1. Call to Order/Introductions Chair Linfield called the Technical Committee meeting to order at 9:32 a.m. and asked the members to introduce themselves. 2. Public Participation Chair Linfield asked if anyone from the public would like to address the Committee. No one from the public addressed the Committee and public participation time was closed. 3. Approval of Minutes Mr. White noted that the September minutes should reflect the name change to Ann Arbor Area Transportation Authority/The Ride. Ms. Siddall noted that Mr. MacDonnell attended the represented WCRC at the September meeting. Mr. Cooper made a motion to approve the September minutes. Mr. Otto supported the motion and the minutes were approved. 4. Communications and Announcements Mr. Bombery explained that the State’s new Regional Prosperity Initiative, which seeks to bring Regions across the state into greater alignment, continues to develop and MPOs and other agencies potentially affected continue to explore the affects of realignment. Mr. Bombery also reminded the Committee that the Washtenaw Transportation Forum would be held on November 18 at the UM Hatcher Graduate Library from 4-7pm. 5. Report on WATS Activities Mr. Bombery distributed the director’s report on WATS activities. 6. Old Business There was no old business to discuss. 7. New Business A. 2014 Transportation Improvement Program FY 2014 1st Amendment Mr. Sapkiewicz explained that the 21 amendments to the 2014-2017 TIP include nine additions and two deletions and that the nine new projects add $19,497,000 and delete $559,000. Mr. Sapkiewicz noted that the majority of funds being added to the TIP relate to MDOT projects on US-23 and that the funding sources WATS administers remain constrained. The TIP was evaluated for Environmental Justice (EJ) affects and found that transit projects benefit the EJ 4

populations and that while other construction projects may have a short term negative impact during construction, the long term benefits to the EJ population outweigh the short term impacts. Mr. Sapkiewicz also explained that since MDOT has not adopted the 2014-2017 TIP, the current amendment would technically apply to both the 2011-2014 and 2014-2017 TIPs. Mr. Williams added that the new TIP is at Federal Highways and that is should be approved in the near future. Mr. Cooper asked for a description of the MDOT bridge projects on US-23 and explained that Ann Arbor supports the introduction of transit service in the corridor over increasing lane capacity. Ms. Martin explained that the bridge projects at Six Mile, Eight Mile and N. Territorial upgrade the bridges to current standards, raising the height and widening the span. Ms. Martin added that the US-23 feasibility study calls for an additional lane on US-23 but what type of lane has not been decided at this time. Mr. Cooper stated that additional lanes will cause additional congestion at exits/ramps in Ann Arbor. Mr. Waterman noted the need for non-motorized facilities on the bridges. Mr. Cooper made a motion to approve the amendments to the 2011-2014 and 2014-2017 TIP. Ms. Siddall supported the motion and the amendments were approved. B. 2014 Transportation Improvement Program 2014 Modifications Mr. Sapkiewicz reminded the Committee that administrative modifications are small changes to the TIP that WATS can update for agencies at any time, including changes in year, cost changes under 25% and project description. Mr. Sapkiewicz explained that a list of the administrative modifications was provided for the Committee’s information. C. Reimagining Washtenaw Avenue – Presentation Mr. Vought gave presentation on the Reimagining Washtenaw Avenue project’s progress to date. Mr. Vought explained that the Cities of Ann Arbor and Ypsilanti and Pittsfield and Ypsilanti Townships are updating master plans and zoning ordinance’ to facilitate Reimagine Washtenaw concepts. A copy of Mr. Vought’s presentation is available at the WATS office. 7. Agency Reports A. Ann Arbor Mr. Hutchinson reported that construction on Madison will likely continue into the next construction season and that construction on Packard will conclude in the next couple of weeks.

Mr. Cooper reported that the Ann Arbor City Council final Non-motorized Plan review would be November 22. Mr. Cooper also reported that work on Ann Arbor Station would recommence and that the City would be reviewing its pedestrian crossing ordinance. B. Ann Arbor DDA Ms. Miller reported that repairs to sidewalk trip-hazards has concluded in Downtown Ann Arbor and that the DDA is working on guidelines for projects that could impact the City’s Streetscape. C. The Ride Mr. White reported that the Regional Transit Authority board was meeting today in Ann Arbor and that Ypsilanti Township voted to join The Ride and remain involved in the Urban Core planning initiative. Mr. White also noted that a WALLY meeting is scheduled for October 8. D. City of Chelsea Ms. Linfield had nothing to report. E. Dexter Village Mr. Gronevelt was not present. F. Dexter Township Mr. Michels was not present. G. EMU Mr. Otto had nothing to report. H. Pittsfield Township Mr. Montagno was not present. I.

MDOT Planning

Mr. Williams reported that once the Long Range Transportation Plan is fully reviewed the Transportation Improvement Plan would be approved and that he would announce the approval. Mr. Williams also reported that MDOT is evaluating the potential effects of the Regional Prosperity Initiative on MPOs. 6

Ms. Martin reported that MDOT is concluding construction projects for the season and that the MDOT Traffic Summit would be held October 31. K. Milan Mr. Grostick was not present. L. UM Mr. Dolen was not present. M. Saline Mr. Roubal reported that Saline submitted work on N. Ann Arbor to MDOT. N. SEMCOG Mr. Tumidanski reported that SEMCOG awaits approval of the new TIP and is currently going through the process of amending the TIP. O. WCRC Ms. Siddall reported that repaving projects across the County are wrapping up and the Road Commission is looking at projects for the 2014 construction season including Ann Arbor Saline and Carpenter. Ms. Siddall also reported that WCRC is working with Pittsfield Township on phase two of the Lohr-Textile Greenway. Ms. Siddall also noted the opening on the WCRC Board. P. Non-motorized Mr. Cox introduced the National Association of City Transportation Officials (NACTO) nonmotorized guidelines for the Committee’s benefit and noted that ASHTO recommends considering the body work. Q. Ypsilanti Mr. Kirton reported that work on Grove concluded and that Ypsilanti is evaluating a road-diet on Michigan Ave into Ypsilanti. R. Ypsilanti Township 7

Mr. Waterman also reported that an education campaign is underway to transform the hand signal for a righthand-turn to extending the right hand rather than raising the left hand. V. Senior Ms. Jamnick had nothing to report. W. FHWA Mr. Pickard was not present. 9. Adjournment Mr. Otto made a motion to adjourn the meeting. To comply with the Southeast Michigan Council of Government’s (SEMCOG) schedule, WATS distributed the draft FY 2014-2015 Unified Planning Work Program at the December Policy Committee meeting. This document will be included as a component to the SEMCOG’s UPWP. WATS Non-motorized and Transit Federal Funding Evaluation

Background The annual Obligation Report lists and evaluates all of the federal obligated projects that occurred in the previous fiscal year. In the FY 2013 Obligation Report you can find a list of the $46.2 million federal funded improvements. In late 2009, the WATS Policy Committee approved federal funding policies originally recommended as part of the 2006 Non-motorized plan and approved a process to prioritize and track the federal funding expenditures of non-motorized and transit investments. WATS tracks, as part of the annual Obligation Report, the investment of federal funds administered by WATS’ Policy Committee including Surface Transportation Fund Urban (STU), National Highway Performance Program (NHPP), Surface Transportation Fund Rural (STL), and Transportation Economic Development Fund D (EDDF). The adopted policies for tracking federal funds are as follows: 1. The percentages establish priorities and are not a set-aside. 2. WATS will count all non-motorized improvements meeting American Association of State Highway Transportation Officials (AASHTO) guidelines providing a dedicated non-motorized facility towards the percentages with the following considerations: a. WATS will allocate transit sponsored improvements at public transit stops 100% to transit for mode target tracking. b. WATS will track funds spent on non-motorized improvements that provide access to transit by splitting 50% of the cost of the non-motorized improvements towards the non-motorized percentage and 50% towards the transit percentage. 3. WATS will track the cost of construction or reconstruction of in-road non-motorized improvements such as bike lanes at a prorated share of the width of the road. WATS will allocate only the cost of striping if the conversion does not include any rehabilitation or reconstruction. 4. WATS staff will track the expenditure of federal funds for non-motorized and transit supportive improvements as part of the Annual List of Obligated Projects. WATS will complete a review of how the Agency has met the mode percentages after the conclusion of each federal transportation reauthorization. Information In 2010, WATS collected data on non-motorized expenditures but was unable to collect a complete set of data from transportation agencies. In 2011, WATS assembled a more complete list of non-motorized expenditures. With the additional evaluations in FY 2012 and 2013, this is the first complete three-year report on the goals. The results are below:

In the FY 2011-2013 timeframe WATS achieved the target of spending at least 10% each on nonmotorized but fell short of the transit target. The federal funding policies state that WATS shall evaluate the expenditures in relation to the targets. Expect a more thorough evaluation in the next few months. The preliminary discussions will begin at the Federal Aid Committee level in January.
