Jharkhand State Livelihoods Promotion Society (JSLPS) About NRLM In a break from tradition, the Government of India has created a new program that will change how national ministries, state governments, the private sector, banks, and the poor approach this seemingly intractable problem. The new National Rural Livelihoods Mission will reach down to the household level to support the formation of institutions of the poor and the aggregation of those institutions beyond the community level. The institutions and their aggregate federations will form an institutional platform— from the self- help group to the district—with the scope and scale to leverage resources from the public and private sector and to interact favorably with markets. These platforms create an ecosystem for innovation where the poor work together and with external agents to identify problems and design solutions. They create the collective space for the poor—who have been reduced to living hand- to- mouth—to save, build assets, adopt new livelihoods, and see new opportunities for themselves and their families. The platforms also provide the organization of consumers and producers that help the private sector see the poor for what they are—one of the largest, most vibrant untapped markets for commerce.

JSLPS, under the aegis of Rural Development Department, Government of Jharkhand is an autonomous society registered under the Societies Registration Act, 1860. It is mandated to promote livelihoods amongst disadvantaged communities across the state to reduce the rural poverty. Over the years, the Society has brought in innovative strategies and interventions for the promotion of livelihoods of rural poor in Jharkhand. JSLPS is the nodal agency for implementation of Deen Dayal Antyoday Yojana – National Rural Livelihood Mission (DAY-NRLM) in the state. please visit www.jslps.in. Programme : DAY – NRLM State Level FTE Positions 1. Programme Manager-Procurement Job Description The person would be responsible for preparing Annual Plan for procurement of Goods, Works & Services required, designing of tender documents including Expressions of Interest (EoIs), Request for Proposals (RFPs) etc. S/he will look after contract negotiations and appointment of agency according to NRLM procurement principles. S/he will also oversee the entire procurement process including coordination with experts for technical evaluation, conducting financial evaluation, negotiation with preferred bidders etc. S/he will assist SPMProcurement in prioritizing, assigning, supervising and reviewing procurement work within organization. S/he will work with the District and Block team on procurement related matter and provide training to the staff on Procurement issues.

Post - 1(UR) Qualification: The person should be a Chartered Accountant or B.Tech. or having 2 years full time regular Post Graduate Degree in Commerce or Economics. Experience: 6 years of relevant work experience in Government/development project. Should have sound concept of World Bank procurement policy. 4. Program Executive - Partner Support (MKSP) Job Description The person will be assisting domain lead/deputy lead (SPM/PM) in executing assigned responsibilities. S/he will be responsible for coordinate with different stakeholders for capacity building programme at district and block levels, helping to conduct capacity building programmes organised by the partner agencies, extending support in preparation of project documents, progress reports, meeting minute, budgets etc by the partner agencies and MKSP unit itself, facilitating study, field visit, and compilation of documents, supporting SMMU team of MKSP in executing administrative functions; maintaining data base, facilitating project appraisal including field appraisal; coordinating with different stakeholder for convergence related initiative. Program Executive- HR Job Description The person will support thematic lead/deputy lead (SPM/PM) in executing assigned responsibilities, maintain necessary documentation, collection of relevant thematic data/ information, conducting analysis of information, coordinating studies, compiling progress and other periodic reports, managing communication with external agencies/stakeholders, dealing administrative issues and maintaining records of the unit. 8. Program Executive – Monitoring & Evaluation Job description Support thematic Managers (SPM & PMs) in executing their thematic responsibilities. Accurate and timely settlement of Staff travel, communication allowances, petty cash & consultant etc. with due considerations to deductions (advances, loans, taxes). 2.
