In this connection,NFIR re-iterates below a few specificfactsfor consideration of the RailwayBoard:o

The Mail/Express, Passenger andfreighttrainsarerun andmanagedby Loco pilots/Asstt. Loco Pilots& Guards,therefore, theyareknownas'RunningSta"ff,their natureof duties is distinctfrom theothercategories of Railwaystaflf.

The dutiesof Runningstaff primarily involvecontinuoussustained attentionwith very higtr.degree of alertness to ensuresafeworkingof trainsand equallysafetyof travelling ' public.

The dutiesof Runningstaff have.glya_Vs beenvarying dependinguponthe type of train, locomotiveand the sectionon which they are regrilreato work ihe irain. Whife working trains,the Running staff have to remainout of Head Quafterson most of the days,ttiE periodof whichexceed s 24 to 80 hours.

The amountof stressdevelopedby Runningstaff is immeasurable in view of continuous arduousness andalertness. il2il 2. The High PowerCommittee(R&S) setup by the RailwayBoardto reviewthe duty hours of Runningand othersafetycategories staff led by Shri D.P.Tripati had submittedits reportto the RailwayBoardin August2013.The High PowerCommittee in its repofthadmentioned the following:(a)

To address the seeming sense of discrimination amongst the running staff that they have to work for longer periods than other railway staff without provision of adequate rest.

(b)

The Running staff needs to be seen as normal human beings, having social and personalobligationsjust as all other people.

(c)

Scientiflc researches/studies which establishthat nieht rest cannot be substitutedbv dav rest.

(d)

Ill-equippedfacilitiesat Running Rooms do not fulfil genuineneed for outstationrest, which administration assumesto havebeenprovided.

(e)

Higher monetary compensation alone does not compensate for inadequate rest, disruptionin family ties and unhealthywork and restenvironment.

(f)

The recommendationsbe seen in totality and not only from the point of view of duty hours. but total rationalisationof *or'king environment of running staff, e.g. duty hours.night working, periodicalrest.cab improvement,running-roomimprovement etc.

The recommendations havekept in view the futuristicscenarioof IR as envisagedin the V i s i o nd o c u m e n t - 2 0 2 0 .

3. Considering variousfactorsinvolvedand the recommendations of the High Power Committee(R&S),NFIR invitesattentionof the RailwayBoardto the recommendation of High PowerCommittee (R&S)asbelow:"Moreover,a Loco Pilot, for reachingthe level of Mail/ExpressLoco Pilot, has to passthroughall the stagesof RunningStaff Cadrestartingfrom AssistantLoco Pilot. Thus, he would generallyhave crossedhis middle age by the time he reachesthis level. Obviously,his working staminaand concentration level gets affectedon this account andexpectingthe samelevelofconcentration and physicaloutputfrom him as that from a youngerfreight Loco Pilot is perhapsnot justified". NFIR, therefore,requeststhe Railway Board to let the Federationknow whetherthe communication sentto.theChairman,7'nCPChasbeenwithdrawn.Federation alsoseeksmeeting for separate discussion on issues.
