1. The Lao People’s Democratic Republic has received financing from the Asian Development Bank (ADB) towards the cost of GMS Flood and Drought Risk Management and Mitigation Project. Part of this financing will be used for payments under the contract named above. Bidding is open to Bidders from eligible source countries of the ADB: 2.
Department of Irrigation, Ministry of Agriculture and Forestry (DOI-MAF) (“the Employer”) invite sealed bids from eligible bidders for the construction and completion of Vientiane Irrigation Development in the districts of Xaythany, Hadxaifong and Parkngum in Vientiane Capital consisting of construction of 4 irrigation schemes within command area 1,542 ha, including irrigation system, pumping station and flood protection control gate.
3. International Competitive Bidding will be conducted in accordance with ADB’s SingleStage; Two- Envelope procedure and is open to all Bidders from eligible countries as described in the Bidding Document. 4. The bidder should have participated as contractor, management contractor, or subcontractor in at least one contract within the last 5 years that has been successfully or substantially completed and that is similar to the proposed works, where the value of the Bidder’s participation exceeds cost given below. The similarity of the Bidder’s participation shall be based on the physical size, nature of works, complexity, methods, technology or other characteristics as described in Section 6, Employer’s Requirements
The bidder should have an average annual construction turnover of US$ as mentioned below, calculated as total certified payments received for contracts in progress or completed, within the last five (5) years.

To purchase the bidding documents in English, eligible Bidders should: Write to the address mentioned below requesting the bidding document for 002-ICBW/GMS-FDM/Vientiane Irrigation Development. Pay a non-refundable fee of US$100 (US Dollars One Hundred only) by Pay Order/Demand Draft in favour of NPCO, DOI, MAF. Deliver your bid: to the address above on or before the deadline 27 April 2016 at 13:30 PM. together with a Bid Security as required in the Bidding Document.
Bids will be opened immediately after the deadline for bid submission in the presence of bidders’ representatives who choose to attend.
