EXECUTIVE SUMMARY

The administration of Honorable Mayor Salvador Py and the Sangguniang Bayan of San Teodoro had joined hands to avert an impending crisis of solid waste and embarked on a serious undertaking to formulate and implement an ecological municipal solid waste management program. The constant reminders, follow-up and support from the Regional and Provincial Environmental Management Bureau of the Department of Environment and Natural Resources (EMB-DENR IV-B), the municipality is determined to comply with the requisites set forth by RA 9003. The ecological solid waste management plan shall provide guidelines and strategies for the municipality in the next ten years, ensuring properly managed solid waste program and enhance the ecological balance of the community. In April 2015, the Sangguniang Bayan approved a resolution creating the Municipal Solid Waste Management Board headed by Honorable Salvador R. Py, Municipal Mayor. The board participated in the training held at Azul Verde on April 8, 2015. The training offered a methodology for the conduct of Waste Analysis and Characterization Study (WACS) and the Ten Year Solid Waste Management Framework. The town has a population of 16,835 as of 2014 distributed to the 8 barangays. Based on the total land area of 36,910.63 hectares, the gross population density is 0.456 person per hectare. Urban area includes Barangays Poblacion, Lumang Bayan and Ilag where 6,233 or 37.024 % of the population live. The municipality of San Teodoro has a total land area of 36,910.63 hectares with 8,976.806 hectares classified as agricultural and disposable land (A&D), and 27,933.8254 hectares classified as forest land. Current SWM Situation The current solid waste management program is focused only on the collection and disposal of solid wastes from households and establishments. A SWM Foreman was designated under the Office of Mayor to perform actual collection and disposal of wastes.

The Ten Year Ecological Solid Waste Management Plan of the Municipality of San Teodoro for Year 2015-2024 There are no concrete programs being implemented by the LGU for the waste reduction at source. The households and business establishments are practicing segregation at source for the waste materials being bought by the local junkshops like: paper/cartons, bottles, tin cans, plastic bottles etc. Likewise, many of the rural households utilize biodegradable wastes generated for backyard composting and gardening and backyard animal raising. Waste reuse is being practiced in rural barangays. Collection of mixed wastes covers 3 barangays on a daily basis. Collection includes the market waste. The existing coverage of the municipal collection includes the following barangays: Barangay Lumang Bayan, Poblacion and Ilag. The municipality has just constructed its municipal ecology center in Barangay Calsapa last February 2012. The opening of the facility started in the year 2013 after its construction. There is no existing processing or disposal facilities for special wastes. Collected special wastes are also disposed in the current dumpsite of the municipality. A special waste septic tank is currently constructed in the municipal ecology center. There are three (3) junkshop operating in the municipality buying recyclable wastes from the households and establishments. Recovery of recyclables is quite high because of these junkshops. The municipality spends about ₱500,000 for the implementation of collection and disposal of wastes in 3 barangays and collected fees amounting to ₱224,000 in 2014. The municipality practically subsidizes collection and disposal of wastes. Key Issues on SWM a.

Low compliance of the provisions of the law by the barangays. There is no clear ESWM program being implemented by the barangays due to: ESWM is a low priority project, Low perception of the barangay officials that there is no serious problem yet on solid wastes in rural barangays; and no funds allocated for ESWM. Collection of unsegregated or mix waste Low compliance of waste generators on solid waste segregation at source Improper disposal of wastes in some areas; i.e., disposal in waterways, burning or dumping in canals, vacant lots or roadsides Limited equipments of the municipality: collection trucks etc.

The Ten Year Ecological Solid Waste Management Plan of the Municipality of San Teodoro for Year 2015-2024 Waste Characterization Results Based on the end of pipe characterization, the composition of the disposed waste is 77.52 % biodegradable, 16.18 % recyclables, 5.94 % residual and 0.04 % special wastes. The LGU collects a total of 7 trucks per week or an average of 1 truck per day. Thus, the LGU disposes 3.2 tons per day of mixed waste. The total waste generated by the municipality is about 7.291 tons per day. Of the total generated wastes 94.21% is contributed by households. The public market contributes only 2.40%. Table 2. Waste composition of the generated wastes showed that 46.12% are biodegradable, 30.43% are recyclables, and 18.97% are residuals and 4.473% special wastes. On a daily basis, the municipality generates 3.689 tons of biodegradable, 1.601 tons recyclables, 1.741 tons of residual and 0.258 tons of special wastes per day.

The Ten Year Ecological Solid Waste Management Plan of the Municipality of San Teodoro for Year 2015-2024 Vision The municipality of San Teodoro shall adopt the vision as stated: “A CLEAN AND GARBAGE FREE MUNICIPALITY, WITH HEALTHY AND ACTIVE PEOPLE LIVING IN AN ENVIRONMENTALLY FRIENDLY COMMUNITY”. Mission 1. Educate the barangay citizens on proper solid waste management. 2. Implement a reliable and efficient solid waste management service in all barangays.

Goal The general goal of the program is to contribute in the general improvement of health and sanitation conditions of the barangays and the municipality as a whole. Targets/ Objectives 1. To institutionalize functional Ecological Municipal Solid Waste Management Board and all Barangay Solid Waste Management Committees. 2. To establish a strong linkage with NGA’s, Provincial Government of Or. Mindoro, NGO’s/ PO’s and private sector for the implementation of Ecological Municipal Solid Waste Management Plan. 3. To establish a Municipal Redemption Center to assist barangays to market their reusable and recyclable non-biodegradable waste. 4. To encourage and support entrepreneurship utilizing solid waste as a livelihood activity. 5. To instigate a Material Recover Facility (MRF) at the Barangay level managed by Barangay Solid Waste Management Committees. 6. To encourage and support farmers and household to engage in organic farming using biodegradable wastes. 7. To encourage people’s active participation in planning, monitoring and evaluation toward sustainable implementation of the program. 8. To institutionalize proper solid waste management as a way of life of the residents of the Municipality of San Teodoro. 9. To ensure strict and proper implementation a a way of existing Municipal Solid Waste Management Ordinances to support the effective Solid Waste Management Program of the Municipality. 10. To implement and manage and eco-park system in disposing residual and special wastes. VII

The Ten Year Ecological Solid Waste Management Plan of the Municipality of San Teodoro for Year 2015-2024 Strategies The general program strategy for ecological solid waste management program of the Municipality of San Teodoro involves systematic and gradual reduction of waste disposed at the disposal through strict implementation of waste segregation at source, promote waste reduction, re-use, recycling and backyard composting and gardening and in still the value of ecological waste management among its people.

D I S P O S A L

The Ten Year Ecological Solid Waste Management Plan of the Municipality of San Teodoro for Year 2015-2024 Waste Reduction and Segregation at Source All barangays shall implement and enforce waste segregation at source specifically the 4 type’s segregation system: biodegradable, recyclables, residual and special wastes. The market shall implement two types of segregation: biodegradable and residual wastes. A designated area within the market shall be identified as temporary holding area for the segregated wastes. Business establishments and institutions shall also follow the 4-type segregation system in their areas. Segregated wastes compartments shall be required for the above mentioned establishments. Waste reduction programs shall be promoted: regulation of plastic bag usage in commercial establishments and in the market, promotion and use of environmentally friendly materials like “nito” plates and baskets, and providing incentives to commercial establishments for the promotion of local packaging materials. Home-based composting and backyard vegetable gardens shall be promoted and enhance. Massive information and awareness campaign shall be the major strategy in implementing waste segregation at source complemented with strict and serious enforcement. Collection Barangays shall be responsible in the collection of biodegradable and recyclable wastes. Segregated collection shall be instituted. Biodegradable wastes shall be collected daily in residential areas, commercial areas and institutions. Recyclable wastes shall be collected at least once a week by the barangay collection or by an accredited junkshop. The residual and special waste shall also be collected by the municipal collection system at least once a week. The municipal collection system shall also be responsible in the collection of segregated wastes in the market and hospital. The municipality shall collect all wastes from the existing collection areas for the first two years of implementation or until such time that the barangays are already capable and able to do the actual collection by themselves. The Municipal LGU shall provide assistance to these barangays in procuring appropriate collection equipments.

The Ten Year Ecological Solid Waste Management Plan of the Municipality of San Teodoro for Year 2015-2024 Segregation, Recycling and Composting Segregation at source shall be the responsibility of the households. Backyard composting or biodegradable utilization technologies and practices shall be promoted. The Municipal Agriculture Office shall provide technical assistance in the implementation of backyard vegetable production and composting activities. Incentives shall be provided like free seeds or seeding, and/or marketing assistance to excess production. Accredited junkshops shall be allowed to purchase recyclables from the baragays. All barangays shall establish materials recovery facilities or clustering may be implemented based on the arrangements by neighboring barangays. The municipality shall establish a central MRF to process the biodegradable materials from the markets, slaughterhouse and hospitals. The central MRF shall be managed by the Municipal Agriculture Office and shall also serve as a training venue for recycling and biodegradable utilization and food production. Disposal The municipality shall establish a municipal processing/ecology center. The LGU have procured an 11 hectare lot in Barangay Agsambalilo, Calsapa and have submitted requirements to the Department of Environment and Natural Resources – EMB Region IV-B.

MENRO Establishment The office of the MENRO shall be established to lead and manage the implementation of the municipal solid waste management plan. It shall also serve as the secretariat of the ESWM Board. The periodic reports on SWM that it will prepare will be submitted to the Board. It shall conduct research and data analysis to support the policy-making function of the Board. The annual SWM work and financial plan will be submitted to the ESWM Board for its endorsement to the SB so such can be included in the annual budget of the municipality. It shall keep record of all meetings and decisions of the Board, and ensure that such decisions are carried out.

The Ten Year Ecological Solid Waste Management Plan of the Municipality of San Teodoro for Year 2015-2024 Financial Requirements The municipality requires a budget of ₱10 M for ten years for its waste management program. The first year budgetary requirement is about ₱1.335 M. The breakdown of which is as follows: For waste collection - ₱351,000, for MRF establishment - ₱388,000, for disposal facility ₱291,000. The SWM project shall rent or utilize the existing heavy equipment of the municipality for the first three years of the project implementation. The barangays shall allocate funds for the Solid Waste Management implementation from the 20% development fund. The barangays may allocate 50% or more of the fund for the waste management program. The share from the collection of environmental fee (collection and disposal fees) shall be added on to the allocated waste management fund from the 20% development fund. The municipality shall collect environmental fees and garbage collection fees from generators to augment the required budget. The municipality shall also allocate funds from the regular IRA allocation and from the 20% development fund. The municipality shall require ₱1.335 M for the first year for the management of the poblacion barangays waste. The LGU targets ₱439,000 from collection fees, thus the remaining amount shall be allocated by the LGU from the Internal Revenue Allocation.

Chapter 1 INTRODUCTION 1.1 Rationale The Municipality of San Teodoro is a fourth class municipality in the Province of Oriental Mindoro. Though it is a small town, the issue on solid waste is one of the main concerns of the municipality. Its direction is towards the national goal, enactment of the ecological solid waste management, RA 9003. Because of the growing population and continues development of the economy, solid waste generated should be properly handled through precise planning and implementation. The administration of Honorable Mayor Salvador Py and the Sangguniang Bayan had joined hands to avert the impending crises of solid waste and embarked on a serious undertaking to formulate and implement an ecological municipal solid waste management program. The constant reminders, follow up and support from the Regional and Provincial Environmental Management Bureau of the Department of Environment and Natural Resources (EMB-DENR VI) the municipality is determined to comply with the requisites set forth by RA 9003. The ecological solid waste management plan shall provide guidelines and strategies for the municipality in the next ten (10) years, ensuring properly managed solid waste program and enhance the ecological balance of the community, as set by the Board, the following objectives guided the technical working group in the formulation of the plan. a) To ensure round-the-clock cleanliness through the adoption of an orderly waste b)

To cease and desist from utilization of open garbage dumps which serves as breeding places of insects, foul odours and harmful fumes, emit greenhouse gases, which contributes to global warming and thinning of ozone layer, generate leachate which pollute soil and water resources and creates unhealthy scavaging activities in the vicinity. To eradicate unsightly, uncovered and overflowing waste containers in streets, public places and open spaces. To maximize and optimize waste resources for feeds, fuel materials, energy and To minimize pollution arising from harmful gases, smoke, particulates produced by needless burning/ dumping, polluted runoffs into water sources/ supply and hazardous substances.

The Ten Year Ecological Solid Waste Management Plan of the Municipality of San Teodoro for Year 2015-2024 1.2 Approach In the year 2011, the Municipality of San Teodoro bought a piece of land in one of its barangay, Sitio Agsambalilo, Calsapa. The site was intended by government as landfill and solid waste management facility. The site enclosed an area of about .25 hectare for the SWM facility. Under the guidance of DILG national office and funded by MDFO, the buildings were constructed which included an office building, working area, guard house and concrete fence. The road leading to the site was also improved and constructed starting from the barangay road of Calsapa, with steep areas concreted. Several problems had been encountered in the said area intended for the material recovery facility and landfill. The machineries for coconut and plastic shredders are not enough. The three (3) laborers’ work are concentrated in segregating the wastes which were not done properly and therefore wastes are scattered providing eyesore and unpleasant smell to viewers and visitors. Fermented organic wastes supposed to be processed as fertilizers also produce foul odors. There is no preparation for landfill regarding residual wastes. There is no training for reusable waste products. The place was chosen to bury odorous residual and other wastes as land fill. For Segregation is not yet enforced and all solid wastes are all mixed together. Training had to be conducted for the community regarding proper segregation of wastes. The SWM operations shall be back up with Sangguniang Bayan (SB) resolutions. A solid waste management team should be created headed by acting MENRO for proper implementation of the ESWM project. A training team shall be organized to assist in the training on segregation, waste products, and fertilizer production. While the present solid waste generation in the Municipality is considered as tolerable, the Municipality in the next five to ten years will be eventually confronted by the issue of how to manage its solid wastes as result of rapid population growth, agroindustrial activities and urbanization. Ecological Solid Waste Management is everybody’s concern, however the Municipality as envisioned under the existing laws shall take the lead in ensuring that solid waste becomes an important resource that provide opportunities to the community. To attain this, the Municipality had prepared this ten (10) year Ecological Solid Waste Management (ESWM) Plan to serve as a guide in steering toward a wellmanaged and resourceful local government unit in the Province.

B. Location San Teodoro is located in the northern part of the province of Oriental Mindoro. It is accessible from Batangas port to the City of Calapan by fast craft or roll on-roll off boats with an approximate travel time of one to two and a half hours. From Calapan City, San Teodoro can be reached by any land-based transportation with a distance of 25 kilometers from Calapan Port and a forty five minutes travel time. It is bounded on the north by the Municipality of Puerto Galera, Municipality of Baco on the south, Subaan Bay on the east, Mount Halcon on the West. San Teodoro has also a distance of 152 kilometers from Dangay Port in the Municipality of Roxas, Oriental Mindoro using the

C. Topography and Slope The area’s interior is rough and mountainous, with 80 percent of its area steep and sloping. It has a stretch of shoreline 5 kilometres long. Its major river systems, Subaan, Binaybay and Alag drain to the coast. San Teodoro is generally hilly and mountainous. Approximately 41 percent or 6,280.75 hectares is alienable and disposable and 59 percent covering 15,447 hectares is timberland. The highest elevation is 1,800m above sea level and lowest is 5 meters. About 11,277.50 hectares is less than 50 percent or severely sloping, 3,375 hectares has slopes of 30-50 percent, 1,800 hectares are 18-30 percent, and 440 hectares are considered moderately sloping ranging from 8-18 percent and 1,370 hectares is within the range of 3-8 percent. Steep land with slopes greater than 30 percent has the largest coverage with some 25,000 hectares or about 80 percent of the land area. Hilly to steep terrain with slopes 18 to 30 percent are 2,546 hectares in area. Plain to moderately hilly slopes occupy 4,796.32 hectares. Table 1 shows the area coverage by slope.

D. Climate San Teodoro falls under Climatic Type III, which is described as having no very pronounced maximum rain period with a short dry season lasting from one to three months. Areas of this type are partly shielded from the northeast monsoon. This data on meteorology had been obtained from PAGASA Synoptic Station located in Calapan City. Climate change however affected the regular seasons. During these days, summer months are characterized by severe drought and heat while in the months of October to December, heavy rainfall and floods and even river flash floods are experienced. E. Resources Water Resources The municipal water of San Teodoro has an area of 4,520 hectares. It is adjacent to the Verde Island, Batangas City which is the center of biodiversity in Asia and the whole world. San Teodoro has four coastal barangays namely Ilag, Poblacion, Lumangbayan and Tacligan where most of the populace is living in the coastal zone. A huge percentage of the residents out of these barangays rely on fishing as their means of income, and the most common method of fishing is the use of hook and line and beach and purse seine. It was observed that the municipal water of San Teodoro is over exploited because of illegal fishing activity. Mangroves helps sustain the coastal fisheries by providing shelter, breeding ad nursery grounds for fish and other invertebrates, providing nutrients that accumulates from decaying plant matters brought by tides to sea grasses and coral reefs, and protecting the coastlines thus preventing erosion which causes siltation and sedimentation. A very alarming situation may result affecting coastal community that depends so much on coastal habitats. The rampant cutting of mangroves for firewood and lumber and processing them into charcoal for household consumption contributes to the degradation of mangroves. The decrease in mangrove cover had resulted to the depletion of marine resource and fish catch. The mangroves give support to wildlife such as birds and reptiles. The practice of its conversion to fishponds is now being discouraged among local resource users. The total mangrove area in the Municipality of San Teodoro is 12.46 hectares including

Inland Waters Several rivers and streams cut across San Teodoro and the widest is Alag River. Other rivers include Sulok River, Binaybay River and Subaan River. One of the tributaries of Subaan River is Ibuye River at the upstream and Botolan and Aras Creek at the downstream. It drains at Subaan River where its mouth is located between Barangay Poblacion and Barangay Lumangbayan which leads directly to Subaan Bay. On the other hand, Binaybay River is a tributary of Alag River which drains at the mouth of Pulang Tubig that leads also to Subaan Bay. In addition, Alag River is the biggest inland body of water which has great impact on the economy of San Teodoro. Through its cascading waters, tourism potentials were viewed to be a perfect for the Mangyan Iraya in Sitio Ariguy of Barangay Calangatan. The place is suited for kayaking, river rafting, trekking and other extreme sports. Another profitable aspect of Alag River is the construction of the Linao-Cawayan Mini-Hydro project with a capacity of 2.1 mW and the proposed expansion of its upper weir in Sitio Tulugan in Barangay Calangatan with a capacity of 2.5 mW. These minihydro projects are expected to address the power requirement in the province of Oriental Mindoro and other neighboring provinces. Forest Resources San Teodoro forest resource comprises 86.5% of its total land area. There are three (3) major rivers namely: Alag River, Binaybay River and Subaan River where old mining at its upper stream has been famous such that it is considered number one gold reservoir of the province. It has the biggest area coverage of the watershed in the province. The municipality is considered the province’s best bet in the forest reserves. The mountains of the municipality are also rich in mineral and non-metallic mining resources. Mineral deposits found in San Teodoro included gold, copper, marble and iron. The non-metallic resources include white clay, clay, sand, gravel and boulders. Solid deposits are found in the major rivers and its tributaries, upstream and creeks. The forest is also rich in biodiversity proven in biodiversity assessment conducted in Sitio Ariguy, Calangatan. The barangay is suited at the foothills of Mt. San Teodoro is the least populated of Oriental Mindoro which registered a total number of 15,027 population based on 2007 NSO census of population. Levels and Growth Pattern San Teodoro registered a total population of 15,027 in 2007 with a growth rate of 1.25% between 2000 to 2007. This posed a .01% increase as compared to the growth rate from 1995 to 2000 which was 1.24%. Although population grows consistently from 1948 to 2007, the rate by which it increases exhibited a fluctuating trend. Population growth rate was the highest in 1950 (4.86%) and 1980 (4.31%). In 2007 NSO census of population, the Municipality of San Teodoro registered 15,027 distributed to 7,724 for male and 7,303 for female. This resulted to an over-all sex ratio of 1:0.95 meaning that there were 100 males for every 95 females in the municipality. G. Infrastructure i. Internal Road Network The major transportation system in the Municipality of San Teodoro is land transport; it serves almost all of the eight component barangays within the locality. There is no commercial sea and air transport available. Commuters who want to travel outside the province go to the city of Calapan and Puerto Galera where the major sea and airports are located. The municipality has a total road network of 80.73 kilometers which include national, provincial, and barangay roads. The national road has a length of 14 kilometers, 12.965 kilometers of which is concreted equivalent to 94% while the remaining 6% or .80 kilometers of asphalt road that is located in Poblacion.

The Ten Year Ecological Solid Waste Management Plan of the Municipality of San Teodoro for Year 2015-2024 The provincial and barangay roads have a length of 17.455 kilometers, and 46.467 kilometers respectively. These roads represent a huge percentage of all yearround serviceable transportation. There are also 33.43 kilometers of barangay roads, and 8.2 kilometers are earth roads. The municipal roads in the locality have a total length of 2.81 kilometers. The road requirement of Sa Teodoro based on its population for urban area is 5.88 kilometers which means that the need 3.07 kilometers to meet the standard road population ratio. On the other hand, the existing rural roads of 63.93 kilometers need 26.07 kilometers based on the computation versus the 6,000 hectares of arable land in the municipality. It denotes that the road requirement is 95.88 kilometers for the Municipality of San Teodoro. ii. Number of Schools As of school year 2015, the Municipality of San Teodoro has a total of fourteen (14) schools; ten (10) public elementary schools, two (2) public secondary schools, one (1) technical vocational college which vocational skills training and one(1) private school that offers complete elementary, secondary education.

iii. Number of Commercial Establishment There are at least one hundred fifty (150) commercial establishments concentrated at Brgy. Poblacion and Brgy. Lumang bayan. These include hardwares, groceries, dry goods, RTW and retail Stores. Out of these – establishments, -- commercial establishments pay garbage fees. Solid wastes generated by these establishments are presently collected by the municipal dump trucks. There are only two (2) food markets. The talipapa Food Market at Brgy. Poblacion and the Talipapa Food Market at Brgy. Lumangbayan. iv. Hospital/Clinic The health and sanitation service in the municipality of San Teodoro are carried through the municipal health clinic and Barangay Health Clinics in different barangays.

Non-infectious medical wastes such as wrappers and papers are place in garbage bags and collected by the municipal garbage collector. v. Number of Restaurants/Eateries There are 10 carinderia/eateries in Municipality concentrated in Brgy. Poblacion and in Brgy. Lumangbayan. vi. Processing Industries There are no food processing plants except small enterprises dealing with tinapa making (1), bagoong making (5), dried fish (seasonal), bakeries (3) and homemade peanut butter, pickled vegetables etc. Most of these household enterprises are not registered. vii. Number of Inland and Beach Resorts There are three (3) resorts in the Municipality of San Teodoro, one hotel and 4 accomodations. viii. Funeral Homes Two (2) funeral shops operate in the Municipality with one ownership. ix. Slaughterhouse The Municipality Government maintains one (1) slaughterhouse. It has an average output of two to three pigs per day. Some animals slaughtered for consumption in far barangays no longer seek permits at the municipality. x. Street Sweepers

The solid waste management program is focused only on the collection and disposal of solid wastes from households and establishments. A SWM Foreman was designated under the Office of the Mayor to perform actual collection and disposal of wastes. Other agencies that provide support services for the Municipal Solid Waste Management Program are the following: ► ► ► ► ►

Treasurer’s office – collects garbage fees from households and commercial establishments. Office of the Municipal Engineer – in-charge of the maintenance and management of the existing dumpsite. Planning and Development Office – leads in the formulation of the Ten Year Solid Waste management Plan. The Sangguniang Bayan – drafts and enacts policies and ordinances for the Solid Waste Management Program. Sanitary Inspectors/RHU – conducts regular monitoring/visits with commercial establishments for their solid waste management.

3.2 Inventory of Equipment and Staff Currently, the municipal solid waste management program operates using one dump truck. Four (4) personnel were hired for collection: one (1) driver and three (3) collection crew. The Solid Waste Management Foreman supervises the collection crew. There are street sweepers who conduct street sweeping regularly in the Poblacion barangay. 3.3 Source Reduction There are no concrete programs being implemented by the LGU for waste reduction at source. The households and business establishments are practicing segregation at source for the waste materials being bought by the local junkshops like: paper/cartons, bottles, in cans, plastic bottles etc. Likewise, many of the rural

Waste reuse is being practiced in rural barangays. 3.4 Collection Collection of mixed waste covers three (3) barangays considered as built-up areas of the municipality namely: Brgy. Ilag, Poblacion and Lumangbayan. These barangays are being served by the municipal garbage collector. Collected wastes are disposed at the municipal dumpsite located at Agsambalilo, Calsapa. Presently, solid wastes collected are still unsegregated and wholly disposed. 3.5 Processing Facilities The municipality constructed its municipal ecology center in Barangay Calsapa last February 2012. The opening of the facility was started in the year 2013 after its construction. 3.6 Final Disposal The LGU maintains an open dumpsite in Brgy. Agsambalilo, Calsapa in a lot owned by the municipality. The dumpsite has been utilized for the past 5 years. 3.7 Existing Ordinance Related to Garbage Collection A Municipal Ordinance no. 2008-18 dated May 15, 2000 has been passed enacting the Comprehensive Solid Waste Management of the Municipality of San Teodoro, Oriental Mindoro.

3.8 Markets for Recyclables There are three (3) junkshops (Errol Junkshop, Parang Junkshop and DRIZ junkshop) operating in the municipality buying recyclable wastes from households and establishments. Recovery of recyclables is quite high because of these junkshops. 3.9 IEC There is no concrete program yet being implemented by the municipality except for some fliers, posters and radio announcements in the local FM radio. 3.10 Costs and Revenues

The municipality practically subsidizes collection and disposal of wastes. 3.11 Key Issues a.

Chapter 4 WASTE CHARACTERISTICS 4.1 Disposed Wastes 4.1.1 Quantity and composition of waste disposed The following table shows the end of pipe characterization for the usual route and the market plus usual route samples. Based on the end of pipe characterization, the composition of the disposed waste is 77.52% biodegradable, 16.18% recyclables, 5.94% residual and 0.04% special wastes. The LGU collects a total of 7 trucks per week or an average of 1 truck per day. Thus, the LGU disposes 3.2 tons per day of mixed waste from the poblacion barangays. The municipality collects and disposes 2,566 kilograms of biodegradable wastes per day, the bulk of which are yard wastes, market and kitchen wastes. Recyclables account 533.5 kilograms per day, while residual is only 196 kilograms per day and special wastes is 1.47 kilograms. 4.1.3 Bulk Density Results Per truck density is 4 cubic meters per truck. The LGU collects and disposes an average of .82 trucks per day, thus a total of 3.296 cubic meters is collected and disposed every day. 4.2 Diverted Waste 4.2.1 Estimated quantity of wastes currently recycled There is no concrete data for the estimated quantity of wastes currently recycled. However, the measure at the moment is that there are 3 junkshops operating in the municipality that buys recyclables from the barangays and even employ agents and roving buyers. Majority of the households in the rural barangays utilized their biodegradable wastes for animal feeds, mulch or compost. Likewise, they usually practice re-use of recyclable wastes like bottles, cans and plastic containers. The roving buyers also regularly visits and purchase the recyclables from the households. In the urban barangays, both households and business establishments recover recyclable wastes and sell them to junkshops. Survey of household practices showed that the only problematic wastes being disposed by the rural barangays are plastic bags, chichirya wrappers etc.

4.3.2 Composition of waste Waste composition of the generated wastes showed that 46.12% are biodegradable, 30.43% are recyclables, 18.97% are residuals and 4.473% special wastes. On a daily basis, the municipality generates 3.689 tons of biodegradable, 1.601 tons recyclables, 1.741 tons of residual and 0.258 tons of special wastes per day.

Chapter 5 LEGAL AND INSTITUTIONAL FRAMEWORK 5.1 Local Laws and Regulations The Sangguniang Bayan of San Teodoro has passed an ordinance entitled “Municipal Ordinance on Solid Waste Management” which applies to all residential houses, commercial establishments, institutions and agricultural areas. The ordinance imposes segregation at source following a biodegradable and non biodegradable scheme of segregation. Other laws related to waste management includes anti-littering ordinance. 5.2 Roles The following table shows the roles of the different entities in the implementation of the municipal solid waste management program: Table 13. 5.3 Municipal Solid Waste Management Board Resolution No. 03-2015 series of 2015 created the municipal solid waste management board with the following functions, duties and responsibilities:

a. Develop the solid waste management plan that shall ensure the long term management of solid wastes, as well as integrate the various solid waste management plans and strategies of the barangays in its area of jurisdiction. b. Adopt measures to promote and ensure the viability and effective implementation of solid waste management programs in its component barangays. c. Monitor the implementation of the municipal waste management plan through its various political subdivisions and in cooperation with the private sector and NGOs d. Adopt specific revenue-generating measures to promote the viability of its solid waste management plan e. Convene regular meetings for the purpose of planning and coordinating the implementation of the solid waste management plans of their respective component barangays. f. Oversee the implementation of the municipal solid waste management plan g. Review every two years as the need arises the municipal solid waste management plan for the purposes of ensuring its sustainability, viability, effectiveness and relevance in relation to local and international developments in the field of solid waste management

Develop the specific mechanics and guidelines for the implementation of the Municipal Solid Waste Management Plan i. Recommend to appropriate local government authority specific measures or proposals for franchise or build-operate-transfer agreements with duly recognized institutions, pursuant to RA 6957, and to provide either exclusive or non-exclusive authority for the collection, transfer, storage, processing, recycling or disposal of municipal solid waste. The proposal shall take into consideration appropriate government rules and regulations on contracts, franchises and build-operate-transfer agreements. j. Provide the necessary logistical and operational support to its component barangays

5.4 Barangay Solid Waste Management Committees As reported, all barangays have organized their Barangay Solid Waste Management Committee, but have not performed duties and responsibilities as mandated by law. 5.5 Stakeholders Participation The technical working group initiated the participation of the stakeholders for the formulation of this plan through their involvement with the generation of the baseline data on waste. Likewise, the residents accepted the establishment of the municipal ecology center located in Agsambalilo, Calsapa. During the implementation of this plan, the TWG shall conduct consultations and information activities with various sectors to solicit their support and participation for the Municipal Solid Waste Management Program.

Chapter 6 PLAN STRATEGY 6.1 Vision The municipality of San Teodoro shall adopt the vision as stated: “A CLEAN AND GARBAGE FREE MUNICIPALITY, WITH HEALTHY AND ACTIVE PEOPLE LIVING IN AN ENVIRONMENTALLY FRIENDLY COMMUNITY”. Mission 3. Educate the barangay citizens on proper solid waste management. 4. Implement a reliable and efficient solid waste management service in all barangays. Goal The general goal of the program is to contribute in the general improvement of health and sanitation conditions of the barangays and the municipality as a whole. 6.2 Targets Objectives 11. To institutionalize functional Ecological Municipal Solid Waste Management Board and all Barangay Solid Waste Management Committees. 12. To establish a strong linkage with NGA’s, Provincial Government of Or. Mindoro, NGO’s/ PO’s and private sector for the implementation of Ecological Municipal Solid Waste Management Plan. 13. To establish a Municipal Redemption Center to assist barangays to market their reusable and recyclable non-biodegradable waste. 14. To encourage and support entrepreneurship utilizing solid waste as a livelihood activity. 15. To instigate a Material Recover Facility (MRF) at the Barangay level managed by Barangay Solid Waste Management Committees. 16. To encourage and support farmers and household to engage in organic farming using biodegradable wastes. 17. To encourage people’s active participation in planning, monitoring and evaluation toward sustainable implementation of the program. 18. To institutionalize proper solid waste management as a way of life of the residents of the Municipality of San Teodoro.

To ensure strict and proper implementation a a way of existing Municipal Solid Waste Management Ordinances to support the effective Solid Waste Management Program of the Municipality. 20. To implement and manage an eco-park system in disposing residual and special wastes. 6.3 Strategies Education and Public Information The Municipal Solid Waste Management Board, Solid Waste Management Committees with the joint effort of the Educational Sector of the MSWMB agree to institute the following activities in creating awareness and educating the populace about the Municipal Solid Waste Management Plan of the community of San Teodoro as follows a. Create/designate MENRO, Office & Staff b. Information campaign on RA 9003 and Municipal Ordinances to PTA and students, transport sectors, handlers and commercial establishment thru orientation and briefing activities. c. Passage of school policy in the implementation of SWM d. Information campaign shall be multi-sector efforts e. Municipal/ Barangay Service Providers should include in their regular activities inventions in the sustainability of the Municipal integrated Solid Waste Management program with their clients. f. Posting of ESWMP billboards in strategic areas. g. Distribution of appropriate IEC materials to the Barangays, PUV’s, schools and other institution. Stickers shall be sold to individual who will apply for permits. The making of jingle shall be facilitated through a contest. h. Linkage with local media. i. Capability building trainings, seminars and cross visits to all barangays. j. Strict enforcement of Ordinances pertaining to SWMP Rules & Regulations by the designated ESWMP enforcers. Collection/ Transfer/ Disposal The Municipal Government shall operate the collection and disposal system of solid waste in the community in a daily basis. It owns and operates one garbage collection truck and 3 persons with personnel protective device to do the collection. The collection routes are the (8) barangays (Ilag, Poblacion, Lumangbayan, Calsapa, Tacligan, Calangatan, Caagutayan, Bigaan). The collection schedules are:

Segregation at the Household level must be compulsory “no segregation-no collection” policy shall be strictly imposed municipal wide. In far barangays, biodegradable waste shall be utilized as compost for garden/farm. Reusable and recyclable waste shall be sold to the barangays buying station (MRF). The Municipal Government shall collect special and residual waste for proper disposal. Garbage receptacles that will be placed in public places such as wharfs, cemeteries, markets and public plaza shall be properly coded with the following specifications: Green – labelled “nabubulok” (Biodegradable) Black – labelled “Di nabubulok” (Non-Biodegradable) Yellow – labelled “espesyal” (Special Waste) Special wastes include those special wastes that maybe classified as hazardous as defined under Republic Act No. 6966 and those that pose danger to the environment. These wastes maybe generated from household, commercial, industrial as well as institutional establishments. To mitigate the impact of improper disposal of this waste, the Municipality shall provide a special containment area for special wastes within the proposed Municipal Ecological Park, properly designated and secure. All household shall be required to construct septic tanks for their domestic wastes likewise the hospitals, health centers, commercial and other establishments. Segregated wastes shall be properly labelled. Observed specifically for special waste subject for collection and disposal at the designated area. Inventory of all hazardous waste generation shall be made and yearly seminars shall be conducted to ensure that the said generation will comply with existing regulations and ordinances regarding special wastes disposal.

Waste Reduction and Segregation at Source All barangays shall implement and enforce waste segregation at source specifically the 4 type’s segregation system: biodegradable, recyclables, residual and special wastes. The market shall implement two types of segregation: biodegradable and residual wastes. A designated area within the market shall be identified as temporary holding area for the segregated wastes. Business establishments and institutions shall also follow the 4-type segregation system in their areas. Segregated wastes compartments shall be required for the above mentioned establishments. Waste reduction programs shall be promoted: regulation of plastic bag usage in commercial establishments and in the market, promotion and use of environmentally friendly materials like “nito” plates and baskets, and providing incentives to commercial establishments for the promotion of local packaging materials. Home-based composting and backyard vegetable gardens shall be promoted and enhance.

D I S P O S A L

The Ten Year Ecological Solid Waste Management Plan of the Municipality of San Teodoro for Year 2015-2024 Massive information and awareness campaign shall be the major strategy in implementing waste segregation at source complemented with strict and serious enforcement. Collection Barangays shall be responsible in the collection of biodegradable and recyclable wastes. Segregated collection shall be instituted. Biodegradable wastes shall be collected daily in residential areas, commercial areas and institutions. Recyclable wastes shall be collected at least once a week by the barangay collection or by an accredited junkshop. The residual and special waste shall also be collected by the municipal collection system at least once a week. The municipal collection system shall also be responsible in the collection of segregated wastes in the market and hospital. The municipality shall collect all wastes from the existing collection areas for the first two years of implementation or until such time that the barangays are already capable and able to do the actual collection by themselves. The Municipal LGU shall provide assistance to these barangays in procuring appropriate collection equipments. Segregation, Recycling and Composting Segregation at source shall be the responsibility of the households. Backyard composting or biodegradable utilization technologies and practices shall be promoted. The Municipal Agriculture Office shall provide technical assistance in the implementation of backyard vegetable production and composting activities. Incentives shall be provided like free seeds or seeding, and/or marketing assistance to excess production. Accredited junkshops shall be allowed to purchase recyclables from the baragays. All barangays shall establish materials recovery facilities or clustering may be implemented based on the arrangements by neighboring barangays. The municipality shall establish a central MRF to process the biodegradable materials from the markets, slaughterhouse and hospitals. The central MRF shall be managed by the Municipal Agriculture Office and shall also serve as a training venue for recycling and biodegradable utilization and food production. Disposal The municipality shall establish a municipal processing/ecology center. The LGU have procured an 11 hectare lot in Agsambalilo, Calsapa and have submitted requirements to the Department of Environment and Natural Resources – EMB Region IV-B.

Chapter 7 SWM SYSTEM 7.1 Source Reduction Intensive information, education and communication (IEC) campaign shall be the main strategy for the promotion of waste reduction at source. This strategy will be supported by relevant policies and incentives. The materials to be addressed for the reduction at source shall be residual wastes, specifically plastic bags. The following programs shall be implemented by the Municipality to reduce waste at source. a. Regulate the use of not environmentally friendly materials in the municipality. The municipality shall provide a list of controlled materials and shall be given to all establishments and generators regularly. Municipal enforcers, i.e. sanitary inspectors, shall conduct regular visits to check on the establishments and generators. Warnings and sanctions shall be enforced. b. Promotion of nito plates and baskets. Campaigns on the bad effects of plastic bags as plate covers during parties. The use of banana leaves as covers shall be promoted which are abundant in the locality and are readily compostable c. Municipal Health Office and the Municipal Agriculture Office shall also be tasked to promote natural food instead of processed foods to reduce waste at source specifically in schools and in the barangays. Collaborations shall be established with the Barangay Nutrition Scholars (BNS). Rural Improvement Clubs (RIC) and Local Farmers Cooperatives for organic food production and compost utilization. d. Municipal Hall shall ban Styrofoam and non reusable plastics/materials in its premises. The municipality shall formulate a guideline for procurement for environmental goods and services. e. MENRO shall request public and private schools and other government institutions to regulate the use of plastic bags, and other materials which are classified as residuals, in their premises. f. Municipal ENRO shall conduct regular campaigns re: bawas balot – bawas basura campaign for establishments and markets. The municipality shall provide incentives to market vendors utilizing environmental packaging by means of tax holidays.

Materials to be addressed for waste reduction will be: packaging materials like plastic bags, Styrofoam and other not environmentally friendly materials. The focus of waste reduction programs will be business establishments, market stall owners,

The municipality shall coordinate with the local Department of Trade and Industry (DTI) for the identification of non-recyclable and not environmentally friendly materials being used in the municipality. Incentives shall be provided to business establishments participating in the waste reduction program of the municipality through tax holidays and recognition. The Municipal Enforcers will supervise the phasing out of the identified materials from business establishments. Business establishments shall be required to attend an orientation on “Proper Waste Management” as a requirement for the issuance and/or renewals of business permits. Likewise, in the business permits, violations to the provisions of the Municipal Solid Waste Management shall be clearly stipulated. Tax holidays shall be implemented for establishments willing to reduce or eliminate their plastic bag usage. Rebates shall also be issued to participating business establishments. For schools, source reduction campaigns shall be initiated by the school administrators. Specific reduction programs shall be implemented: promotion of healthy food and snacks, promotion on the use of recyclables or reusable materials, practice of school-based gardening and composting. Schools with adequate space are encouraged to manage their own waste particularly compostable and factory returnable wastes. Households and other institutions with adequate backyard space are likewise encouraged to reduce the waste they generate through composting. The uses of sacks, old tires, or bottomless drums are recommended as composting bins. Twin pits shall also be promoted for composting to households specifically in rural areas to have more capacity and can be used for a longer period of time. As decomposition and harvesting of compost continue, continuous space for biodegradable will be available using these twin pits system. The municipal agriculture office shall conduct extension services to households for the promotion of composting. For the first and second year of implementation, intensive promotion on waste segregation and reduction of waste at source through massive recovery, buying of recyclable and backyard composting will be conducted in all barangays in cooperation with the accredited junkshops/buyers. Regular WACS shall be conducted to identify materials to be addressed for reduction. Backyard vegetable production shall be enhanced as a complementary program for backyard composting; campaigns shall be conducted for backyard vegetable production. Participating households shall be given free vegetable seeds for the initial year of implementation. The municipal LGU, in partnership with the barangay LGUs, shall pursue the enforcement of processing through composting of biodegradable wastes at source.

The Ten Year Ecological Solid Waste Management Plan of the Municipality of San Teodoro for Year 2015-2024 About 50.54% of total wastes generated in the municipality are readily compostable wastes. Where collection services are not available or where space is adequate at source, waste generators are encouraged to manage their residual and special wastes using backyard residual disposal pits. A residual disposal pit with 1m x 1m x 1.5m dimension is recommended. The sanitary inspectors and the municipal engineering office shall provide the details of the establishment of the residual disposal pits for the rural barangays. Whichever is available: rice hull (ipa), soil or dry biodegradable waste like leaves, can be used as alternative cover. Burning of waste in rural barangays shall be discouraged. 7.2 Collection 7.2.1 Overview Barangays shall be responsible in the collection and management of biodegradable and recyclables wastes in their areas. Segregated collection shall be strictly implemented. Biodegradable wastes shall be collected daily in all residential areas, commercial areas and institutions in the poblacion barangays. Recyclable wastes shall be collected at least once a week by the barangay collection or by an accredited junkshop. In rural barangays where collection is not possible, the barangay solid waste management program shall ensure that recyclable wastes are collected by accredited junkshops/buyers. The barangays shall utilize appropriate collection vehicles according to the road and route of the community. The residual and special waste shall also be collected by the municipal collection at least once a week. The municipal collection system shall be requested to collect residual wastes/special wastes in other barangays outside of the regular collection areas. The municipal collection will be responsible in the collection of segregated wastes in the market and hospital. Storage containers maybe instituted to facilitate collection of garbage fees from household. Color coding schemes maybe considered for the containers where appropriate. 7.2.2 Collection Equipment and Routes The municipality shall utilize collection vehicle for the year, one shall be procured this year. Collection of wastes shall be done in the poblacion barangays and along the national road in the other barangays. Collection in the rural barangays shall be conducted by the barangays solid waste management committee specifically for residual and special wastes.

The Ten Year Ecological Solid Waste Management Plan of the Municipality of San Teodoro for Year 2015-2024 MENRO shall conduct time and motion studies to determine the most efficient route of collection in the poblacion. The final route shall be communicated to the covered barangays. 7.2.3 Storage and Set-out Segregation at source shall be a major component of the Barangay Solid Waste Management Program. For households, they will be required to place biodegradable wastes in covered pails or sacks. The collectors will not collect biodegradable placed in plastic bags. This is part of the waste reduction scheme of the barangay. The collectors shall return the receptacles to the households. The collectors shall be equipped with bigger covered drums in their collection vehicles. For recyclable wastes, these materials shall be placed in sealed receptacles or sacks. All the recyclable materials maybe put in one container or sack except for the paper which requires a separate receptacle. Dry paper maybe placed in cartons, or plastic bags or sacks. No waste receptacles shall be allowed outside of backyards at all times. Recyclables will be collected at least once a week from all sources by accredited junkshops. Residual wastes shall also be collected at least once a week from all sources (except from the market where it shall be done daily or every market day) to promote waste segregation at source. In the market, a temporary holding area shall be designated where segregated wastes shall be stored prior to collection. In schools, only residual and special wastes shall be collected once a week. Biodegradables shall be composted where it shall be part of the practicum of the students for composting and agricultural production. Business establishments within the poblacion barangays may request the municipal collection for daily collection of residual and special wastes as long as the wastes are properly segregated and put in separate receptacles. Corresponding collection fees shall be charged to the business establishment who shall avail of the daily collection. The municipality shall collect all the segregated wastes in the poblacion for the first two years of ESWM program implementation. The barangays shall take-over the collection of biodegradable and recyclables as soon as the collection equipment had been procured by the barangays. The barangays may use tribike, tricycles or multicab for the collection of biodegradables and recyclables from households.

The Ten Year Ecological Solid Waste Management Plan of the Municipality of San Teodoro for Year 2015-2024 7.2.4 Segregated Recyclables Private junkshops shall be accredited by the municipal board and the barangay collection service, where these junkshops shall report collection volume to the barangay and pay corresponding business taxes. The following strategies may be implemented by the barangay for the recovery of recyclables: a.

BNS, BHWS or RICS may lead in the recovery of recyclables and composting at the barangay level. The members can centralize their recyclables per week and negotiate with a junkshop for a special buying price. The barangay solid waste management committee shall provide marketing support to the interested groups. The barangays buy the recyclables from the households, consolidate in the barangay MRF and sell it to accredited junkshop. Households may give the recyclables to the barangay solid waste management program as payment for collection fees. School children earn points when they bring recyclables in schools: for school supplies, scholarships Socio-civic organizations in the municipality may be requested to sponsor recycling activities in schools, where a matching fund may be set up in accordance to the weight or volume of wastes the school was able to recover.

The households shall be encouraged to source separate each of the recyclable materials into specific types in separate containers. They shall also be persuaded to clean the recyclables before giving it to the barangay collectors to reduce the problems of pests and odor in their households and to command a higher price. The municipal government shall provide assistance in procuring collection vehicles for the segregated collection of recyclables. Establishments shall be required to segregate waste at source to recover recyclables. The barangays shall ensure that all establishments comply with the law. These establishments shall be encouraged to sponsor the implementation of the barangay solid waste management program by donating their recyclables to the Barangay Solid Waste Management Program (BSWMP). For schools, recyclable recovery shall be a major component of the school based waste management program. The barangay solid waste management program will coordinate with the school for the recovery program and for the marketing of the recovered recyclables.

The Ten Year Ecological Solid Waste Management Plan of the Municipality of San Teodoro for Year 2015-2024 The barangay in cooperation with the MENRO shall publish a list of recyclables and their prices regularly. The MENRO shall integrate in its research program the updated listing of waste materials being recycled. 7.2.5 Segregated Compostables At the barangay level, segregated compostable from households shall be collected daily by the designated collectors. Households shall be required to put their biodegradable wastes in covered containers or pails. No collection shall be employed to households who use plastic bags for their biodegradable wastes, as part of the waste minimization strategy of the barangay. Likewise the collector can see the contents of the containers as he pours the contents in the bigger container. Tribikes shall be used for the collection of biodegradable wastes at source except in busy roads. Barangays and households adjacent to the central MRF shall also be encouraged to bring their biodegradable wastes in the composting facility. Households outside of the collection area shall be encouraged to establish composting pits or plots. Municipal agricultural technicians and Rural Improvement Club members shall be assigned to conduct regular technical supervision and monitoring of household for compliance. Cluster barangays may also set-up a composting facility to process household and farm waste processing. Vermicomposting shall be introduced at the household level. 7.2.6 Mixed Solid Wastes/Residuals No mixed waste shall be allowed to be collected by the municipal collection service as soon as all the barangay residents and establishments have received fliers and attended the seminars being undertaken by the barangay on proper segregation. The collector shall strictly enforce the “no segregation, no collection policy”. The violators shall be penalized according to the provisions of the municipal ordinance. Likewise, collectors tolerating collection of unsegregated wastes shall be dismissed from the job. The barangays shall monitor the collection of residual and special wastes from all generators in the barangay. The barangays shall pilot segregated collection in the purok and later on expand to other puroks of the barangay. The barangays may procure collection vehicles like mini dump trucks for residual wastes. Big trucks shall be discouraged as these will affect traffic in the barangays. The municipality may provide support for the barangays for the procurement of the vehicles.

The Ten Year Ecological Solid Waste Management Plan of the Municipality of San Teodoro for Year 2015-2024 7.3 Segregation, Recycling and Composting 7.3.1 Segregation The four types of segregation shall be strictly enforced to all waste generators in the barangays: biodegradable, recyclables, residual and special wastes. The household shall be responsible for the receptacles of their generated wastes: covered pails for biodegradable; sacks, plastic bags, boxes may be used for recyclables and residual wastes. Intensive IEC campaign and strict enforcement and monitoring shall be the twin strategies in promoting segregation at source. The twin strategies shall complement each other for the implementation of segregation, recycling and composting activities. The following stages shall be followed: A.

Start-up (3-6 months)

Pilot puroks in every barangay shall be selected for the implementation of segregation at source. The pilot purok shall be selected based on the criteria set and upon the recommendation of the barangay council and concurrence of the purok head. A meeting shall be conducted with the key people of the chosen purok and piloting plan agreed upon. The MENRO shall be requested for the assistance on conducting information, education and campaign activities. Fliers shall be distributed to all households; a conformed slip shall be signed by the generator (household’s commercial establishments) and returned to the barangay for filing. One copy shall be given to the generator for their guidance. The collection schedules and route shall be finalized by the barangay collection service and shall be part of the fliers to be distributed to the generators. Monitoring team assigned by the barangays shall conduct house-to-house visit for the first two months of piloting, teach the generators and or give reprimand to erring generators. Fines will not be implemented within the piloting phase. An assessment shall be conducted every month during the piloting phase to determine status of segregation and to resolve issues in the implementation. A final segregation scheme shall be finalized during this phase and to be used for the implementation in the whole barangay. Segregation-at-source in households outside of the collection area shall be monitored and supervised by the Barangay Health Worker/Rural Midwives, Agricultural Technicians, Purok President and the members of the Barangay Solid

Proper monitoring forms shall be provided to the monitoring team and results shall be submitted to the Municipal SWM Committees. From time to time, members of the municipal enforcement team shall also conduct monitoring and supervision.

B.

Full Implementation and Enforcement

The full implementation phase shall cover the remaining puroks of the barangay. A barangay IEC and monitoring team shall be organized for the full implementation phase. Massive information education campaign shall precede the full implementation of Segregation. House-to-house visits (announced and surprise) shall be a major activity for the enforcement. During these phase, full implementation of the ordinance shall be carried out: community services and or fines shall be performed by the offenders. Assistance from the MENRO shall be provided in the form of regular monitoring, legal services for the enforcers/barangay solid waste management program and information materials and training/seminar support. Deputized and auxiliary enforcers in the barangays shall be trained for the conduct of enforcement in the barangay. 7.3.2 Recycling All barangays are mandated to establish their own material recovery facilities or MRFs: individual or clusters all recyclable materials shall be accepted by the materials recovery facilities. Material recovery facilities shall be made of simple and appropriate structure. It shall have the following elements: receiving area or unloading area, final sorting, cleaning, and storage area. A working model for a Materials Recovery Facility shall be established by each of the LGUs.

The Ten Year Ecological Solid Waste Management Plan of the Municipality of San Teodoro for Year 2015-2024 The following strategies shall be followed for the establishment of materials recovery facility and or recycling activities in the barangays. A. Start-up Strategies (6-10 months) The barangays shall be oriented on their role in the total waste management program: segregation at source, segregated collection and establishment of materials recovery facilities or recycling activities. Selected pilot barangays shall be designated to showcase establishment and operations of a materials recovery facility. Lessons from the piloting phase shall be incorporated to the full implementation of MRF establishment in the barangays. Junkshops shall play an integral part in the recovery of recyclables in the barangays. The junkshops shall be required to register their business and shall be given permits to operate in the barangays or clusters. A memorandum of agreement between the barangays and the junkshop may be formalized for the management of the recycling activities of the barangays in instances where the barangay/people’s organization cannot afford to establish materials recovery facilities or cannot locate a suitable site for the barangay facility. The central MRF of the municipality shall be utilized by the poblacion barangays as their cluster MRF. It shall be managed by MENRO. B. Full Implementation, Monitoring and Enforcement After the piloting, ESWM Board and the MENRO shall ensure that all barangays or cluster of barangays shall have established their recycling activities. Barangays who failed to comply shall be given notices of violation by the MENRO in coordination with the MLGOO, and shall be endorsed to the Environmental Ombudsman of the DILG. Regular monitoring shall be conducted by the municipal monitoring teams to al barangays/clusters MRFs. Likewise; all the barangays shall submit regular report to the MENRO, where the MENRO staff shall verify the contents of the report in their regular field visits. MENRO shall provide the following assistance for the establishment and operations of the cluster materials recovery facility of the barangays: a. Conduct of technical studies (feasibility studies) for the materials recovery facilities. b. Training of the MRF staff: sorting, recording, marketing, report writing etc. c. Designing on MRFs d. Facilitation of procuring permits and other requirements for the operation of the MRFs

Provision of education materials for the promotion of MRFs Implementation Schedule: 2015 – Start-up operations in all barangays 2016 – Full implementation of recycling activities 7.3.3 Composting/ Management of Biodegradable Wastes Households and other waste generators shall be primarily responsible in managing their biodegradable wastes. Backyard composting shall be encouraged to all generators with available spaces. Biodegradable wastes shall be processed employing the simplest and most appropriate composting facility. Barangays shall be required to set up composting facilities in every purok of the barangays (where appropriate) or a central/cluster composting facility. Simple windrows shall be utilized for composting activities. Likewise, drum composting shall also be employed in areas where site is limited. Garden wastes (leaves and grasses) shall be separately process in the composting facility. A twin 3m x 3m x 2m or smaller, fenced area shall be depository area for the garden wastes. The composted materials shall be harvested as soon as it has been decomposed. Compost activators maybe used to facilitate decomposition process and minimize odor. Vermicomposting shall be incorporated later. The following strategies shall be implemented: A. Start up The central MRF/Composting shall be the venue for the piloting of composting activities. A manual of operations for the central composting facility shall be formulated during the piloting phase. It shall determine the actual amounts of biodegradable wastes from the households per day and shall establish the proper and chronological steps and methodologies to be employed in composting process. While undergoing the piloting phase, cluster barangay composting shall be prepared. MENRO shall assist the cluster barangays for the establishments of composting activities. Composting shall be an integral part of IEC activities to be conducted. The municipal agriculture office shall be tasked o provide technical assistance for home-based composting activities and barangay based composting projects. It shall also be tasked to set-up demo or pilot farms to showcase effects of the produced compost. Bulking agents shall be used to facilitate adsorption f liquid from the biodegradable wastes and to provide aeration to the pile. Manure and or animal wastes shall also be mixed to provide initial food for the microbes. The piloting phase shall have duration of three – six months. The results of the piloting phase shall be communicated and shared to the cluster barangays.

The Ten Year Ecological Solid Waste Management Plan of the Municipality of San Teodoro for Year 2015-2024 The following rules and regulations shall govern the establishment and operations of the centralized composting facility: a. The centralized composting facility shall process the biodegradable coming from the poblacion barangays, public market and other institutional sources. b. The facility shall employ simple, affordable and appropriate composting system, and not complicated energy dependent and input intensive operations. c. Basic equipments of the centralized composting shall be a decorticator/shredder. Composting beds (windrows) shall be employed for composting. Mechanization of the facility may be employed as soon as the following requirements have been met: compost quality establishes, market of compost ensured, more than 10 tons per day biodegradable wastes recovered. d. The facility shall be operated as an enterprise, the management of which may be given to a people’s organization or a cooperative. Subsidy may be provided for the first year of operations Part of the piloting phase shall be a procurement of a mobile decorticator shredded to process coconut wastes. San Teodoro is a major copra producer in the province and most of the coconut husks are left to rot under the coconut tree. MENRO office shall implement a pilot project in the production of coco-fiber and coir dusts from coconut husks. Cocofibers shall be processed further as erosion control mats, seeding pots etc. The coco coir shall be used as bulking agent for composting. Likewise, carbonized rice hull process shall be incorporated in the trainings and seminars to be offered in the central processing facility. Carbonized rice hall can also be used as bulking agent for composting. Charcoal briquetting shall also be introduced. The piloting phase shall establish the proper C:N ratios of the substrate for composting (1:25 - 30). B. Implementation, Monitoring and Enforcement As soon as the lessons and recommendations have been identified by the piloting phase, full implementation of composting shall be conducted for the barangay clusters. The Municipal DA shall be responsible in the monitoring of the composting projects and provide technical assistance. Likewise, it shall also provide marketing assistance for the finished products of the facility. Rural agricultural barangays shall be the main users of the finished compost and the plant nursery. Administrative cases shall be filed with the DILG against the barangay council who fails to establish biodegradable processing facilities in their barangays.

7.3.4 Marketing Marketing of recyclables recovered from the generators shall be the responsibility of the barangay solid waste management program through the accredited junkshop. MENRO shall provide assistance in the form of price watch, list of recyclables bought by the local junkshops, and those materials that are considered recyclables but not bought locally. The central municipal MRF shall be the depository of these materials until such time that the required volume is attained. Transport of these materials shall be negotiated by MENRO to the buyer. The Municipal DA shall provide assistance in the marketing of the compost products. Organic rice farms shall be established. The municipality shall promote an organic rice produce and shall be known as a prime organic rice producer in the province and in the region. Farm cooperators shall be selected by the municipal DA office and shall be provided with assistance like: subsidized cost of compost, certified or organic seeds etc.

Monitoring and evaluation 7.4 Disposal 7.4.1 SW Disposal Capacity The landfill will accept segregated residual, special, recyclable and biodegradable wastes from the municipality. Waste is to be delivered to the facility. The landfill is expected to start operation by the first quarter of 2016. The site development plan is designed to meet the requirement of RA 9003. It is expected that future changes in regulations, site development, or other pertinent issues will require periodic update. Accordingly, detailed evaluation of cell layout and sequencing has not been addressed here, nor does this document include detailed analyses or evaluation of other landfill and closure systems. The landfill shall be designed to receive 8.734 tons of waste every day. With waste to soil cover ratio (by volume) of 2:1 which indicates that the cover (daily and intermediate) consumes 33% of the total airspace, the target life of the landfill is determined to be 20 years. As planned, development of the sanitary landfill facility will start as early as 2015, with the completion of all the necessary requirements and construction in time for the commissioning by late of 2016. A separate document detailing the establishment plan shall be separately submitted to the DENR. 7.4.2 Existing Facilities The LGU maintains an open dumpsite in Agsambalilo, Calsapa in a lot owned by the municipality. The dumpsite has been utilized for the past 4 years. Closure plan for the existing dumpsite shall include the following activities: a. The exposed waste shall be compacted. A final soil cover shall be applied as soon as the compaction of the waste has been carried out. The final soil cover

The Ten Year Ecological Solid Waste Management Plan of the Municipality of San Teodoro for Year 2015-2024 shall be 150 cm to support plant growth. Shrubs shall be planted. A sustainable retaining wall shall be established using a soil embankment. Stabilization of the soil embankment through planting of Napier grass and trees shall be done. b. Provision of proper drainage system shall be provided for storm water by means of trenches. c. Perimeter fence establishment and signages d. Regular groundwater testing 7.4.3 New Facilities The new facility is located in Agsambalilo, Calsapa. It is located 7 kilometres from the town proper. The land area is 11 hectares, where 2,000 square meters shall be devoted for the processing, 1,000 square meters for training and about a 5 hectare for the final disposal area. The actual disposal facility area shall be about 11 hectare; the other 5,000 shall be devoted to the leachate treatment pond, roads and buffer zones. The new site has been found suitable by the MGB. Plan has been submitted to EMB-DENR IV-B for their evaluation. The new facility showcases the various technologies and practices employed by the municipality in managing its waste. 7.4.4 Sanitary Landfill Design The Sanitary Landfill Design shall be submitted separately with this document. 7.5 Special Wastes A storage vault especially designed for the storage and disposal of municipal toxic and hazardous waste shall be one of the facilities of the municipal ecology center. This facility will be for the special wastes that will be collected from households and establishments and for special wastes of registered Toxic and Hazardous Waste generators who are willing to pay user fees (this is considered as another potential economic enterprise of the LGU). The capacity of the storage vault will be designed to consider the volume of potential special waste (Toxic and Hazardous Waste) to be disposed. The waste characterization data shows that special waste potential within the covered by a collection system is projected at 130 kgs per day or about 47 tons a year. However, not all of these are Toxic and Hazardous Waste. The 10m x 6m x 6m THW tank is designed to accommodate 280-300 tons of toxic and hazardous waste. Table 15. 7.6 Information, Education and Communication 7.6.1 Introduction The IEC campaign shall focus on segregation at source, segregated collection and policies of the new solid waste management program. The municipality shall implement intensive IEC campaign activities to sustain and implement the planned solid waste management program for the entire municipality. The main target for IEC activities shall be the waste generators. The LGU shall encourage the participation of various sectors in its IEC activities: church, civic organizations, schools and youth. 7.6.2 Core Messages The main objective of IEC is to encourage adoption of proper waste management practices and compliance with SWM regulations. IEC core messages will focus on educating waste generators on proper waste segregation and waste reduction. They will require extensive information dissemination on the following: a) Types of waste; biodegradable, recyclables, residual and special wastes and their proper storage prior to collection; b) Home-based or backyard recycling methods and technologies; c) Practical guides on how to reduce waste at source; d) Ill-effects of burning waste and disposal in waterways; e) Where they can bring or sell their recyclables materials; f) Buying prices of recyclables by the MRFs; g) Collection schedules, placements, receptacle, color coding schemes and h) Ordinance provisions on violation and incentive (fees and fines). Included in the messages shall be on the importance of setting up materials recovery facilities and Sanitary Landfill (SLF), even before these become operational. The generators should be able to understand how their efforts to segregate and reduce wastes relate to MRF and the operation of SLF. The relevant regulations and mitigating measures to ensure MRF and SLF does not bring adverse effects on health and environmental problems shall also be part of the IEC messages.

Waste Segregation, Gawain ng disiplinadong mamamayan 7.6.3 Approach The barangays shall organize a barangay-level IEC team composed of Sangguniang Barangay members, barangay health workers, barangay nutrition scholars, barangay tanods, teachers and volunteers. Continuous and sustained IEC activities shall be a major feature for the implementation of solid waste management program for the municipality. A municipal IEC team shall also be organized composed of MENRO Staff, Municipal ESWM Board, Environmental NGOs, Educators, Municipal Agriculture Office, Rural Health unit, MLGOO etc. The Municipal team shall provide assistance to the barangays for their IEC activities. The municipal team shall be responsible in conducting IEC activities in the market, schools and hospitals etc. Target sectors for the IEC activities shall include households, homeowners’ association leaders, business establishment owners, market vendors’ association leaders/members, public transport presidents/drivers. Consultation with the abovementioned groups shall be conducted on a regular basis: monthly for the first 6 months of the program, every quarter for the succeeding months/ years. Regular reports shall also be required for monitoring. MENRO office shall also offer trainings at the central municipal ecology center regularly. Resources persons shall be invited to conduct trainings. MENRO shall announce the training schedule to the barangays. Minimal fees maybe charge to cover cost of materials. The following strategies shall be implemented for IEC: a.

7.7 Policy Formulation and Enforcement 7.7.1 Introduction

The Ten Year Ecological Solid Waste Management Plan of the Municipality of San Teodoro for Year 2015-2024 Policy and enforcement provide the necessary support for the implementation of the ESWM plan and is considered very critical as it will dictate the future of a solid waste management program. The municipal LGU will draft and enact an ordinance to back up the actions set out in the municipality’s SWM program. The MENRO, DILG and ESWM board will jointly review and formulate the municipal ordinance in cooperation with the Sangguniang Bayan Chair/Member of Committee on Environment. The IRR shall be formulated by the office of the mayor after the enactment of the municipal ordinance. 7.7.2 Approach The following are enforcement startegies for the ESWM program: a.

Organization of a Municipal Enforcement Team. The team shall directly under the MENRO and shall be tasked to conduct regular monitoring and enforcement activities in all barangays and establishment. The composition of which shall be determined by MENRO or those who qualified to the criteria set by the Municipal Solid Waste Management Board. They shall report directly to the MENRO. The team shall be properly trained on ESWM program and enforcement procedures. The municipality shall provide the necessary logistics to the Municipal enforcers like transportation, communication and legal support. The team shall be hired for a period of two years where enforcement activities are at its highest. Regular performance evaluations shall apply. Criteria for the selection of municipal shall be the following: 

Attended the enforcers training and satisfactorily completed the course  Endorsed by a Solid Waste Management Committee or an accredited organization in the Municipality  With no derogatory background b.

Deputization of Volunteer Enforcers (waste marshals). Waste marshal shall be part of the regular municipal enforcement team and shall provide support to enforcement of the law. Criteria for screening and selection shall be finalized by the MENRO with the help of the municipal PNP and the municipal enforcers. The barangay will endorse volunteers for deputization. MENRO will be responsible for the orientation and training of the deputized enforcers. Performance evaluation shall be conducted for the enforcers for incentives and/or reprimand. Logistics in actual enforcement shall be provided to the deputized volunteer enforcers. Allowances maybe provided where funds are available. Enforces are expected to regularly report on their performance using

The Ten Year Ecological Solid Waste Management Plan of the Municipality of San Teodoro for Year 2015-2024 pre-agreed performance indicators. The extent of compliance with ordinances and regulations will then be determined from such reports and from regular “feedbacking” sessions among enforcers. The municipal LGU will also consult with various sectors to get their assessment and to identify with them areas for improvement. The barangay tanods shall be given additional tasks for the enforcement of SWM program in the barangays and shall also be deputized as waste marshals. MENRO shall provide training to the deputy volunteers. Enforcement activities will undergo periodic monitoring and evaluation by the Solid Waste Management Committee concerned. Enforcement activities on the piloting and first year of plan implementation will be geared towards inculcating proper solid waste management specifically waste segregation at source. No fees, fines and penalties will be imposed on the first year although violations shall be recorded and included in the IEC. The enforcement activity will complement the IEC campaign. Based on their experience on the first year, an improved and detailed enforcement plan for the succeeding years will be prepared. From Year 2 onwards, SWM regulations will be strictly implemented and fines and penalties will be fully imposed on violators. There will be regular inspection of establishments to make sure that solid waste are properly segregated and stored, and that collection rules are followed. There will be random checking of public vehicles to see if the waste receptacles are provided. No business permit will b issued or renewed until establishment owners or their duly authorized representatives attend the required annual SWM seminar. The sanitary inspectors shall assist in the conduct of regular visits on various establishments. The functions of the Municipal SWM enforcement group include: 1. 2. 3. 4.

Coordinate the actions and activities of the deputized volunteers. Apprehend violators of SWM Ordinances and issue citation tickets. Prepare and submit weekly plan and reports to the MENRO. Perform other related functions as may be required by the MENRO.

A corps of volunteer enforcers will be recruited and trained as Waste Marshals (deputized enforcers). Volunteers may be members of civil society organizations (NGOs, youth group, etc.), purok officials, barangay tanods and other concerned citizens. Deputized enforcers must be able to command some respect from other members of the community.

Apprehend violators of SWM ordinances and issue citation tickets. Immediately return the copies of issued citation tickets to the nearest Regular Enforcer. 3. Prepare and submit weekly reports to the barangay chair and MENRO. MENRO will hold a municipal-wide information dissemination and orientation regarding the need for volunteers, their roles and responsibilities, allowances, including the criteria for selection. MENRO will then evaluate and screen the applicants based on the qualifications and background of the applicants. The barangays shall also endorse qualified enforcers. MENRO shall organize the training/s for the selected deputized enforces. The trainings shall be conducted by the local PNP or the MENRO. The office may seek the assistance and engage the services of qualified persons or organizations in developing the training module/s, and training materials, as well as in conducting the actual training/s. Training and orientation for the enforcers shall be given regularly. The training/s shall, at the minimum cover the following topics:     

Those who qualify in the training shall go through a probationary period of one month as temporary enforcers. The Municipal Mayor shall deputize those who qualify. The deputation shall be effective for a period of one year. The performance of the deputized volunteers shall be evaluated to determine their fitness to serve as such. The municipality shall provide incentives and/or rewards to deserving enforcers. Likewise, incentives and/or rewards shall be given to establishments that have no violations. The guidelines the giving of incentives and/or rewards as well as the kinds thereof shall be incorporated in the ordinance/s to be enacted. A yearly dialogue with the representatives of each sector shall be conducted for feedback on enforcement and monitoring activities. A data base for violations shall be formulated by the SWM office for tracking and monitoring.

The Ten Year Ecological Solid Waste Management Plan of the Municipality of San Teodoro for Year 2015-2024 7.8 Market Development 7.8.1 Composts Organic rice and organic vegetables production shall be promoted for the utilization of compost from the project. The Municipal Agriculture office shall set up demonstration farms in the barangays through selected farmer cooperators. The municipality shall also provide marketing support for the organic rice producers. Excess compost products from individual producers or households shall be procured by the municipal ecology center where it shall be further processed or enhanced. The finished product shall be marketed as special nutrient mixes and boosters to specific plants like ornaments, vegetables, seedlings etc. Vermi-composting shall also be promoted among farmers. Vermin-compost shall also be procured by the municipal ecology center. 7.8.2 Recyclable materials Junkshops shall be organized to buy all recyclable materials of the municipality. Marketing assistance shall be provided by the MENRO office. 7.8.3 Other products A decorticator shall be purchased by the municipality to process coconut husks into coco-fiber products. Women’s group shall be organized and trained to produce erosion control mats, pots and other materials out of the coconut fiber. The products shall be utilized by the municipality in its reforestation activities. The municipality shall establish linkages to coco-processors for marketing of the coco products.

8.2 Diversion Projections The municipality plans to divert 20% of the generated waste from the disposal facility for the first year implementation of the plan. The main target material shall be the recyclable materials. The accredited junkshop shall be required to report the volume and weight of purchases to the barangays solid waste management committee and to the municipal environment office. The remaining 50.5% of the targeted material for disposal shall be the biodegradable wastes. The primary source of the biodegradable wastes for diversion shall be from the market. 8.3 Monitoring Program The MENRO, through the SWM Coordinator, will be primarily responsible for monitoring the municipal’s SWM operations. The section head will take charge of submitting monthly, quarterly and annual reports on their respective operations. These standard reports will be submitted to the ESWM Board. After its review, the Board will submit the report to the Municipal Development Council (MDC) and the SB. Copies of the report will also be made available to other interested parties, with important statistics posted in public bulletin boards. Although formal reporting will be on a monthly basis, the MENRO will maintain its own recording ad reporting systems. The periodic reports will contain this basic information:  

Enforcement: types of violations recorded for the period; number of violators apprehended; total amount of fines and penalties collected. Collection and transport: estimated volume of waste collected from households and other waste generators, by type; environmental management fee collected by source.

On an annual basis, the MENRO will provide an analysis of the data to show compliance with segregation requirement, payment of fees and other SWM ordinances and regulations; waste collection efficiency with current collection route and vehicle fleet; % recovery efficiency of Municipal MRF; and revenue generation vs. Operating cost for each type of operation. The MENRO will also need to report to the Board on its ability to meet the milestones and key targets set in the ESWM plan, its assessment of the effectiveness of its IEC activities and LGU’s compliance with the conditionalities set out in their permits to operate SWM facilities. Annually, the MENRO will conduct a 7-day waste characterization at the disposal site on a daily sample of collection trucks. This is to measure the biodegradable and recyclable components in the waste that are brought to the disposal site. Comparisons will then be made with the baseline established in 2014 to determine if there has been a significant reduction of these materials in the end-of-pipe waste. Quick surveys on the perception of communities on the LGU’s delivery of SWM services shall also be conducted. The Municipality will strengthen the Monitoring and Evaluation Team to look into the more comprehensive SWM performance of the municipality and the barangays. The Team shall prepare report to the Board on a quarterly or semi-annual Monitoring and Evaluation activities, which are expected to commence on Year 2, will include the following:  

  

Issues and problems in the implementation. Conduct validation of reported information through inspection of facilities, observation of key SWM operations, informal interviews with key informants, and participation in annual waste characterization at disposal site. Determine and assess SWM performance of barangays. Establish extent of compliance with ordinances. Effectiveness of the organizational units and multi-sectoral groups in addressing issues and needs.

Investigate reported incidents of water contamination or outbreak of diseases that are related to poor waste management. Identify areas requiring attention/improvement and make the necessary recommendations.

The findings and recommendations of the Monitoring and Evaluation Team will be contained in reports that will be submitted to the ESWM Board. The Team’s report will likewise be made available to the public. 8.4 Alternative Analysis The municipality may establish a recycling plant for the processing of residual wastes into useful products like hollow blocks, bricks or tiles. The Municipal Solid Waste Management Board shall establish a research arm to study the suitability of the finished materials and its market in the province. Local investors shall be encouraged to set up a plant for the processing of residual wastes in the municipality. San Teodoro may serve as the recycling center for the municipalities of Baco and Puerto Galera. Likewise, the LGU may also establish intermediary processing center to reduce the bulk of the recyclable materials for transport especially for PET bottles and Paper. The Municipal Solid Waste Management Board may initiate consultations and cooperation with processors in Manila for the intermediate processing of the recyclable materials in cooperation with the Provincial Solid Waste Management Board. 8.5 Incentive Program The municipal LGU will adopt some incentives systems to help promote its SWM program. The following are being considered: 



 

Conduct of an annual local clean and green contest at the purok and barangay levels. The municipality will develop the guidelines for this, following mainly those used in the present national clean and green contest. Similar contests may be held among schools; Reduction of user fee rate for those major waste generators which are able to show significant reduction in the volume of waste disposed with time. The mechanics for this scheme will require further study by the MENRO and ESWM Board to make it acceptable and doable; Discounts on the environmental fee when such is paid in full at the start of the year; Use of redemption scheme where recyclables brought to the MRFs by major waste generators are received and given price stubs. This should promote waste diversion away from disposal through recovery of

recyclables. These price stubs will be redeemed later after the recyclables have been traded. Again the mechanics for this scheme will have to be fleshed out by the MPDO/deputized MENRO and ESWM Board. This will be applicable particularly to large establishments and schools; and Commendations and cash incentives to enforcers based on the apprehensions that they make.

Chapter 9 INSTITUTIONAL ASPECTS 9.1 Roles The ESWM Board, which is chaired by the Municipal Mayor, is the mandated SWM policy-making body of the Municipality of San Teodoro. As stated by Res. No. 03 2015 Series of 2015 which created it, the Board will have the following major responsibilities: a. Develop the municipal solid waste management plan to ensure long-term solid waste management, as well as integrate the various solid waste management plans and strategies of component barangays; b. Adopt measure to promote and ensure the viability and effective implementation of solid waste management programs in all component barangays; c. Monitor the implementation of the municipal solid waste management plan through the component barangays, and in cooperation with concerned nongovernment organizations; d. Adopt specific revenue-generating measures o promote the viability of the Solid Waste Management Plan; e. Convene regular meetings for purposes of planning and coordinating the implementation of the solid waste management plans of component barangays; f. Oversee the implementation of the solid waste management plan; g. Review every two years, or as the need arises, the municipal solid waste management plan for purposes of ensuring its sustainability, viability, effectiveness and relevance in relation to local and international developments in the field of solid waste management; h. Develop specific mechanics and guidelines to implement the municipal solid waste management plan; i. Recommend to appropriate local government authorities specific measures or proposals for franchise or build-operate-transfer agreements with duly recognized institutions to provide either exclusive or non-exclusive authority for the collection, transfer, storage, processing, recycling or disposal of the municipal solid waste; j. Provide necessary logistical and operational support to component barangays;

Recommend and measures and safeguards against pollution and the preservation of the natural ecosystem; l. Coordinate the efforts of component barangays in the implementation of the municipal solid waste management plan; and m. Call on any concerned agency or sector, as it may deem necessary, for support or other appropriate action. 9.1.1 Municipal Environment and Natural Resources Office MENRO shall be created to serve as the lead LGU office in the preparation and implementation of the municipality’s SWM plan. It shall have a Solid Waste Management Section, which shall directly supervise all SWM operations-collection, operation of the Municipal MRF and composting facility, and operation of the disposal facility. The SWM Section shall have the following functions: a. Conduct of necessary studies (i.e., time and motion study of collection routes, feasibility studies and environmental impact assessment) related to collection, MRF, composting and disposal facility b. Technical assistance, logistical and training support to barangays and communities to help them formulate SWM strategies and plans, and implement, monitor and evaluates SWM projects c. Formulation, review and refinement of procedures for SWM operations and enforcement, including coordination with groups and sectors providing support to the SWM program d. Formulation, review and refinement of incentives and control systems to reinforce the proper practice of solid waste management e. Conduct of IEC campaigns f. Provision of technical and logistical support to the IEC team, volunteer enforcers, M & E team and other groups/task forces organized to help implement the SWM plan. g. Periodically monitor actual implementation of specific SWM initiatives h. Periodically prepare reports on the performance status and analysis of implementation and enforcement of solid waste management ordinances. i. Prepare annual work and financial plans. The office of the MENRO shall also serve as the secretariat of the ESWM Board. The periodic reports on SWM that will prepare will be submitted to the Board. It shall conduct research and data analysis to support the policy-making function of the Board. The annual SWM work and financial plan will be submitted to the ESWM Board for its endorsement to the SB so such can be included in the annual budget of the

It shall keep record of all meetings and decisions of the Board, and ensure that such decisions are carried out. All personnel will be provided with trainings relevant to their position. The following training programs have been identified for the MENRO staff:          

Planning of waste collection routes and vehicle scheduling; Proper handling of different types of wastes (for collection staff); Feasibility study preparation; Community-based IEC; MRF operations and management, including the operation of MRF equipment/machines; Management and operations of controlled dumpsite, including closure and post-closure care; Management and operations of SLF SWM regulations and ordinances and enforcement procedures; Financial management; Performance monitoring, including recording, database management and report preparation.

There will be regular staff performance evaluation, which shall the basis for the renewal of contracts/rehiring and grant of incentives. 9.2 Legal In the implementation of this plan, the MENRO will be closely coordinating with Barangay SWM Committees, SWM multi-sectoral groups, national agencies, municipal LGU offices/units and non-governmental organizations for particular activities. Volunteer enforcers and the IEC team, which are yet to be organized, will help in the IEC and implementation of the SWM activities. See figure 6 for the overall SWM coordination structure.

The MENRO and the DILG will provide assistance to the barangays in the formation of these mandatory committees and in orienting/training them on their roles and responsibilities under RA 9003 and the municipality’s ESWM plan. Guidelines will be provided for the preparation of Barangay ESWM plans. On behalf of the ESW Board, the MENRO and DILG will convene regular meetings with these committees and assist them in planning and implementing their ESWM plans, particularly the establishment of barangay MRFs and organizing barangay-based waste collection operations. They will also be assisted in sourcing in funds and in budgeting their barangay Internal Revenue Allotment to include baranagaybased SWM operations. An annual evaluation of the barangay SWM activities will be held prior to the preparation of the barangay work plan/ budget for the succeeding year.

The MENRO will work out with these committees suitable arrangements for the collection of the residual and special wastes from the barangays.

Multi-Sectoral Bodies 





Municipal IEC Team. The team, composed of selected personnel from various government offices and representatives of various sectors, will have to be provided with SWM training, technical guidance, IEC materials and logistical support. In view of the intensive IEC inputs required during the first two years of plan implementation, the meetings of the municipal IEC team will be held monthly or every two months. In subsequent years, the meetings will be on quarterly or semi-annual basis. Volunteer Enforcers for SWM Enforcement. The volunteers will need to be provided with orientation and training on RA 9003 and local ESWM ordinances, and enforcement procedures. They will be deputized by the municipal LGU and provided with logistical support. Monthly meetings will be organized within the first two years of deployment of the volunteer enforcers. The MENRO will organize quarterly meetings with the regular LGU and volunteer enforcers for an assessment of enforcement performance and discussion of issues and problems. Less frequent meetings will be held in subsequent years. M & E (Monitoring and Evaluation) team for the periodic performance assessment of the SWM program. This team will be formed by the LGU and will also be provided with orientation and logistical support

The community-based ESWM program has long been awaited by the households and other generators in the community. Currently, the municipality is starting to implement segregated collection of waste in the poblacion barangays.

At the start of the program, ambulant junk buyers shall be regulated in direct buying of recyclables from the households. The barangays shall orient the junk dealers on their specific roles in the barangay ESWM program. The barangays shall require all the ambulant junk buyers to register in the barangay for proper identification and compliance to barangay ESWM program rules and regulations. The barangays shall integrate the ambulant junk dealers for the barangay basedESWM program. 10.2 Environmental Aspects The program ensures a sound and healthy environment contributing to the realization of the vision set forth by the program. In this respect, mitigating measures in collection, transport and disposal of municipal solid wastes should be clearly outlined and implemented. An environmental management plan must be followed along the process of plan implementation. Likewise, MRF establishments at the barangay level shall conform to the requirements and standards set by the DENR. The Municipal Health Office in coordination with the ENRO is expected to perform impact evaluation pertaining to the health and sanitation development brouth about by the project. The Municipal ENRO must also device parameters to evaluate the impact of the program on air and water quality and general awareness of the people on ESW M.

Chapter 11 COST ESTIMATES/FINANCIAL ASPECTS 11.1 Investment Cost The municipality requires a budget of ₱10 M for ten years for its waste management program. The first year budgetary requirement is about ₱1.335 M. The breakdown of which is as follows: For waste collection - ₱351,000, for MRF establishment - ₱388,000 for disposal facility ₱291,000. The SWM project shall rent or utilize the existing equipment of the municipality for the first three years of the project implementation. Table 19. The barangay may charge ₱ 20-30.00 per household per month as long as a public hearing has been conducted and is enacted by the Sangguniang Bayan and the Barangay Sanggunian. Business establishments shall be charged ₱ 50-100.00 per month depending on the type of business, the volume of waste generated and capital. The barangays shall collect the fees since they are given the responsibility to collect all wastes in the barangay. They shall assume the collection of fees from the municipality as soon as the barangay start their collection operations. Garbage collection fee will be charged for special requests, e.g., bulky wastes or extraordinary garbage from establishments and household: Garbage collection fee will also be charged for special events/occasions, e.g., trade fairs, fiestas, festivals and similar events. A fixed fee of ₱ 30.00/day shall be collected from stall/booth owners. Disposal Fee

The fee shall be used to maintain the cleanliness of the streets, clean up of the bay, rivers and canals, maintenance of forests and water recharge areas, etc. The municipality shall provide a share on percentage of the collected environmental fees to the barangays. Institutions, industrial and business establishments will be charged fees on a monthly basis. The environmental fee amounts shall be determined by the nature of the business, volume of waste generated, capital of the establishment and other criteria. The municipal treasurer shall formulate a guideline in the formulation of a commutation guide. The collection of this fee will be integrated into the payment of their annual business permit fees.

Sale of Recyclable Materials The collection crew will manage the MRF, with the direct supervision of the utility foreman. The MRF will have a capacity of storage and processing for recyclable materials that will be collected from the business district. The limited income that could be derived from its materials recovery activities will be plowed back for the operation and maintenance of the facility.

Fines and Penalties 

Fines and penalties for late or non-payment of environmental management fee and for violation of prohibited acts will be identified by the municipal government.

Proceeds from fees will form part of the General Fund from which may be drawn the annual SWM budget for personnel salaries, operations and maintenance, and capital outlay. f.

Loan

A loan may be negotiated with a lending institution for the procurement of the machines.

The LGU targets ₱439,000 from collection fees, thus the remaining amount shall be allocated by the LGU from the Internal Revenue Allocation.

Chapter 12 PLAN IMPLEMENTATION 12.1 Phases and Responsibilities Phase 1: Formation and strengthening of the barangays solid waste management committee and the municipal solid waste management board, and establishment of the municipal environment and natural resource office (MENRO). The covered barangays shall be required to establish their own working solid waste management committees and formulate the solid waste management program based on the ten year solid waste management plan. The municipal solid waste management committee shall ensure that the organized SWM committees in all barangays are functional and active. The committees shall be required to submit updates and regular report to the municipal solid waste management board and or municipal mayor. Related to this phase is the formation of the municipal IEC team which shall conduct regular IEC activities to all sectors and barangays. IEC materials shall be formulated by the board. Likewise, during these phase the municipal ENRO shall consult with the junkshops for the efficient recovery of recyclables in all barangays. Phase 2: Construction and operations of the municipal ecology center and barangay MRFs. The municipal ENRO office shall manage and operate the municipal ecology center. It shall ensure that the provisions related to environmental protection and management are strictly followed.

12.2 Milestones The following milestones are identified by the board and shall be documented: a.

Formation of the barangays ESWM committees in all barangays

b.

Formation and training of the municipal and barangay IEC committees including the municipal and barangays enforcement teams

c.

Establishment and operations of the municipal ecology center and cluster barangays

d.

Segregated collection within the poblacion area

e.

Annual ESWM fair and evaluation

12.3 Implementation Schedule The two-year (2015 and 2016) SWM action plan of the Municipality of San Teodoro identifies the initial activities that need to be undertaken to implement the 10-year plan. Its primary focus will be on a) improvement of current waste collection operations, b) construction and operation of a Municipal MRF c) closure and rehabilitation of the current open dump, d) development of the ecology center, e) Sanitary landfill preparations and operations, f) conduct of a comprehensive IEC campaign to make all sectors aware of and appreciate the program and its requirements, specifically waste segregation, methods of storage, and schedules of collection, g) establishment of the mandated and proposed institutional mechanisms and guidelines for the management of the SWM program at both the municipal and barangay level, h) initial implementation of the municipality’s comprehensive SWM ordinance, including the collection of environmental management fees, and i) the finalization of partnerships and active involvement of the private sector in the program. The funding requirements for 2015 are about ₱1.335 M. This will cover the cost for the construction of MRF, closure and rehabilitation of open dumpsite, construction of

The amount to will be taken from the 20% Development Fund of the municipality, specifically from the allocation for locally-funded environmental projects and from the collection fees to be collected. The ESWM Board and municipal government planned to tap the local commercial establishments, other non-government and government institutions to sponsor the production of some IEC materials and community-based programs. For the year 2016, the estimated budget requirement for MSW management is ₱.848 million. To avoid delays in the implementation of priority activities, the additional budget shall be arranged, sourced and allocated. The estimated costs for 2015 and 2016 are found in the Table. Table 22.
