ORGANIZATIONAL CONTEXT The United Nations Industrial Development Organization (UNIDO) is the specialized agency of United Nations that promotes industrial development and poverty reduction, inclusive globalization and environmental sustainability. The mandate of UNIDO is to promote and accelerate inclusive and sustainable industrial development in developing countries and economies in transition. The Programme Development and Technical Cooperation Division (PTC) is primarily responsible for providing capacity development support and technical cooperation services to enhance the capabilities of developing countries and transition economies to process their agriculture-based raw materials, participate in international trade flows for manufactured goods, increase investment and technology flows, and develop entrepreneurship, while also promoting environmentally sustainable production techniques, developing renewable and rural energy for productive use, increasing energy efficiency, and supporting the implementation of major multilateral environmental agreements. In doing so, the Division develops, implements and monitors sectoral, cross- sectoral and thematic programs and projects and provides technical advisory and institutional and human capacity-building services. PROJECT CONTEXT Project: "Enhancement of regional trade capacities in food through harmonized regional conformity assessment and food safety systems" UNIDO has developed in consultation with the League of Arab States (LAS), Arab Industrial Development and Mining Organization (AIDMO) and the Arab Organization for Agricultural Development (AOAD) a technical assistance to support the regional efforts, coordinated by LAS, AIDMO and AOAD, aiming at achieving regional integration, harmonization and effective coordination in food safety ensuring compliance with international trade rules and regulations (TBT and SPS agreements) The development goal is to facilitate regional trade in food and regional integration through strengthening the regional coordination and harmonization mechanisms on conformity assessment and food safety systems following international best practices (TBT & SPS). 1

The project is designed to ensure the achievement of the following two main outcomes: Outcome 1: LAS, AIDMO and AOAD technical and regional coordination capacities strengthened for the planning, implementation and management of a harmonized regional food safety program within the framework of the Regional Strategy. Outcome 2: LAS, AIDMO and AOAD member countries improve their national food safety systems following regionally harmonized policies. Duties: The International Expert on Quality Infrastructure and Standards Setting will be working under the direct supervision of the UNIDO Project Manager, the Chief Technical Advisor (CTA) in close coordination with the Director General of the Arab Industrial Development and Mining Organization (AIDMO) in Rabat Morocco. The expert is expected to perform the following duties: Concrete/ measurable Outputs to be achieved

MAIN DUTIES Review, familiarize and assess the current mandate, strategies, programmes and work plans of the Arab Standards Body (ASB) at AIDMO. Compare these findings with that of the Arab QI Regional Strategy prepared with the support of UNIDO and identify gaps and shortcomings.

Documents reviewed, familiarized and compared with those of the Arab QI strategy

Conduct a needs assessment of the Standardization and Metrology Centre (SMC) and suggest set of recommendations for improvement. Provide the technical support and critical inputs to AIDMO for the effective reporting on the implementation of the Arab Regional QI strategy

Assess and evaluate the current system and procedures for the standard setting and provide technical recommendations for improvement Assess and evaluate the food standards setting in specific and cross-check this with the mandate of other organizations, in the region, working in the same area, such as the Codex, AOAD etc. Provide the technical support to AIDMO and the SMC in implementing and improving annual work plans in QI related matters Coordinate with other experts involved with the SAFE project and specifically those working on the assessment of the regional TBT/SPS structure and provide inputs to their work when it comes to AIDMO standards-setting system 2

MAIN DUTIES Coach and supervise the team at the SMC and provide the necessary training and coaching on the QI-related scope Provide progress report on monthly basis to UNIDO PM and AIDMO DG Prepare final report, including recommendation, way forward and sustainability plan.

MINIMUM ORGANIZATIONAL REQUIREMENTS Education: Advance University degree in Natural Sciences, or other relevant disciplines Technical and Functional Experience: Minimum 10 years of similar or related experience, in areas of Standards Development, Quality Infrastructure within a regional context and to enhance trade within that region. Ability to work under pressure and to meet tight deadlines is preferred. Knowledge and experience of work with UN constituents and knowledge of UN procedures would be an asset.
