The Government of the Republic of the Marshall Islands has received grants from the Asian Development Bank (ADB) towards the cost of Ebeye Water Supply and Sanitation Project. Part of the proceeds of these grants may be used for payments under the contract named above. This contract will be jointly financed by the Government of Australia (administered by ADB). Bidding is open to Bidders from eligible source countries of the ADB.

The Kwajalein Atoll Joint Utility Resource, Inc (KAJUR), a state-owned enterprise of the Government of the Republic of the Marshall Islands, invites sealed bids from eligible Bidders for the EWSSP-SWRO-01 Ebeye SWRO Plants- Design, Supply, Installation, and Operation of Saltwater Reverse Osmosis (SWRO) potable water facilities on the island of Ebeye located with Kwajalein Atoll in the Republic of the Marshall Islands.

International Competitive Bidding will be conducted in accordance with ADB’s Single-Stage: One- Envelope Bidding procedure and is open to all Bidders from eligible countries as described in the Bidding Document.

The contract will provide two new SWRO treatment trains with a combined capacity of 430,000 US gallons per day (each unit capacity not less than 9000 US gallon/hour) and will comprise: A. B.

Design, supply, install, and commission two new SWRO plants and associated equipment within 48 weeks of signing of the contract. Operation and management of existing and newly installed SWRO treatment trains and ancillary equipment for a period of two years following the issue of Operational Acceptance Certificate for the newly installed SWRO treatment trains and ancillary equipment.
Interested bidders must demonstrate their ability to undertake the above mentioned works and meet the criteria as set out in the Bidding Document including (but not limited to):
Submission of audited balance sheets and income statements or, if not required by the law of the applicant’s country, other financial statements acceptable to the

Employer, for the last three years to demonstrate the current soundness of the applicants financial position. As a minimum, a Bidder's net worth calculated as the difference between total assets and total liabilities should be positive. Minimum average annual turnover of US$ 6.5 million calculated as total certified payments received for contracts in progress or completed, within the last 3 years. Access to, or availability of, financial resources such as liquid assets, unencumbered real assets, lines of credit, and other financial means, other than any contractual advance payments to meet: (1) the following cash-flow requirement for this contract of US$3.25 million, and (2) the overall cash flow requirements for this contract and its current works commitment. Participation as contractor, management contractor, or subcontractor, in at least two (2) contracts within the last five (5) years, each with a value of at least US$2.0 million that have been successfully or are substantially completed and that are similar to the proposed plant and services. Experience in following key activities: (i) Design, installation, and maintenance of saltwater reverse osmosis plants in remote locations. (ii) Supply and installation of saltwater reverse osmosis plants with a freshwater production capacity of between 300,000 and 5,500,000 gallons per day. (iii) Operations and maintenance of saltwater reverse osmosis plants with a freshwater production capacity of between 300,000 and 5,500,000 gallons per day.

Bids must be delivered to the address above on or before 29 October 2015 at 2pm (Marshall Island’s time) together with Bid Securing Declaration as described in the Bidding Document.

Bids will be opened immediately after the deadline for bid submission in the presence of the Bidders’ representatives who choose to attend.
