Government of the Socialist Republic of Vietnam has received a loan from the Asian Development Bank towards the cost of Second Cities Development Project in Quang Nam Province (Tam Ky), Ha Tinh Province (Ha Tinh), and Dak Lak Province (Buon Ma Thuot). Part of this loan will be used for payments under the contract named above. Bidding is open to Bidders from eligible source countries of ADB.

The People’s Committee of Quang Nam Province through its Projects Construction Investment Management Authority (Quang Nam PCI), referred as “the Employer”, invites sealed bids from eligible Bidders for the construction and completion of the TK-02 Package: Dien Bien Phu Road and Bridges (“the Works”). This bid package is comprise of two lots: Lot 1: Construction of Ban Thach and Ky Phu Bridges including road approaches and road section in between bridges Lot 2: Construction of 3 road sections from Huong Vuong Road to End Road including Kenh Bridge

International Competitive Bidding (ICB) will be conducted in accordance with ADB’s Single-Stage: One-Envelope without Prequalification procedure and is open to all Bidders from eligible countries as described in the Bidding Document.

Only eligible Bidders with the following key qualifications should participate in this bidding: 4.1 Experience Lot 1: Participation in at least one contract that has been successfully or substantially completed within the last five (5) years and that is similar to the proposed works, where the value of the Bidder’s participation exceeds USD 6.30 million in each contract. The similarity of the Bidder’s participation shall be based on the physical size, nature of works, complexity, methods, technology or other characteristics as described in Section 6, and includes: (i) Bridges with spans includes beams and super-T beams made of prestressed reinforced concrete; and (ii) Third class plain road or higher.

Lot 2: Participation in at least one contract that has been successfully or substantially completed within the last five (5) years and that is similar to the proposed works, where the value of the Bidder’s participation exceeds USD 3.90 million in each contract. The similarity of the Bidder’s participation shall be based on the physical size, nature of works, complexity, methods, technology or other characteristics as described in Section 6, and includes: (i) Third class plain road or higher; (ii) Beamslab bridge with span made of prestressed reinforced concrete.. 4.2

Financial Status Lot 1 (a) Minimum average annual construction turnover of USD 8 Million calculated as total certified payments received for contracts in progress or completed, within the last three (3) years (b) Bidder must demonstrate access to, or availability of, liquid assets, lines of credit, or other financial resources (other than any contractual advance payments) to meet the Bidder’s financial resources requirement for (i) its current contract commitments and (ii) the subject contract of USD 1.02 Million. Lot 2: (a) Minimum average annual construction turnover of USD 4.9Million calculated as total certified payments received for contracts in progress or completed, within the last three (3) years; (b) Bidder must demonstrate access to, or availability of, liquid assets, lines of credit, or other financial resources (other than any contractual advance payments) to meet the Bidder’s financial resources requirement for (i) its current contract commitments and (ii) the subject contract of USD 630,000. The evaluation and qualification criteria are more completely described in the bidding document.

Deliver your bid:  to the address above;  on or before the deadline: 04 April 2016, 9:00 A.M.  together with a Bid Security as described in the Bidding Document. Bids will be opened immediately after the deadline for bid submission in the presence of Bidders’ representatives who choose to attend.

When comparing Bids, ADB’s Domestic Preference Scheme will not be applied in accordance with the provisions stipulated in the Bidding Document.
