1. The Republic of Uzbekistan has received financing from the Asian Development Bank (“ADB”) towards the cost of the Amu Bukhara Irrigation System Rehabilitation Project. Part of this financing will be used for payments under the contract named above. 2. The Ministry of Agriculture and Water Resources of the Republic of Uzbekistan, as “the Employer” invites sealed Bids from the eligible Bidders for the construction and completion of Modernization and Rehabilitation of Amu Bukhara Main Irrigation Canal Regulation Structures (“the Works”). The objectives of these works is to increase the water efficiency in the main conveyance canal namely Amu Bukhara Main Canal (ABMC). For this purpose, it is decided to modernize and rehabilitate / reconstruct 36 structures at 10 locations on ABMC. This will reduce the energy consumption by decreasing water losses and supplying more sustained and reliable water to the water consumers. The works to be carried out include the following: replacement of stop logs and manually and electrically operated gates of the structures, repair of concrete lining upstream and downstream rehabilitation / reconstruction and concrete repair works of the structures, cleaning the canals on upstream and downstream of the structures It is estimated that the construction works is about 3 years. 3. International competitive bidding will be conducted in accordance with ADB’s Single Stage-One Envelope Bidding Procedure and is open to all Bidders from eligible countries as described in the Bidding Document. 4. Only eligible bidders with the following key qualifications should participate in this bidding:
Minimum average annual turnover of US $ 5 million (Five million) calculated as total certified payments received for contracts in progress or completed, within the last five (5) years (2010-2014).
Participation in at least one contract that has been successfully or substantially completed within the last 5 years and that is similar to the proposed works, where the value of the Bidder’s participation exceeds US$ 4,000,000 Four Million Dollars or equivalent.
Experience in the last five (5) years (2010-2014) in the following key activities: a) Completion of earthworks production of at least 500,000 cubic meters per year b) Peak earthworks production rate of at least 100,000 cubic meters per month c) Completion of concrete structure works production of at least 2,000 cubic meters per year d) Completion of 700 tons of metal works within one contract
