During my meetingson 1lth August 2016 and 10thOctober 2016,I specifically brought to your kind notice that the commitments given by the full Board in the mieting tretA wiir ttre Federationshave not been implemented, resulting avoidable resentment and dissatisfactionamong various categoriesof Railway employees.You have been kind enough to assurethe Federationthat the commitmentsgiven shall be implementedby the Railway Board. Incidentally,.I may mention that during your presenceon the dais at NFIR's 28ft National Convention on 10th November,2016 at Railway Studi,r-, Maligaon (Guwahati), I have also submitted a note on which you have assuredimmediate action at the level of Railway Ministrv for implementationof assurancesgiven by the Railway Board. (d) EXSMSTION OF RAILTtrAY FROM NEW pENSTONSCHEME 0{pS): Hon'ble R,ailwayMinlster had sent proposalto the Hon'ble FinanceMinister on 20th Novenrber2A{5 as-a'followup tothe proposaisentby his predecessor on 29thMarch}Al.4 that Railways be exemptedfrorn the New PensionScheme0.lPS) as the nature of duties, conditionsof work, remoteness,riskArazardsare akin to that of DefenceForcesPersonnel. Theproposalis yet to be clearedby the Govemment.

Though Instructionswere issuedby the Railway Board on 17s September2010 that the GeneralManagerscan engageTrained Railway Apprenticesagainstsafetyvacanciesin the exigency of service, fhe Railway Board is reluctant to reiterate instructions inspite of assurancegiven in the Fast Track CornmitteeMeeting. Large nurnber of Safety category vacinciescontinuedunfilled causingdeteriorationto safetystandardsandefFrciency. (f) RUNNING STAFF ISSUES: '

Thoughthe Running Staff issuesare dealt by the Joint Committeein which the Federations are also participating,there has been abnormaldelay in taking decisionsfor.revision of kilometragerateswith effect from January,2A16allotmentof highergradepay etc.oin the caseof Loco and Traffic RunningStaff(Loco Pilots,ALP & Guards). The Railway Board had arbitrarily cancelledits policy decisionsof 1973& lg77 without prior consultationswith the Federations,thus depriving absorptionof Quasi Staff against vacancies.The Federationhasbeenpressingthe RailwayBoardto restorethe earlierpolicy for their absorption (h} MERGER OF TECHNICIANS GRADE.II WIT}I GRADE.I: Railway Board haveagreedto pursuewith FinanceMinistry. The Hon,bleMR cgl:g M€n*er $taff, Railway Board also.During discussions, the Hon'ble Minister saidthat the agreements reachedwith the Federalionsshouldbe implernented.He also assured that he would speakwith the Hon'ble FinanceMinister on the issuessuchas: upgradationproposal to Group.8, Gazettedandplacementof SSEsetc.,in GP 480aL.Heat the sametime directed the Board(Ms) to take actionfor implementingthe commitmentsgivento the Federations.
