1. Object of the Assignment The overall objective of this assignment is to strengthen the capacity of Ministry of Natural Resources and Environmental Conservation officials of One Map Project from different Ministries, Departments and Agencies to develop and extend the development of Information Portal and spatial information system for improving the land use management in Myanmar including applying relevant social safeguards as part of the process. The specific objectives are:   

Complete LULC and draft LMP of Bago Region Replicate LULC and draft LMP for a Second State / Region Prepare an Atlas and guide book on the land use planning process

2. Main Tasks 1) Complete LULC and draft LMP of Bago Region: Conclude the land use land cover mapping and draft land management plan for Bago region; extraction information (from existing Rapid-eye imagery) for Pyay district and integrate with that of the other three districts already completed under the previous pilot to prepare: a) Bago Region Land Inventory 2) Bago Region Draft Land management Plan. Conduct an effective ground truthing and consultation process at the village tract and district level for field verification and local participatory involvement in the plan for selected village tracts and b) present planning and land inventory results at the district and state level to all government staff responsible for planning and development. With use of drone technology, capture orthophotographs of selected village tracts and develop the draft land management plan inclusive of feedback and amendments obtained from communities at the village tract level as proposed by (MONREC) and the Onemap Myanmar project.

2) Replicate LULC and draft LMP for a Second State / Region. Using existing Rapideye data acquired by MOECAF in 2014 for a national land inventory, replicate the land management planning process used in Bago for a second region / state in Myanmar (to be selected by DG (MONREC) that includes a much wider and more complex variety of land management planning situations than those in Bago. Propose and assist (MONREC) implement a faster technical approach to the conversion of large quantities of image data into user ready land use maps, tables, statistics and the production of derived land management plans 3) With participation of (MONREC), design and prepare an atlas and guide book on the land use planning process including participatory ground trusting and consultation for a selected state or district 1) Capacity building of MONREC staff on land use inventory and zonation process to build technical capacity to produce land use maps as well as building capacity in dialogue with different government departments as well as with land users. 2) Capacity building of MONREC staff to work alongside key CSO actors and engage with local stakeholders at district and village level to verify land use mapping data and seek feedback on social impact and implications of proposed land use guides. 3. Qualification and Experiences 1. Land Management Expert        

Master’s degree or PhD in Land Management, Land survey, Areal mapping or a related field; Minimum 10 years of specific professional experience in the area of land management/land mapping/data extraction of satellite and drone-sources imagery; Experience in providing similar technical assistance in developing land management in Myanmar or other countries; Experience in providing strategic advice for drafting land management planning and policies; imagery; Experience in providing similar technical assistance in developing land management in Myanmar or other countries; Experience in providing strategic advice for drafting land management planning and policies; Experience in providing training in the areas of land reforms, land management and land mapping system; Fluent in English language.

2. Social Impact Expert  

Master’s degree or PHD in Sociology, Social anthology, Public Administration, Development Studies, statistics or a related field; At least 10 year’s professional experience in social/community development projects

Experience of conducting impacts assessment, Experience in evaluating social/community development projects and related component such land issues, home replacements, village planning, living, health and education. Extensive experience in the land reforms identification and design of livelihood programmes and fragile state contexts. Fluent in English language.

3. Communication Expert (Social Fields)     

A bachelor degree or 10 years of relevant working experience in a communication or social relation field; Relevant Work experience with a demonstrable ability to undertake analytical reviews and provide action-oriented support in the area of land management and relevant social impacts areas; Strong coordination, facilitation, and relationship management skills, with experience and proven expertise in facilitating for a, conference, workshops, and media events; Minimum 10 years of experience working in the areas of journalism and media related field; Excellent report writing and communication skills in English and Myanmar.
