Hyde Park Presbyterian Church is a Safe Place Child And Youth Protection Policy Hyde Park Presbyterian Church in all its extended ministries is to be a safe place in the community – a place where it is known that abuse is not tolerated. This is part of our Christian witness to the community. Therefore, groups using the church premises for their activities are also subject to this policy. All those who serve Hyde Park Presbyterian Church, especially clergy, church leaders, staff and volunteers, are expected to adhere to Christian ethical principles in their sexual conduct and in their exercise of authority and power.

Our Child Protection and Nurture Policy It is the policy of Hyde Park Presbyterian Church that sexual abuse or harassment of any kind by clergy, church leaders, staff or volunteers will not be tolerated. Any person who may pose a threat to children/youth (based on applications, reference feedback, or other information) will be prohibited from working with them. Misconduct is grounds for dismissal of clergy and staff, and grounds for removal from leadership roles of church members.

Definitions A. “Child” and “Youth” and “Adult” Following the public school system: § A “child” is anyone 5th grade and under. § A “youth” is anyone not a “child” and 6th – 12th grade. § An adult is anyone 18 years of age or older and out of high school. B. “Paid Staff Person,” “Adult Volunteer,” and “Screened Adult” § A Paid Staff Person is someone paid by the church, overseen by Members of Session and screened. § An Adult Volunteer is someone who has not been screened. They can work in a room with a Screened Adult or paid staff person. § A Screened Adult is a volunteer who has gone through and passed the screening process. C. “Youth Helpers” Youth Helpers are below the age of 18 years who are assisting with child or youth activities. They can assist with activities but should not be considered an adult volunteer and should be supervised themselves. D. “Child/Youth Abuse” For purposes of this Policy, child/youth abuse is defined as any of the following: a. Physical Abuse: Violent non-accidental contact, which results in injury. This includes, but is not limited to, striking, biting, or shaking. Injuries include bruises, fractures, cuts, and burns. b. Sexual Abuse: Any form of sexual activity with a child/youth, whether at the church, at home, or any other setting. The abuser may be an adult, an adolescent, or another minor. c. Emotional Abuse: A pattern of intentional conduct which crushes a child's/youth's spirit, attacks his/her self-worth, through rejection, threats, terrorizes, isolates, or belittles.

Screening and Selection of Church Staff and Adult Volunteers A. Adult volunteers who regularly work with the Church's children and youth and each church paid staff person will be screened. Those who work regularly with children/youth will be trained on child protection issues prior to beginning their regular involvement with children and youth. The procedures for screening are as follows: Each person being considered to work regularly with children and/or youth, whether as a volunteer or paid staff person, shall fill out an application form. This screening is good for 5 years after which time a re-screening will be necessary. B. Before placing the applicant in a position of responsibility with children or youth, a designated paid staff member or other person charged with specific responsibility will interview the applicant reviewing with them the written application. C. The person conducting this interview will contact the references provided on the application form and any additional persons as the circumstances dictate. A written record of such contacts will be retained with the application form. D. Each person applying to work with children and/or youth shall authorize the church to conduct a criminal background check. A criminal background check will be conducted with the Florida Department of Law Enforcement. For persons who have not lived in Florida for the past five years, a national background check will be conducted. This background check is valid for 2 years. E. Before beginning work with either children or youth, each paid staff member and volunteer will sign a statement that they have read, understood, and agree to abide by this Child And Youth Protection Policy. F.

After the interview and background check have been accomplished, the decision will be made to accept or reject the applicant as a paid staff member or adult volunteer who will work with youth and/or children.

G. Where it has been determined that an applicant should not work with children or youth, those persons involved with the decision shall handle it in a sensitive manner. The appropriate pastor or the director shall inform the applicant in person. The specific reasons for the decision shall be given, whenever possible. H. All records shall be kept in a locked cabinet in the Church Administrator’s office I.

Although not required to personally accomplish the above tasks, the pastors shall be responsible for ensuring compliance with sub-paragraphs (A) through (H) above.

Ongoing Education of Persons Who Work With Children and Youth The Church shall ensure that regularly scheduled (i.e., at least annually) training focused on current issues of child protection is available to and received by those working with children and youth. All volunteers must do a full training once and an annual refresher. Attendance at this training shall be required of all paid staff members, screened and non-screened adult volunteers who work consistently with children and/or youth. The training shall include: A. The definition and recognition of child abuse. B. The Church's policy and procedures on child abuse and the reasons for having them. C. The need to maintain a positive classroom environment, including appropriate discipline and age-level characteristics. D. The appropriate behavior for teachers and leaders of child/youth events. E. Abuse reporting responsibilities and procedures. F. Definition of appropriate interpersonal boundaries

Appropriate Conduct Common expressions of affection: (side hugs), affirmation (pats on the back), support (holding hands during prayer), or physical caretaking (changing diapers by paid nursery staff) are appropriate in our community of caring Christians. However, physical expressions of affection must not be excessive or imposed upon another person. It is required to have two screened adults present with any child/youth or any group of children/youth. The second screened adult may be a floater adult, who is not directly involved with the ministry activity but is monitoring and assisting groups with only one screened adult. If a worker must be alone with a child/youth or group of children/youth for a brief time, the worker must provide visual access, such as a door with a clear glass window or an open door. Outside of the classroom environment, the worker must not take the child/youth or group of children/youth to an area that is not in public view. Any meetings held in an individual's home shall be supervised by at least two adults, one of which is a screened adult, and who are not members of the same family. Meetings held in an individual's home shall be pre-approved by the child's/youth's parent or guardian. Counseling of Youth and Children •

In instances of youth or child counseling where circumstances dictate that counseling would be most effective on a one-on-one basis, an appropriate church paid staff person may meet individually with a youth with the knowledge of at least one other paid staff member. At any counseling session with children or youth, the door of the room used shall remain open for the entire session, unless there is glass in the door or wall which gives a clear view into the room. If another adult is not in the building when the counseling occurs, the session shall be moved to a public place, such as a restaurant or outside where other people are present.



At the initial meeting, the counselor should first determine if they are qualified to address the child's/youth's needs effectively. Counseling should generally be limited to no more than three sessions. Referral to a licensed professional counselor should be considered for ongoing counseling needs.

Transportation All general child protection guidelines shall be maintained while transporting children/youth. Children and youth will be transported in groups only, the driver shall be either the child's/youth's parent/guardian, or a screened adult, or a paid staff person who is at least 18 years old. Drivers shall ensure that they are not alone in a vehicle with a single youth/child. In an emergency, such as when a parent is delayed and asks for the youth to be transported home, the driver will arrange for a second adult to accompany the driver and the youth. The adults may not be related and at least one of the adults shall be the same gender as the youth being transported.

Trip and Retreat Supervision Trip and Retreat settings call for different child/youth protection requirements depending on the circumstances. The following requirements shall always be implemented. Depending on the circumstances of the setting, who is in attendance, etc., additional provisions may be implemented depending on the needs of the occasion. Requirements 1. There shall be at least two screened adults present for all trips, retreats and other events where the children and/or youth gather overnight at, or away from the church campus. 2. There shall be at least one screened adult for each gender present at co-ed overnight events. At single gender overnight events, at least one of the two screened adults present shall be of the same gender as the child/youth. 3. The person in charge of youth/children for each overnight trip and/or retreat shall carry parental permission slips including permission for emergency medical care. 4. Separate rooms for both adults and child/youth. Child/youth should be assigned with at least two children/youth per room. 5. Adults shall make random monitoring hall trips and room checks at night by adults of the same gender as those being checked. 6. Hotels shall be selected where the rooms open to the interior of building.

Prohibited Conduct Any physical, emotional, or mental abuse of a child or youth including, but not limited to, the exploitation of a child/youth, which breaches Christian ethical principles by misusing a trust relationship, is never permissible. Sexual exploitation of a child/youth includes, but is not limited to, any interaction between a child/youth and an adult in which the child/youth is used for the sexual stimulation of an adult. It may or may not involve touching. This conduct by an adult is always considered forced, whether or not the child/youth has consented. Exploitation of a child/youth – typically designed to break down the child’s inhibitions – may include: • sexually demeaning comments, • verbal suggestions of sexual activity, • comments about sexual behavior, provocative clothing, • unwelcome or inappropriate physical contact, o including tickling, wrestling, horseplay, children on your lap, front and back hugs • graphic or degrading sexual comments about an individual’s physical appearance, • expressed or implied sexual advances or propositions, • display of sexual advances or propositions, • display of sexually suggestive objects or pictures, • and requests for social involvement after the child/youth refuses.

In the Case of a Complaint: Because of the serious consequences of sexual abuse or harassment, Hyde Park Presbyterian Church will make effort to ensure that such abuse or harassment does not occur at any activity related to Hyde Park Presbyterian Church. If complaints of sexual abuse and/or harassment arise, Hyde Park Presbyterian Church will respond with seriousness, sensitivity and concern for all involved, and will recognize the necessity of dealing with both accused and complainant in a fair and just manner. Every allegation will be investigated and acted upon in accordance with applicable Presbyterian rules of governance and Florida Law. All those who are involved with the allegation or investigation must keep all information in strict confidence. If you believe you are a victim of sexual abuse or harassment: • • •

Take it seriously. Make it clear to the person that the behavior is not wanted. Say no, firmly, without smiling or apologizing. When abuse occurs, write exactly what happened or what was said and sign the statement. Save any letters or notes sent by the abused harasser. Keep both the statement and notes in a secure place. Contact someone who will help. (See Whom to Contact below.) Your complaint will be taken seriously.

If you receive information about an alleged sexual abuse from a person who believes s/he has been a victim or from another person: • • •

Take it seriously. Contact the appropriate authority. (See Whom to Contact below.) Do not investigate

If someone makes a complaint of sexual abuse or harassment against you: • •

Ensure that an appropriate official in the presbytery or in the session of the congregation is informed about the complaint. (See Whom to Contact below.) Do not contact the complainant
