DEFINITION Under general supervision of the Director of Athletics & Leisure Services, responsible for planning, organizing, implementing, coordinating and supervising the services of the City's state-licensed preschool program; facilitates and oversees the preschool program in accordance with licensing requirements, Nevada Revised Statues (NRS) regulations, Nevada Administrative Code (NAC), policies and procedures.

ESSENTIAL JOB FUNCTIONS AND RESPONSIBILITIES: (Essential functions are those functions that the individual who holds the position must be able to perform unaided or with the assistance of reasonable accommodations.)

1. Serve as a representative of the City of Mesquite, demonstrating a positive attitude and progressive actions through the display of professionalism, courtesy, and appropriate tact and discretion in all interactions with other employees and with the public. 2. Supervises daily operations and staff of the preschool program in compliance with NRS, NAC, licensing requirements, department policies and other state/city requirements. 3. Develops and implements program operating policies and activities; oversees the preschool's educational programs and activities. 4. Ensures that the program and staff conform to federal, state and local rules, regulations and licensing requirements, working on and securing grants for programs and funding for programs. 5. Maintains accurate records for children enrolled in the program; maintains appropriate files; orders and maintains childcare supplies and equipment. 6. Plans and implements program curriculum; confers with parents on a regular basis to discuss the development of children. 7. Coordinates with and assists recreation center staff with registration, waiting lists and scheduling. 8. Assists in the annual program budget development and maintenance; develops cost estimates for future program needs. 9. Ensures safety regulations; recognizes, reports and resolves unsafe conditions, accidents, conditions and security issues. 10. Provides resources to staff regarding child development; maintains staffing and monitors staff training requirements in accordance with NRS. 11. May be required to submit work orders. 12. Be dependable and meet acceptable attendance requirements at all times. 13. Follow all applicable safety rules and regulations.

Protect confidential information by preventing unauthorized release, both verbal and/or in writing. Attend various meetings in the absence of the Recreation and Parks Director. Preparation and typing of press releases pertaining to activities by the department as needed. Perform other related duties as assigned.

QUALIFICATIONS: The degree of knowledge and ability as outlined under this section is that which is necessary to satisfactory perform the essential functions of this position.

Knowledge, Skills and Abilities: •





Knowledge of applicable federal, state and local laws, child care licensing regulations, codes, NRS and NAC; supervisory principles; early childhood development principles and practices; records maintenance principles and practices. Skills in interpreting and applying City policies and State licensing regulations; effectively supervising operations; promoting and enforcing safe work practices; excellent written and oral communication; developing, recommending, implementing and monitoring policies, procedures and work flow; design and implementation of appropriate lesson plans and learning resources. Ability to use initiative and independent judgment within established procedural guidelines; communicate effectively; establish and maintain effective working relationships with those contacted in the course of work.

Experience, Education & Training: Any equivalent combination of training, education and experience which provides the individual with the required knowledge, skills, and abilities to perform the job. A typical way to obtain the required knowledge and abilities would be:

Education and Experience: High school diploma or G.E.D equivalent. Associate degree from an accredited college with major in Child Development, Education or closely related field with at least six (6) semester hours in child development, child psychology or education; or a current Child Development Associate Credential (CDA), and five (5) years experience working with children including two (2) years of administrative or supervisory experience associated with a childcare center or preschool; or equivalent combination of training, education, and experience. Bachelor’s Degree from an accredited college with a major in Child Development, Education, Early Childhood, or closely retaliated field preferred. • • • •

Special Requirements, Licenses, and Certificates: Per NAC 432A.300, must be 21 years old at time of application. Must possess and maintain a valid Nevada or "border state" driver's license, as defined by NRS 483. Possession of a current American Red Cross Cardio Pulmonary Resuscitation (CPR) and Automated External Defibrillator (AED), OR equivalent, or the ability to obtain within three (3) months of hire. Child Development Associate Credential (CDA). All required licenses and certificates, as mandated by state and federal laws, or as required herein, must be obtained and potentially maintained at incumbent's expense.



Residency Requirement: Must reside within fifteen (15) miles of the City of Mesquite, and shall not cease to reside within fifteen (15) miles of the City of Mesquite during his/her employment by the City; TL14 CBA Article 39.1 TL14 MOU dated July 01, 2017.

WORKING CONDITIONS: Work is performed under the following conditions: Duties require sufficient mobility to work in a typical classroom setting and use standard office equipment; sustained posture in a seated position for prolonged periods of time; vision to read printed materials and a VDT screen, and hearing and speech to communicate in person or over the telephone. Physical exertion is present due to occasional bending, twisting, reaching, standing, walking and stooping. Must be able to handle stressful situations and must carry/lift/push or pull loads of up to 25lbs.

Position is considered safety sensitive and is subject to drug testing.
