GUIDELINES TO CONDUCT EXAMINATIONS FOR B.P.Ed & ALL THE PG COURSES [JUNE-2017] This is to bring to the notice of all Principals of PG & B.P.Ed colleges & Chief Superintendents of Constituent and Affiliated Colleges, that the exams for 2nd & 4th semesters are commencing from 19.06.2017. The Principals and Chief Superintendents are instructed to conduct the exams as per the time table available on www.rcub.ac.in website. Principals of PG & B.P.Ed colleges & Chief Superintendents of examination centers are requested to ensure strict compliance of the instructions mentioned here in below: I. APPOINTMENTS: 1. The Principals/Directors of Colleges and Director/Coordinators of PG and B.P.Ed Centers of Rani Channamma University, Belagavi shall be appointed as the Chief Superintendent automatically. They are not supposed to shift this responsibility to others. In case of emergency, with prior approval of the Registrar (Evaluation) Rani Channamma University, Belagavi, it may be assigned to next senior most staff. 2. The Chief Superintendent shall appoint Junior Supervisors from the members of the teaching staff of the colleges and also from the tagged colleges to the exam center (as per the circular of Commissioner of Higher Education, May 2011). 3. The University will appoint one External Deputy Superintendent, who shall be reporting to the center one hour before the commencement of the examination. 4. In case, the number of students appearing for examination crosses 750, the Chief Superintendent will appoint one Additional Deputy Superintendent (Internal), with due intimation to the Registrar (Evaluation) Rani Channamma University, Belagavi. 5. It may be noted that the examination work is mandatory under Karnataka State Universities Act 2000. In case if any teacher remains absent for examination duties, Chief Superintendent/Principal shall report to the Registrar (Evaluation) Rani Channamma University, Belagavi recommending for suitable action. In cases of aided staff, the Registrar (Evaluation) Rani Channamma University, Belagavi will report such names to the Joint Director of Collegiate Education, Dharwad, for necessary action. 6. The Chief Superintendent shall intimate to the police station in advance under whose jurisdiction the college exams are going to be conducted and ask for posting the police security.

II.

CONDUCTING EXAMS: 1. Principals/Chief Superintendents shall prepare center time-table using the University exam time-table. A copy of the center time-table should be given to vigilance squad when they visit the center. 2. Hall Ticket bearing the photograph of the candidate, subjects, QP (Question Paper) code will be printed by using OASIS software and the same shall be issued to the eligible candidates duly signed by the Principals of the colleges. The Principal should verify attendance, eligibility, syllabus & appearance details before issuing hall ticket to the candidate. For any lapse in issue of hall tickets, Principals of the respective colleges will be held responsible. 3. Exam centers should arrange as many blocks as necessary to accommodate students of the centers and each block shall have maximum of 30 candidates. 4. The seating arrangement should be made according to the university registration numbers as indicated in the appearance list supplied by the University in ascending order. 5. No candidate shall be allowed to sit arbitrarily in any of the blocks other than allotted to him / her. Such seating arrangement will be considered as encouragement for malpractice during the examination. 6. The decision of the MALPRACTICE AND LAPSES ENQUIRY COMMITTEE (MPLEC) on students involved in MPC in the earlier exams, which is already communicated to the concerned college and student, should be strictly followed by the Chief Superintendent / Principal.

III.

DUTIES OF ROOM SUPERINTENDENTS: 1. The Chief Superintendent / Principal shall instruct the room Superintendents to maintain decorum of the Examination process and should have strict vigilance in the Block / Room allotted to him / her. 2. The room Superintendents should ensure that all candidates are possessing their hall tickets. 3. They have to ensure that the candidates have legibly written their names, registration numbers and center codes in the space provided in the front page of the answer script. 4. It may also be ensured that the candidates are forbidden to write their names in any part of the answer script other than the front page. Marking or making any signs for identification on any part of the answer script is strictly forbidden. 4. The room Superintendents should ensure that the candidates have written their Registration number on the Question paper in the space provided. 5. The room Superintendents should ensure that all the candidates are answering the relevant question paper as indicated in the Hall Ticket. 6. After ensuring the information filled up by the candidates, the room Superintendents should sign along with the date on the space provided in the answer book and Hall Ticket. 7. As far as OMR answer sheets are concerned the Room Superintendents should check and verify that the candidate has properly darkened the oval corresponding to his Registration Number and other details are properly marked and signed. Only after checking the room Superintendent should sign in the square box provided for his signature.

8. Rough work may be allowed on the back page of the answer book. But in case of OMR answer book rough work or calculation work should be done in the space provided in the question booklet. 9. The Room Superintendents are provided Invigilator’s diary to make an entry of the seat numbers, answer script numbers and to obtain the signatures of the candidates appearing for the examination. 10. The Room Superintendents are required to make an entry of the seat numbers of all the 30 candidates. Absentee numbers are rounded off. The seat numbers of candidates involved in malpractices are marked with red ink as MPC. 11. Students who are caught in MPC by the squad team should be allowed to write subsequent papers and other exams. However, they have to appear before the MPLE Committee of the University and its decision will be binding on them. 12. The Room Superintendents are required to prepare the Invigilators’ Diary in triplicate and the same shall be countersigned by the Chief Superintendent. a. The First copy should be sent to valuation center along with the bundles of answer scripts. b. The Second copy should be sent to the Registrar (Evaluation) Rani Channamma University, Belagavi soon after the entire examination is over, along with the Invigilator’s diary and candidate’s appearance list (subject-wise). c. The third copy to be retained in the exam center for records. 13. After the exams the room Superintendents should handover the answer scripts to the Chief Superintendent / Deputy Superintendent (External) / Additional Deputy Superintendent (internal) along with Invigilator’s dairy. IV.

PACKING OF ANSWER BOOKS: 1. The Chief Superintendent / External Deputy Superintendent shall pool all the answer scripts by course wise , subject-wise / QP Code-wise. 2. Absent entry & MPC details should be made on OASIS before generating daily report. 3. Duly filled appearing list and daily report should be sent to the valuation center along with the answer bundles. 4. The answer books should be collected separately based on the QP Codes of regular and repeaters and should be arranged in ascending order according to the registration numbers allotted by the University. 5. The answer books according to QP code should be packed separately in a brown paper packet along with the relevant question papers. 6. Such packets should be placed in a cloth bag and sealed properly. They should be sent to the valuation center (as mentioned below). 7. In case of OMR answer books, care should be taken while collecting and packing. OMR should not be folded or pinned. The OMR sheets should be kept serially in a plastic bag and placed between the card sheets to avoid the folding. 8. The Chief Superintendent / External Deputy Superintendent shall send MPC answer books separately to The Registrar (Evaluation), Rani Channamma University, Belagavi along with the reports and copying material by speed post. 3

9. Correct name and address of appropriate and concerned Custodian of Valuation Center (as mentioned below) should be written. 10. Candidate’s appearance list, separate Q.P code list for fresher and repeaters should be placed in the cloth bag. 11. The Chief superintendent / Deputy chief superintendent (External) shall also ensure that the following details are mentioned on the top corner of the left hand side of the cloth bag. a. Name of the Centre b. Centre code Number c. Date of Exam. d. Subject name and QP Code e. Course/Semester f. Number of Answer Scripts inside the cloth bag g. Number of packets out of the total number. (For instance, if there are 3 cloth bags, then indicate 1/3 on first pack, 2/3 on second pack and 3/3 on third pack) 12. It is the duty of the Chief Superintendent and the External Deputy Superintendent to see that the answer books are sent by Speed Post / Registered Post to the valuation centers on the same day after morning session and next day after evening session. However, the Chief Superintendents of the local colleges in the valuation center shall handover the answer scripts bundles in person to the valuation centre and claim Rs 50 towards conveyance towards the submission of answer bundles. 13. No. T.A. / D.A. is allowed for dispatch of answer script bundles. 14. In case if the answer books are sent wrongly the Chief Superintendent/External Deputy Superintendent will be penalized Rs 5,000/-. V.

INDISCIPLINE ACTS BY THE STAFF DURING EXAMINATION ARE PUNISHABLE. 1. Opening the wrong question papers by Internal Chief Recovery of the expenditure of Superintendent. examination to be determined by Syndicate. 2. Not keeping the question papers under safe custody by Penalty of Rs.1000/- to each. the Chief Superintendent. 3. Distributing wrong question papers at the examination Recovery of the expenditure of center. examination to be determined by Syndicate. 4. Allowing the candidates into the exam hall after half an Penalty of Rs.1000/hour of the commencement of Exam by the Room Invigilator / Chief Superintendent. 5. Not signing the answers scripts by Room Invigilator. Penalty of Rs.50/- for each mistake. 6. Allowing the candidates to write the exam without Penalty of Rs.250/- to each.

SUBMISSION OF BILL: All the Examination related bills should be submitted to the Registrar (Evaluation) Rani Channamma University, Belagavi on or before 08.08.2017 duly verified and signed by the Chief Superintendents. The settlement of the bills will be Subject to the guidelines of the University.

SUBMISSION OF ANSWER BOOK STOCK STATEMENT: All Chief superintendents are requested to submit the stock position of answer books (both theory and practical) in the following format within 15 days from the end of examination.
