1. The People’s Republic of China has received a loan from the Asian Development Bank toward the cost of Guangxi Nanning Vocational Education Development Project and it intends to apply part of the proceeds of this loan to payments under Contract named above. Bidding is open to Bidders from eligible source countries of ADB. 2. The Instrimpex International Tendering Co., Ltd (CNIITC, the Procurement Agent), authorized by and on behalf of Nanning Xiangsihu Investment and Development Company (the Purchaser), invites sealed bids from all eligible Bidders for procurement of goods and related services for campus network broadcasting system, intelligent control system of academic lecture hall, stadium sound system, classroom multimedia control system, conference room intelligent control system, teaching video evaluation system, main fiber cabling system and computer center system (Contract No.EH-03). The delivery period is 120 days from contract signature. 3. National Competitive Bidding (NCB) will be conducted in accordance with ADB’s SingleStage One-Envelope procedure and is open to all Bidders from eligible countries as described in the Bidding Document. 4. The attention of prospective Bidders is drawn to the eligibility and conflict of interest provisions under ITB 4 of the Bidding Documents. All Bidders found to have a conflict of interest shall be disqualified.

6. Only eligible Bidders with the following key qualifications should participate in this bidding: 

Domestic bidder should have (i) Certificate Grade II or above Qualification Certificate for Electronic and Intelligent Engineering and （ii） License of Safe Production.



Size of Operation: Average annual turnover over the last three (3) years shall not be less than CNY 15 million.



Contractual Experience: i. The bidder should have experience of system integration or similar contracts for at least three (3) years prior to the applications submission deadline. ii. At least three (3) contracts (Information equipment of network broadcast system, Conference intelligent control system, Video evaluation system, Fiber system, Computer center system, Sound system, installation and related services) successfully completed as supplier within the last five (5) years (2012-2016), each with a value of at least CNY 2 million. Value, nature, and complexity of these contracts should be comparable to the contract to be let.

Financial Position: Soundness of the Bidder’s financial position showing long-term profitability demonstrated through audited annual financial statements (balance sheet, income statement) for the last three years (2014,2015,2016). As a minimum, a Bidder’s net worth calculated as the difference between total assets and total liabilities for each of the three years should be positive.



Cash Flow Capacity: Availability of or access to liquid assets, lines of credit, and other finances sufficient to meet any possible cash flow requirement which may arise during the execution of the contract (This should in appropriate cases also take into account the Bidder’s commitments for other contracts) shall not be less than: CNY 3 million.



All pending claims, arbitration, or other litigation shall represent in total not more than (50%) of the Bidder’s net worth.



Service Commitment: The Bidder shall make a commitment letter to the following services： i. Main service content: Conference, performance, academic reporting activities, sports, open class teaching and other important activities for user.

After receipt of the notification of user, the supplier shall provide on-site service before the event begins, five (5) hours in advance.
