect fundamental changes in the lives of the people of Nyanja “NYEDA” envisages Nyanja development idea maturing into a dream to be realised through constructively and productively spending time. All efforts should strive to yield results from wellthought out multi-faceted and synergically integrated project planning, designing, development, funding and execution in order to contribute to humanity in Nyanja “NYEDA” believes strongly that there is no greater humanity in Nyanja than formulating and executing self-reliance and cooperative efforts, activities and work programmes of raising the level of the quality of life for the people of Nyanja. ‘Sisi kwa Sisi’ wants to observe tangible results that should make big differences in the lives of the people of Nyanja through oiling the wheels of thoughts, along two ki-Jita and Kiruri sayings, namely, omurimu ogukomera gutakorelwe (a task is daunting when undone) and bhamugaire, najayo (they despised his/her efforts to the contrary). “NYEDA” poetically looks forward to seeing every willing Nyanja individual coming forward, reciting the two-spelling words, “If it is to be, it is up to me”. It can be done; let’s play our respective parts! The envisaged “NYEDA” shall not be involved in any way with political persuasion. The Constitution shall spell out categorically what is intended to accomplish for Nyanja’s development III. MISSION: To promote synergic integrated rural development (in education, health and water supply; agriculture, fishery, livestock and poultry; through concerted cooperative efforts, activities and work programmes; establish Adolescent Reproductive Health programme. The envisaged NYANJA EDUCATIONAL DEVELOPMENT ASSOCIATION (NYEDA) shall not be involved in any way with political persuasion IV. VISION: To solicit supportive interests from the rich reservoirs of interested Nyanja professionals, including retirees, at home and abroad, and to take advantages of their offer of invaluable voluntary services for the rapid recovery and growth of Nyanja; to seek the same from any other individual or group that considers itself to be a friend of people of Nyanja; to mobilise at the grassroots-level the people of Nyanja to enthusiastically participate in a synergic integrated rural development; and to establish a revolving fund for assisting secondary schools education in Nyanja villages. This will include writing project proposals to donors for getting funds for constructing classrooms, teachers’ houses and provision of solar energy to the schools. 3. Establishment of Adolescent Reproductive Health Programme in Nyanja Nyanja is a hot cake area attracting strangers from various places of Tanzania and neighboring countries, camping at the Lake shores for fish trading, consequently sparks young ladies to be involved in un protected safe sex for money. Recent survey done in the 12 Community secondary schools located in Majita area for 2010, total of 144 (71 boys and 73 girls) dropped out from schools, majority of the boys dropped out due to financial constraints and involvement in Income Generating Activities (IGA), fishing and majority of girls the core causes were due to teenager (unwanted) pregnancies and missing basic needs from parents (uniforms, shoes and sanitary kits) in the survey it was also found out that majority of the youth (boys) are idle in the villages, involved in consumption of alcohol , illicit drugs ( Ijanga) and playing Pulu from morning to evening, leaving all farming to be done by old people. There is urgent need to initiate a programme for the youth basing on the following major objectives: Core objectives:  Empowering young people with skills that will help them to protect themselves.  To strengthen STIs, HIV/AIDS prevention activities among youth through peer health education, condom promotion and distribution.  To train youth peer educators for increasing their knowledge to understand the risks and to prevent STI, HIV/AIDS, teenage pregnancies, and provide young men and women with life skills to change the behavior.  To improve the accessibility and acceptability of the sexual and reproductive health services including counseling, STI treatment and family planning services through the establishment of youth friendly clinics in the villages.  To minimize early marriage, teenage pregnancies, Drug Abuse and unsafe abortion through peer education  Reconnecting knowledge to the youth on HIV/AIDS in schools and in the community for sharing experiences, best practices and strategies for overcoming the challenge.  Sharing lessons and approaches between the youth on HIV/AIDS prevention and response.  Re-energize the youth and re-affirm their commitment to the programme of stopping the spread of HIV/AIDS.  Sharing best practices for convincing each other to undergo Voluntary Counselling and Testing (VCT)
