SUBJECT : AMENDMENTS TO STCW CIRCULAR 2014-02 ON DAILY JOURNAL OF BRIDGE WATCHKEEPING DUTIES AND DAILY JOURNAL OF ENGINE-ROOM WATCHKEEPING DUTIES Pursuant to Republic Act 10635 and its Implementing Rules and Regulations (IRR), the 1978International Convention on Standards of Training, Certification and Watchkeeping(STCW), and further to STCW Circular Nos. 2014-08, 2014-09, the following amendments are hereby adopted: 1. The submission of the Daily Journal of Bridge Watchkeeping Duties (DJBWD) or Daily Journal of Engine-Room Watchkeeping Duties (DJEWD) is not required for purposes of licensure examination and issuance of Certificate of Competency (COC) as Officer-in-Charge of a Navigational Watch (OIC-NW) or Officer-in-Charge of an Engineering Watch (OIC-EW); 2. It shall remain the responsibility of all maritime higher educational institutions (MHEIs)recognized to deliver BSMT or BSMarE programs to ensure that students in these programs are given guidance as to the full and effective compliance to the requirements of accomplishing and submitting the required DJBWD or DJEWD under STCW Circular No. 2014-02; and 3. In monitoring compliance of MHEIs, the joint monitoring teams of the MARINA and CHED shall ensure that the required daily journals are accomplished by BSMT and BSMarE studentsand evaluated by their respective shipboard training officers. 4. The revised format for DJBWD and DJEWD are hereby attached as Annex “1” and Annex “2”, respectively. All other provisions of STCW Circular No. 2014-02, 2014-08, 2014-09which areinconsistent herewith are hereby superseded, repealed or amended accordingly. This STCW Circular shall take effect immediately on the day of its publication. Manila, Philippines, 12 January 2016.
