Scope of Guidelines Application This is an amendment to the existing JCNC DevDravya Policy



Enhancements described in this document are to improve the policy based on about 9 years of experience in JCNC’s DevDravya fund operations Community feedback received at JCNC’s June 29, 2009 Town Hall Meeting was considered by the committee

 

Only the donation collected during or from all Digämbar & Shwetämbar-Murtipujak religious ceremonies relating only to Tirthankar Bhagawän Murtipujak religious ceremonies include: Shwetämbar-Murtipujak Tirthankar Pujäs Digämbar-Murtipujak Tirthankar Pujäs Ärati, Mangal Divo Shänti-kalash Shanti Viddhän Ängi Ceremony Sapanä ceremony Any other religious activity conducted in front of Tirthankar Bhagwän according to Digämbar- & Shwetämbar- Murtipujak traditions Page-3

General Definitions

DevDravya according to Murtipujak traditions



Any monetary or other items renounced in front of Tirthankar Bhagvan or in the name of Tirthankar Bhagvan both inside and outside the temple Bolee (committed amounts) made to secure the benefit of performing Tirthankar rituals Deposits made in the Bhandar in front of Tirthankar

Utilization of DevDravya Funds



DevDravya is those proceeds that a Jain layperson has renounced in front of or in the name of the Tirthankar To be used only for the Tirthankar temple and Tirthankar Pratimaji related items Not to be used and/or consumption (Bhog and Upabhoga) that directly or indirectly benefit a Jain follower Not to be used for Pujä items, education, food and Jiv Däyä or transferred to other funds

  

Mun



Mun is a flexible unit used in Jain tradition for donations, Bolees and other pledges This is typically translated to some currency or monetary denomination using certain formula as determined by the concerned Jain Sangh

 

General Fund

The General Fund (Sädhäran) is a flexible fund that is used by the Jain Sangh for the general well being of the Sangh, its assets and its supporting activities

JCNC DevDravya Collection Guidelines For all Murtipujak religious ceremonies:



Donations in Mun only Mun distribution formula to be communicated to JCNC members through all available means - email, newsletter, notice board, etc. Mun distribution formula NOT TO BE discussed in front of Tirthankar Pratima or a place where Murtipujak religious ceremonies are conducted

  

Mun Formula for Funds Allocation

 

A Mun will be for $1 and it will have two (2) components:

JCNC DevDravya Mun with a value of $0.10 Donor Choice Mun with a value of $0.90



JCNC DevDravya Mun is fixed - this portion allows benefit of performing rituals and it will be designated to JCNC DevDravya Fund only



Donor Choice Mun will be allocated according to donor specified percent allocation between DevDravya Fund and General Fund



When Donor Choice for funds allocation is not available for any reason, o o

90% of Donor Choice Mun donation allocated to General Fund 10% of Donor Choice Mun donation allocated to JCNC DevDravya Fund

JCNC DevDravya Funds will be deployed strictly according to JCNC’s DevDravya Fund Utilization Guidelines Page-5

JCNC DevDravya Collection Guidelines 

Funds from Bhandar in front of Tirthankar Pratima will be 100% JCNC DevDravya



Funds from Arti Thali collected during Arti in front of Tirthankar Pratima of will be 100% JCNC DevDravya



Funds collected during Murtipujak ceremonies NOT involving Tirthankar Bhagwan may be 100% General Fund



Funds collected during ceremonies in traditions other than Murtipujak traditions may be 100% General Fund



Location of Bhandars in Jain Bhawan Religious Area Rung Mandap: 

A large Bhandar in front of Ghabara in the middle and designate & label this bhandar as “JCNC DEVDRAVYA FUNDS ONLY”



Bhandars placed else where may be designated and labeled General Fund

JCNC DevDravya Disbursement Guidelines – 1/2 DevDravya Funds may be used anywhere in the world for:

 

Construction, transportation, installation, expansion, restoration, renovation, improvement and maintenance of Tirthankar Pratimajis, religious area structure, all artifacts relating to Tirthankars and their Pratimajis such as Ängi, Chakshu, Abhamandal, Chhatra, and Chitrapat, and pictures depicting events of Tirthankar’s lives and Jain religious places



Building new Tirthankar temples or any non-residential Jain religious/ spiritual place where the Thirthankar message is preached and practiced o Any of the 5 Jain traditions supported by JCNC o If the religious/spiritual place has PratimaJis, it must include at least one Tirthankar Pratima as the main Pratima (like Jain Bhawan)



Prorated expenses relating to security, insurance and property taxes of the Jan Bhawan religious area (2nd floor) o Current prorated DevDravya allocation: 25% o 10% of Jain Bhawan cleaning charges may be charged to DevDravya



Borrowing from JCNC DevDravya fund (as a last resort) o JCNC Board may decide to extend loan from JCNC DevDravya to JCNC and other JAINA recognized Jain Centers in North America o

Limited to $50,000 for 2 years

The borrowing should be of a temporary nature subject to prevailing interest rate Any interest and other income earned from the funds borrowed from DevDravya fund shall be allocated back to the DevDravya fund Page-7

JCNC DevDravya Disbursement Guidelines – 2/2 Disbursement Limits 75% of JCNC DevDravya Funds reserved for JCNC

 

Disbursement from reserved JCNC DevDravya fund to other Jain Centers in North America Only after the reserved fund exceeds $1,000,000 and JCNC needs have been met Only organizations that support multi-tradition operation and follow JCNC DevDravya guidelines

Disbursement to organizations other than JCNC

 

Limited to 50% of DevDravya funds collected in JCNC’s previous fiscal year and subject to following restrictions: Within North America: up to 10% of total JCNC DevDravya fund limited to $25k Outside of No. America: up to 2% of total JCNC DevDravya fund limited to $5k o

Example-1: Total JCNC DevDravya Fund: $200,000 Reserved for JCNC: $150,000 Max. disbursement to non-NA org: $4,000 Max. disbursement to NA org: $20,000

Example-2: Total JCNC DevDravya Fund: $1,000,000 Reserved for JCNC: $750,000 Max. disbursement to non-NA org: $4,000 Max. disbursement to NA org: $20,000

Operating Expenses Charged to DevDravya 

Security, insurance and property taxes: expenses prorated to Jain Bhawan religious area (2nd floor)  Current prorated DevDravya allocation: 25%



Cleaning Charges: 10% of Jain Bhawan cleaning charges



Maintenance Charges: expenses actually occurred in religious area (2nd floor)  Y2001-2007 DevDravya allocation: 15%



Janitorial Supplies and Charges: NO allocation to DevDravya funds



Kitchen Expenses: All expenses (utilities, food material, etc.) charged to SwamiVatsalya funds and NOT to DevDravya
