SJT/Water Supply/001: Construction of 2.5 MLD WTP and Water Supply works in Samdrup Jongkhar 29 September 2015, 14:00 hours (local time)
1. The Kingdom of Bhutan has received a loan from Asian Development Bank (ADB) towards the cost of Urban Infrastructure Project. Part of this loan will be used for payments under the contracts for the Construction of 2.5 MLD Water Treatment Plant (WTP) and Water Supply works in Samdrup Jongkhar. Bidding is open to bidders from eligible source countries of ADB. However, a successful bidder is required to register with the Construction Development Board (CDB) of Bhutan before award of contract. 2. Samdrup Jongkhar Thromde, Ministry of Works and Human Settlement, Royal Government of Bhutan (RGoB) (the "Employer") invites sealed bids from eligible bidders for the Construction of 2.5 MLD WTP and Water Supply works. ("the Work"). 3.
Only eligible bidders with following key qualifications may participate in this bidding:
General Construction Experience requirement: 5 years
Financial requirement: Minimum Average Annual Construction Turnover (AACT) of Nu 108 million (USD 1.8 million) in the last three years.
Construction Experience requirement: Participation in at least one Contract that has been successfully or substantially completed within the last five years and that is similar to the proposed work, where the value of Bidder’s participation exceeds Nu 65 million (USD 1.08 million) .
Equipment requirement: (i) Tipper ( minimum 5-8 cum capacity) -3 , (ii) backhoe loader -1, (iii) Hydraulic Excavator ( PC-200) -1 , (iv) Hydraulic Crane (8 Ton) – 1, (v) Vibratory Road Roller ( 8 Ton) -1 , (vi) Water Tanker ( 6000 lts) -1, (vii) Concrete mixer (7/5 cft)2 , (viii) Concrete vibrator- 3, (ix) Batch weighing machine of suitable capacity to suit feeding requirement with concrete mixer for design mix of M30 Grade Concrete – 1, (x) Gas welding equipment and Arc Welding Equipment- one set each, (xi) Dewatering Pump– 2, (xii) Survey Instrument/ Total station ( complete set) – 1 set, (xiii) plate compactor-2
Personnel for the project based requirement: (i) Project Manager with Degree in civil Engineering ( 5 years experience) – 1, (ii)Site Engineer (Water) (Diploma in Civil
Engineering 5 years experience ) 1, (iii) Mechanical Engineer ( Degree/Diploma ) 1, (iv) Electrical Engineer, Diploma in Electrical Engineering-1, (v) Site Supervisor (Diploma in Civil Engineering with sufficient experience in Water Supply-1, (vi) Surveyor (should have completed atleast Certificate Level Course in Surveying) – 1, (vii) Welder-1, (viii) Water Treatment Plant Design Engineer (preferably having a Master's Degree in Water Supply)- 1 ( as per Section 3, Evaluation and Qualification Criteria /personnel) 4. The Procurement will be done through International Competitive Bidding (ICB) in accordance with ADB’s Single-Stage: One-Envelope bidding procedure. 5. To purchase the bidding documents in English by courier, eligible bidders should:
write to address above requesting the bidding documents for "SJT/Water Supply/001" pay a non-refundable fee of Nu 10,000/ or USD 200/- by cash/ (draft in favour of Samdrup Jongkhar Thromde) between 09:00 hours and 16:00 hours on any working day from 10 August 2015 till 28 September 2015 For delivery by courier, send a written application request for delivery of Bidding Document for "SJT/Water Supply/001" by sending a written application to the Project Manager at the address indicated above. The application must include a Post Fee (in addition to cost of the documents) in the form of a Bank Draft in favour of Samdrup Jongkhar Thromde for the amount of USD 220 (deliveries to European Countries) or USD 120 (deliveries to South Asian Countries). The documents will be sent by courier. No liability will be accepted for loss or late delivery
7. A Pre-Bid Meeting will be held on 4 September 2015 at 1500 hrs at the Conference Hall of Samdrup Jongkhar Thromde Office. 8.

To Project Director, Department of Engineering Services (DES), First Floor, Ministry of Works & Human Settlements (MoWHS) New Building, Changlam, Thimphu, Bhutan on or before 14:00 hours on 29 September 2015; together with a Bid Security as described in the Bidding Document..
9. Bids will be opened immediately after the deadline of submission in the presence of representatives who choose to attend.
