Dear FOIA Officer: This is a request filed under the Freedom of Information Act. • Date range of FOIA request: approximately 2009. • Documents requested: Any contracts between the U.S. Department of State and Freedom House Inc. that were awarded in connection with the Access to Technology for Free Expression program. An Office of Management and Budget (OMB) A-133 audit – included with this FOIA request – shows that the Freedom House Inc. spent $326,921 on the Access to Technology for Free Expression program during the fiscal period that ended on June 30, 2009. I am requesting the State Department’s contract with Freedom House for this program. Please include in this request any attachments, including such documents as project proposals. The CFDA number listed in the audit is: S-LMAQM-08-G R-617. I have been a journalist since 1983. I was a correspondent for the Dallas Morning News for 12 years in Mexico and Cuba. I am now a freelance reporter and photographer. I am working on a journalism project that examines U.S.-government funded programs in Cuba. The non-profit Pulitzer Center in Washington, D.C., awarded me a grant in 2010 to assist with my reporting efforts, and pledged continued assistance in 2011. Material I am requesting through this FOIA letter will certainly be published. Please consider furnishing the documents without charge or at a reduced rate. I am not requesting these documents for commercial use. Disclosure of these documents is in the public interest and will likely to contribute significantly to public understanding of the U.S. Department of State operations. If you should decide to charge applicable fees, I agree to pay the charges, preferably the cost of reproduction alone and excluding fees for the first 100 pages as specified by Title 22 Code of Federal Regulations 171.15(c).
