自從我決定放棄與大學續約而考慮全職從 政，朋友們都十分驚訝，覺得大學教席也都 算是高薪厚職，何苦漏夜趕科場、跑進熱廚 房？

Ever since I have decided not to renew my employment contract with the university and started considering to become a full-time politician, many of my friends were very shocked. The general view was that a teaching role in the university was for sure a well-paid job, why bother jumping from the fridge into the fire?

其 實 在 我 的 人 生 中， 這 次 抉 擇 還 算 不 上 「狠」。中七那年，我在高級程度會考期間 染上德國麻疹，躺在醫院病床數天而缺席了 兩科考試，最終當然也考不上大學。此後， 我做過運輸、建築、工業和貿易等工作，但 就是有點心有不甘。

However to me, this decision wasn’t even that “shocking” or “abrupt” in my life. When I was in Form 7 and was taking part in the Hong Kong Advanced Level Examination, I was unfortunately infected with German measles. I was then hospitalised for a few days, and hence had no choice but to miss the examination of two subjects. Needless to say, I could not get into the university at that time. Afterwards, I worked in a number of fields including transportation, construction, industry, commerce, etc., but kept feeling something was missing.

人到三十，我決定為自己做一次實驗，再次 報考，走完當年未走的路。為了應付全新的 課程內容，毅然辭職閉關三個月自修，那才 真是我人生最狠的抉擇。最後我考上香港大 學房地產及建設系，畢業後投身學術研究， 直至完成碩士和博士學位，也通過專業考試 註冊成為測量師。

When I reached the age of 30, I decided to conduct an experiment on myself, that was to enroll in the Hong Kong Advanced Level Examination again and let myself complete the unfinished journey. In order to catch up with the new curriculum, I decisively quit my job. For three months I focussed on nothing but the preparation for the examination. To me, that was the most abrupt yet important decision I had ever made. At last I successfully got accepted to the Department of Real Estate and Construction of the University of Hong Kong. After graduation, I was devoted to academic researches, obtained both the master’s and doctoral degrees, and was finally qualified as a registered surveyor.

回想起來，也都慶幸當年做出如此狠的抉擇， 今天才能寓工作於興趣，多年來一直專注研 究本港土地政策和城市規劃等議題。

Looking back, I am gratified to have made such an “abrupt” decision then. It has allowed me to find pleasure in what I do now, i.e. focussing on the land policies and town planning issues of Hong Kong all these years.

今天人們說「贏在起跑線」，但我深知自己 起跑比人遲，只能比人更加專注和努力。或 許有人認為功能組別議員的工作相對輕鬆， 但「建測規園」界要倡議的政策可以很多， 要跟進的議題可以不絕。最重要的是，我希 望可以推動香港政治文化改變，這應該是全 職從政才能完成的事。

Nowadays, people always stress “winning at the starting line”; I understand that I might have started later than others, but what I can do is to put in more effort and devotion. Perhaps some people would think that work for councillors of the functional constituencies is easier and less busy. However, for the “Architectural, Surveying, Planning and Landscape” constituency, numerous policies can be proposed and countless issues need to be followed up. Most importantly, I am hoping to advocate and drive the transformation of Hong Kong’s political culture, which can only be done by devoting to politics full-time.

要麼不參與，決定了就得全情投入。我二十 年前報考大學如是，今天從政也是一樣宗旨。

To me it’s either IN 100%, or OUT. Now that I have decided to participate in it, I will give my all. That’s how I did it twenty years ago when trying to get in the university, this will be how I do it today in politics.

我成長於一個大家庭，幼時一家十口居於美孚新邨。以前美孚對出是一 片藍天碧海，那種開揚景觀令人充滿希望，而那半公里長的海濱更是我 們兒時耍樂的好地方。 直到七十年代末，政府忽然決定進行多項填海工程，包括興建今天的貨 櫃碼頭。這件事對我的影響很大。我失去的不單是一片大海，也像失去 了一位多年來陪伴我成長的好友。我想不透政府怎麼可以如此一意孤 行，完全漠視反對的聲音，這件事令我從此非常關心城市規劃的議題。 今天的城市規劃雖然多了一點民間參與，但規劃過程還是由上而下，任 何違反民意的決策，雖然會激起民憤，但卻始終改變不了當權者的執 意。小時候我只能看着我的碧綠海灣被狠狠填平，卻無能為力；今天我 一定力保下一代的青葱翠綠不被夷平，市民充權不再無力。 I was born into a big family, there were 10 of us and we lived in Mei Foo Sun Chuen. In those days, Mei Foo offered a panoramic sea view under the beautiful blue sky, which always brightened up our days. And the half-kilometre waterfront promenade was where we used to play and hang around. In the late 70s, the government suddenly decided to go ahead with a number of reclamation works, including the construction of today’s Container Port. This move had a big impact on me. What I had lost was not just the sea view and the promenade, to me it was like losing an old friend whom I grew up with. I couldn’t grasp how the government could be so stubborn and rigid and simply turning a deaf ear to opposite opinions from the public. It was since this incidence that I started to pay a lot of attention to town planning issues. Today, even though the public are in some way able to participate in town planning, the planning process is top-down nevertheless. In other words, it doesn’t matter how a decision is against people’s will or how the public are opposing it, the authority is still able to go ahead with it nonetheless. When I was little, I witnessed helplessly how a beautiful harbour was taken away and couldn’t do anything. Today, for the next generation I must give my all to ensure that the green countryside won’t be taken away just like that, I shall ensure that the public will no longer be helpless.
