October 10, 2016 Division Memorandum No. 112. ,s.2016 REGIONAL FIELD TECHNICAL ASSISTANCE TEAMS (RFTATs) SYNCHRONIZED TECHNICAL ASSISTANCE PROGRESS MONITORING AND EVALUATION To: Assistant Schools Division Superintendent Chief, Education Program Supervisors Education Program Supervisors Public Schools Cluster Supervisors Unit Heads Public Elementary and Secondary School Heads All Others Concerned With reference to Regional Memorandum No.326, s.2016 dated October 3, 2016 this Division announces the conduct of the Regional Field Technical Assistance Teams (RFTATs) Synchronized Technical Assistance Progress Monitoring and Evaluation on October 18, 2016. The RFTAT synchronized TA progress monitoring and evaluation aims to: a. Ensure accountability on the delivery of appropriate and quality instruction among regional and division personnel b. Offer strategic technical assistance among leader and partner schools based on, magnified need for stronger performance and accountability. c. Foster deep understanding of the importance of mandates to ensure that the change that will be effected is cohesive, sustainable and produces result 3.

Immediately after the presentation and discussion of the Division FTA accomplishments and plans of Curriculum Implementation Division (CID) and School Governance and Operations Division (SGOD), the RFTAT together with the Division FTAT shall proceed with the team supervision of identified Leader and Partner Schools in the Division School to School Partnership Program. Parents and stakeholders that support the SSP Program are requested to be present in their respective schools during the visit.

In view of the foregoing, all concerned are enjoined to participate actively in this division undertaking with open mind and heart to significantly support and maintain the atmosphere of TEA governance and Appreciative Inquiry.

Attached is the Program for the conduct of the RFTAT visit, Schedule of the Regional Synchronized FTA Progress Monitoring and Evaluation and the List of Regional Field Technical Assistance Teams as well as the sub- teams to facilitate the SSP activities to be conducted during the time of visit.

The Regional Field Technical Assistance Teams (RFTATs) as the extended arms of the region will conduct a synchronized technical assistance progress monitoring and evaluation at the SDOs on October 13,14 & 18, 2016 SDOs are requested to prepare a 40 — minute power point presentation about Technical Assistance Accomplishments based on DEDP / AIP of each unit (20 minutes- for SGOD and 20 minutes for CID) inclusive of Comparative Analysis (Target vs Accomplishment). Focus Group Discussion (FGD) will be conducted after each presentation for clarification and verification. Each RFTAT member will have a face-to-face interview with the Division Focal persons or Coordinators as scheduled in the attached Activities for the Synchronized Field Technical Assistance Monitoring and Evaluation. The afternoon will be focused on the initial Monitoring and Evaluation of School — to School Partnership Program implementation. SGODs are requested to provide the RFTAT List of Leader Schools and its Partner Schools to choose the school/s to visit. SDOs team will join the RFTAT in the Monitoring and Evaluation of the identified schools. SGOD units are requested to prepare the venue, sound system, laptop, LCD projector and other materials needed in the activities. Transportation of the Division personnel and other expenses incurred in this activity is charged to local funds while the transportation and other expenses of the regional personnel will be charged to regional funds subject to usual auditing and accounting rules. REGIONAL FIELD TECHNICAL ASSISTANCE TEAMS RFTATs 2016 The Regional Field Technical Assistance Teams (RFTATs) are the extended arms of the regional management, reaching out to all Schools Divisions or in some schools as the case maybe. This structure ensure accountability among regional personnel. The Regional management can easily identify who is responsible and accountable for specific division any time. Terms of Reference for Team Leader Team Leader is BEFORE: 1. Coordinate or request the Asst. Team Leader to coordinate with the Division VIA Coordinator and District Supervisors and / or School Heads in the conduct of ETA Visits. 2. Conduct RFTA team meetings/ conferences to plan FTA Visits the synchronized visit and how the activities be done. Assign each team member specific task before, during, and after FTA.visits.
