ROCHESTER AREA HOSPITAL AND INSTITUTIONS SUBCOMMITTEE GUIDELINES Revised October 11, 2015

DEFINITION AND PURPOSE The H&I Subcommittee of the Rochester Area Service Committee are a group of men and women, members of Narcotics Anonymous, who believe in the concept, “To assure that no addict is a hospital or institution seeking recovery need die without having had a chance to find a better way of life. From this day forward may we provide the necessary services.” This concept should always be our primary concern. This will ensure that when an addict who is housed in a correctional facility, hospital, or recovery house reaches out for recovery, Narcotics Anonymous will be there. This committee is a subcommittee of the Rochester Area Service Committee, and is directly responsible to that committee.

FUNCTION OF THE H&I SUBCOMMITTEE A. B. C.

To carry the message, and to distribute literature to all facilities through our H&I panels. To conduct a monthly business meeting. To have an annual learning day in conjunction with the Activities Subcommittee of the RASC.

OFFICERS A service board of officers shall consist of a Chairperson, a Vice Chairperson, a Panel Coordinator, a Secretary, and a Literature Coordinator. Any subcommittee officer will also be removed from their position after missing two (2) consecutive monthly subcommittee business meetings, without contacting an H&I service board officer. In case of resignation by the Chairperson, the Vice Chairperson shall automatically assume the position, and the Area Vice Chairperson will act as H&I Chairperson until the RASC elects a Chair for the position. In the event of resignation by any of the other officers, the position shall be held open until a willing member is found to serve in that position, and elected by the subcommittee. All officers except the Chairperson shall be elected by the voting members of the H&I subcommittee for a term of 1 year to begin each January as per Amendment One.

QUALIFICATIONS AND DUTIES OF OFFICERS A. CHAIRPERSON The Chairperson should have One year clean time, plus a minimum of six months activity in H&I work. The Chairperson will be elected by the RASC at its annual meeting in December, for a term of one year in accordance with their guidelines. RESPONSIBILITIES INCLUDE: 1. 2. 3. 4. 5.

Bring before the H&I business meeting, matters that should be acted upon by the Subcommittee. Carrying out policies and order of the Subcommittee. Attending Area Service Committee meetings. Attending Regional H&I Subcommittee meetings. Coordinating an Annual Learning Day.

B.

VICE CHAIRPERSON

The Vice Chairperson should have One year clean time, and six months experience in H&I service work. RESPONSIBILITIES INCLUDE: 1. Assuming the responsibilities of the Chairperson in the event of the Chairpersons absence. 2. Helping the Chairperson coordinate the annual Learning Day 3. Assisting the Literature Coordinator and Panel Coordinator with the execution of their duties whenever necessary. C. PANEL COORDINATOR The Panel Coordinator should have One year clean time, and six months activity in H&I work. RESPONSIBILITIES INCLUDE: 1. Seeing that the presentations are conducted in accordance with the policies or the H&I Subcommittee and the rules of the facility. This person acts as a liaison between the H&I Subcommittee and a given facility, and is responsible to maintain a regular and ongoing link of communication with all facilities we take H&I presentations into. 2. Keeping copies of all hospital, institutions and recovery house guidelines, rules and/or regulations, if available. 3. Keeping in close contact and working with H&I elected officers and the panel members. 4. Calling upon the officers and general subcommittee members for any necessary assistance. 5. Keeping subcommittee members informed of the rules, and any changes of those rules. D.

SECRETARY

The Secretary should have One year clean time and three months experience in H&I work. RESPONSIBILITES INCLUDE: 1. To record minutes of all subcommittee meetings 2. Copy and distribute those minutes, and all information pertinent to H&I service work, not to exceed the monthly budget. 3. Keep track of all subcommittee members including phone numbers. 4. Maintain updated list of all panel members

E. LITERATURE COORDINATOR The Literature Coordinator should have six months clean time and three months experience in H&I work. RESPONSIBILITES ARE AS FOLLOWS: 1. 2. 3. 4.

Fill literature orders from the panel members. Keep a continuing record of literature distributed to panel members and stamp all literature. Make a report at the regular H&I Subcommittee meetings on literature distributed. Work with the Chairperson to ensure that necessary literature is obtained from the RASC, as per the H&I subcommittee budget. 5. Shall audit distribution records on an ongoing basis to ensure that requests for literature from the panel members are prudent and do not put the Subcommittee over budget.

F. PANEL MEMBERS H&I Panel Members should have six months clean time and three months activity in H&I work. RESPONSIBILITIES ARE AS FOLLOWS: 1. To invite addicts from our fellowship who qualify, to H&I presentations and in general, do all the things necessary to conduct the presentation. 2. Communicate regularly with the Panel Coordinator, informing him/her of any problems with the presentation. 3. Makes a report to the H&I subcommittee at each business meeting. 4. Obtain any supplies as needed for the presentation (ie., readings, literature to include meeting lists and IP’s) 5. Panel Members are also responsible for any addict that might attend the H&I presentation, excluding addicts that reside at the facility. ADDENDUM: PANEL MEMBERS (04) 6. Any Panel Member who relapses will automatically be removed from the presentation they are responsible for. A Panel Member must be present at least 6 out of 12 business meetings to continue their position as a Panel Member. A Panel Member who is not able to attend any H&I business meeting needs to notify an H&I service board officer. 7. A Panel Member may be removed from their position if they miss two consecutive H&I presentations without informing the panel coordinator. G. SPEAKERS All addicts that are asked to share should have at least six months clean time, and a willingness to serve. He/She shall be orientated and assigned by the Panel Members and be cleared by the facilities wherever necessary. Addicts are also required to: 1. Be familiar with the H&I presentation format. 2. Be familiar with the Subcommittee and facilities guidelines. 3. Be able to share the message of recovery in Narcotics Anonymous.

H. PANEL SUPPORT H&I panel support should have six months clean time and three months activity in H&I work RESPONSIBILITIES ARE AS FOLLOWS: 1. Shall serve for one meeting at a time when asked by a panel member, or the panel coordinator. 2. Shall take an active role in a presentation as a speaker or whatever other acceptable capacity as may be requested by the panel member. 3. Shall adhere to the rules of the facility wherein he/she is, in fact, a guest. 4. Shall always keep in mind that he/she may be seen as a representative of Narcotics anonymous and should conduct himself/herself responsibly.

OBSERVER

H&I observers should have 90 days clean time, should have attended at least one business meeting and H&I orientation, and express an interest in becoming an H&I member. 1. An observer may be asked by a panel member to attend an H&I presentation to observe and learn how an H&I presentation takes place. 2. Observers shall not take an active role in a presentation as a speaker or in any other capacity of a panel member, and is at the presentation only to observe. 3. Observers shall adhere to the rules of the facility wherein he/she is, in fact, a guest

ROCHESTER AREA SUBCOMMITTEE AMENDMENTS TO GUIDELINES AMENDMENT I When the need for a new Panel Member arises, whether it is an annual change, or an open position the H&I Subcommittee will vote in by majority, a new Panel Member for that particular H&I presentation. THE PROCEDURE WILL BE AS FOLLOWS: A. One H&I Committee Member will make a motion to nominate a Panel Member, who is a voting member of the H&I Subcommittee, for that particular H&I presentation. The motion must be seconded. B. The perspective Panel Member/Members must be present to accept the nomination, and give their qualifications. C. Discussion will follow the accepted nomination, which will be between the H&I members that are present. D. Upon completion of the discussion, one nominee will be voted into that position by obtaining a majority vote. AMENDMENT 2 VOTING A. An H&I Committee Member must attend three consecutive H&I business meetings, and at the third meeting, they will be a voting member. If a voting member misses two consecutive business meetings without notifying the Panel Coordinator, or a service board officer, they must attend three consecutive business meetings in order to hold any H&I service position and to be able to vote. B. The H&I officers each have one vote, except the Chairperson. C. The H&I Chairperson only have a vote in the case of a tie.
