July 2017 Dear Colleague, On behalf of the Illinois State Board of Education (ISBE) and the Division of English Language Learning (DELL), I am pleased to share with you DELL’s catalog of professional development activities for the upcoming 2017 – 2018 school year. During the last two years, the DELL website has featured a framework entitled Equitable Access to Educational Excellence: Framing Services for English Learners in Illinois https://www.isbe.net/Pages/Learning-Equitable-Access.aspx. The purpose of this framework is to guide districts in designing comprehensive, research-based services for kindergarten through 12th grade English Learners (ELs) that meet the federal Title VI requirements of equitable and meaningful access to education, as well as state requirements under Illinois School Code Article 14C. The graphic on the front page of this brochure shows the six essential educational practices, taken from the framework, that districts can use to ensure equitable educational access for ELs. The professional learning offerings in this catalog are aligned to these six educational practices. We hope that they will prove to be valuable for teachers and administrators to improve programmatic and instructional services for ELs. ISBE-DELL is sponsoring these professional learning opportunities in conjunction with the Illinois Resource Center (IRC), which has provided statewide professional development to educators serving linguistically and culturally diverse students for nearly forty-five years. The activities are being offered in a variety of formats including workshops, regional institutes and webinars. Each workshop, institute and webinar provides an opportunity for participants to acquire new knowledge, develop innovative skills and sharpen established ones. All of the offerings are eligible for ISBE’s Evidence of Completion for Professional Development and can be counted toward licensure renewal. For your convenience, session locations for these events have been scheduled throughout the state. Professional Development Offerings Since January 1, 2012, the Illinois Resource Center (IRC), a division of The Center: Resources for Teaching and Learning, has been providing professional learning services to our state’s educators through contracts from the Division of English Language Learning (DELL) at the Illinois State Board of Education (ISBE). These professional development opportunities, offered in a variety of formats, are being provided at little or no cost to Illinois school district educators. Multi-district workshops – These workshops (typically full day) will take place generally at different locations throughout the Chicagoland area as well as downstate, including at universities, school districts, community centers and other similar venues. Some workshops will also be offered as a series over time. Regional Institutes – These Regional Institutes will be offered throughout the state in specific areas: Region 1 (Chicago, Cook and collar counties), Region 2 (Northwest Illinois), Region 3 (West Central Illinois), Region 4 (East Central Illinois), Region 5 (Southwest Illinois) and Region 6 (Southeast Illinois) and are outlined on the map on page 3 of this brochure. Participants may register for any Regional Institute of interest, regardless of location. Webinars – These live online presentations on various topics allow participants from a wide geographic area to become familiar with foundational issues, strategies, and resources for the instruction of English Learners (ELs). During the year, webinars will be delivered on various topics including Administrator Academies in conjunction with the Illinois Principals Association. Evidence of Completion of Professional Development are available for all multi-district workshops, Regional Institutes, and webinars. Certificates are issued and distributed to participants at the end of these professional development offerings. Please note that contact hours cannot be adjusted to meet individual needs. Registration – Individuals interested in attending any professional learning event will need to pre-register, as enrollment in all sessions is limited. Please use our eco-friendly online registration process at www.thecenterweb.org/IRC or mail registration forms to the IRC in Arlington Heights. If you are unable to participate once you have registered, please provide at least 72 hours notice so that another person may take your place. Failure to do so may affect your attempt to register for future events.

Special Statewide Events Annual Bilingual Program Directors’ Meeting – The IRC assists the Division of English Language Learning in the coordination of this two-day event designed for TBE/TPI directors. The FY 2018 meeting is scheduled for September 26 and 27, 2017 (Tuesday and Wednesday) at the Pheasant Run, 4051 East Main Street, St. Charles, Illinois 60174. Dr. Maria de Lourdes Serpa, Professor Emeritus, from Lesley College in Cambridge Massachusetts is scheduled to provide a keynote address at this meeting. Additionally, staff from ISBE-DELL and other ISBE divisions, as well as the IRC, will offer presentations. Annual Statewide Summit for Bilingual Parents – This annual event is especially designed for parents who are members of a school district’s Bilingual Parents Advisory Council (BPAC) and parents of English Learners. Attendance by parents at this conference can be used to fulfill one of the training/meeting requirements for a BPAC. Presentations are provided in English and Spanish as well as in other languages. Interpreters are also provided in Arabic, Polish, Cantonese, French, Mandarin, Polish and Urdu and other requested languages. The Thirteenth Annual Statewide Summit for Bilingual Parents is scheduled for Saturday, May 12, 2018, at the Hilton Chicago/Oak Brook Hills Resort and Conference Center, 3500 Midwest Road, Oak Brook, Illinois 60523. More details including registration will be available by early March, 2018.
