Formulation of CAPFISH programme's support to Cambodian fishing communities' livelihoods Global objective The purpose of the request is to support the Delegation in the implementation of the CAPFISH programme, in support to the sustainable management of Cambodia capture fisheries and development of its fishing communities, taking into consideration the crosscutting objectives of the EC: environment and climate change, rights based approach, persons with disability, indigenous peoples and gender equality. Specific objective The specific objective of the request is to formulate the guidelines of the call for proposals to be launched under the CAPFISH programme's component 3, aiming at supporting the improvement of fishing communities' livelihoods Fishing communities are understood as communities strongly dependent on the fishing sector for their living, from the number of households involved in that industry on a full time basis and the share of incomes deriving from it. These mostly encompass coastal communities as well as communities of the Tonle Sap inundated forest (generally wrongly denominated "floating villages" and including actually floating or water-based villages, located near the lake's edges or along its tributaries, as well as land-based villages, built on high stilts or on land and surrounded by waters during a long period of the year; which can also be distinguished according to their location, in the core zone, buffer zone or transition zone of the Tonle Sap Biosphere Reserve). They are thus distinct from the settlement of the agricultural areas, where fishing generally consists of rice field fisheries (i.e. fishing in the paddy fields during the flood season) and generally remains a secondary activity in terms of labour and income. The intended call for proposals will aim at selecting the best actions that would contribute to (1) improve the resilience of Tonle Sap and coastal fishing communities towards the effects of climate change and efforts to reduce the overall fishing effort, and (2) reducing the social and economic gap with the rest of the Cambodian population. Priority targets for intervention at individual or household level would be: - Unemployed or underemployed women of fishing households and in particular the poorest and most vulnerable ones; - Young men and women seeking employment opportunities outside the fisheries sector; - Boys and girls at risk of dropping school; - Men and women looking for a reconversion of their activity from the fishing sector The requested services encompass the following results and activities: Phase 1: This phase aims at the production of a situational appraisal. The situation appraisal will aim at providing a clearer picture and baseline of the situation of Tonle Sap and coastal fishing communities. As statistics and data are generally organized according to administrative units, the specific situation of fishing communities is frequently overlooked. As much as possible, the data will be disaggregated by sex and ethnicity. Sub-contracting to a locally-based organization, with experience and capacity in

conducting rural surveys and with gender expertise may be envisaged.

Phase 2: Feasibility assessment The mission will look at a wide range of possible areas of intervention, and: • Inventory, review and document main experiences to address existing issues in those areas, that have been successfully implemented with the fishing communities; • Identify new possible options and opportunities to address these issues that could be applied with the target fishing communities; • Appraise the feasibility, efficacy and cost efficiency (including investment and deployment) or cost-benefit of these possible interventions; • Document best practices in terms of approach, methodology and partnerships (for instance, for eco-tourism development, model(s) that can allow private sector engagement and investment and, in the meantime, fair profit-sharing with the local communities); • Assess their possible scale of expansion within the scope of the programme and potential benefit for the communities in terms of job creation, income generation, reconversion of fishers or fishing vessels builders, environment betterment, etc ; Formulation • Define focus and priorities for the support programme, based on needs on the priority target groups, opportunities, feasibility and replicability of possible options, and possible positive impact on the communities livelihoods and fish resource; Propose a method of intervention to trigger and facilitate such developments through EU funding, compliant with principles and procedures applicable to EU grants (type of actor, partnerships, support systems to put in place, need for financial support to third parties, etc)9; • Define the priority targets and propose targeting methods or tools if needed in consultation with relevant stakeholders including women's organisations; • Based on the available financial envelop, estimate the size of the potential population of direct beneficiaries and the potential outcome(s) of the programme component; • Validate the findings and proposals through consultation with representatives from the main categories of stakeholders, including women's organisations and disabled people's organisations. Guidelines preparation • Draft a proposal for the guidelines of a Call for Proposals to be launched by the EU Delegation (chapters 1 and 2.1 only) following PRAG templates

Required outputs The mission will deliver: 1. A detailed proposal for the methodology and report outline of the situation appraisal; 2. A report of the situation appraisal of coastal and inland fishing communities; and 3. A Formulation Report, that will include the results of the assessment, the formulation itself and the call for proposals guidelines

The mission will be conducted by a team of 3 to 4 CAT I experts for a total of 90 mandays for the phase 2 of the mission. The Team Leader will be clearly identified in the Contractor's methodology10.

The team will present the following expertise and skills: • • • • • • • • • •

Confirmed experience in the appraisal and formulation of rural development projects in developing countries. A previous similar experience in the context of fishing communities will be an advantage. Expertise in gender assessment and analysis, and design of gender-sensitize programmes and projects Expertise in the area of eco-tourism development Previous experience in at least three of the following areas Water and sanitation Education and vocational training in rural areas Rural energy Waste management Agriculture and livestock development Handicraft production and development Knowledge of EU procedures and in particular procedures applicable to grants. Previous experience in the preparation of guidelines for Calls for Proposals will be an advantage. Good social skills and capacity to interact effectively and constructively with local communities, administrations; NGOS and civil society organizations. Good organization capacity . Previous experience in leading a team, preferably multidisciplinary, for the identified Team Leader. All experts should have a perfect command of English, oral and written.
