RULES

1.1

The regatta will be governed by the following (in order of increasing precedence):

1.1.1

USCG Navigation Rules, International-Inland.

1.1.2

The rules as defined in The Racing Rules of Sailing, except as any of these are modified by the Notice of Race or Sailing Instructions.

1.1.3

The Notice of Race and any amendments.

1.1.4

The Sailing Instructions and any amendments.

1.1.5

US Sailing Prescriptions Rule 82 shall not apply to this event.

1.2

Racing yachts encountering non-racing craft shall conform to the USCG Navigation Rules. No vessel has right of way over a large ship in the channel (USCG Navigational Rule 9). Interference with such deep draft vessels will be grounds for disqualification.

1.3

The following rules apply to Class 1, Martin 16:

1.3.1

For the safety of competitors and equipment all sailors are required to have a companion sailor onboard. The companion sailor may perform any duties that will support the sailor in developing their race and sailing skills or assist those with limited physical abilities. The sailor shall have the authority to determine what assistance is provided.

1.3.2

Sailors may provide their own companion sailor or accept one assigned by Challenged Sailors San Diego (CSSD). It is intended that the same companion will be assigned for both days, but the organizing authority reserves the right for CSSD to change the assignments. The assignment of a companion sailor shall not be grounds for redress.

1.3.3

Assignment of specific boats to sailors will be made by CSSD and shall not be grounds for redress. Within the limitations of specific boat configurations being needed by specific sailors, the intent is to change to different boats on the second day.

1.3.4

The helmsperson and crew / sailing companion must remain seated while racing, except to effect a repair, clear fouled lines or kelp, or for reasons of safety. If the boat gains a significant advantage while the helmsperson or crew is not seated she must take a One-Turn Penalty in accordance with paragraph 12.

1.3.5

The boat may use a main sail and a jib sail. The use of a spinnaker is not allowed.

1.3.6

No device may be used to wing the jib.

1.3.7

All sailors and companion sailors must wear USCG approved personal flotation devices at all times when underway, except for brief periods while adding or removing clothing.

NOTICES TO COMPETITORS Notices to competitors will be posted on the Challenged Sailors San Diego website (http://www.challengedsailors.org/dash-to-chula-vista-2015.html).

CHANGES TO SAILING INSTRUCTIONS There will be a Skippers meeting at 10:00 on April 18 at Sunroad Marina and at 11:00 on April 19 at Coronado Yacht Club. Any written changes to the SI will be available at that time. Oral changes to the SI on the water will be announced by VHF radio (see paragraph 27).

THE COURSES

8.1

The courses for each race shall be as follows.

8.1.1

Race 1 START Pass SD 22, leaving it to Port Pass SD 22A, leaving it to Starboard Pass bridge pier 17 (approximate position 32º 41.31’N 117º 09.27’W), leaving it to Starboard Pass GB 1, leaving it to Port Pass GB 2, leaving it to Starboard Pass GB 8, leaving it to Starboard Pass ”Diver” buoy (large orange tetrahedron in NW corner of Glorietta Bay), leaving it to Starboard FINISH ~4.1 NM

8.1.2

Race 2 START Pass ”Diver” buoy (large orange tetrahedron in NW corner of Glorietta Bay), leaving it to Port Pass GB 8, leaving it to Port Pass GB 2, leaving it to Port Pass GB 1, leaving it to Starboard Pass bridge pier 17 (approximate position 32º 41.31’N 117º 09.27’W), leaving it to Port Pass SD 22A, leaving it to Port Pass SD 22, leaving it to Starboard FINISH ~4.1 NM

All participants are reminded that it is the obligation of the skipper to consult current charts for navigation.

MARKS

9.1

Marks beginning with "SD" are San Diego Harbor channel buoys. Marks beginning with “GB” mark the entrance channel to or are in Glorietta Bay.

9.2

No marks are rounding marks.

9.3

For race 1, the starting mark shall be Fleet Mooring Buoy 19 (FM19) at approximate position 32° 43.28’N 117° 11.42’W. The finishing mark shall be an orange flag about 50 yards SW of the race committee station on the Coronado Yacht Club dock.

9.5

For race 2, the starting mark shall be an orange flag about 50 yards SW of the race committee station on the Coronado Yacht Club dock. The finishing mark shall be Fleet Mooring Buoy 19 (FM19) at approximate position 32° 43.28’N 117° 11.42’W.

AREAS THAT ARE OBSTRUCTIONS

10.1

All bridge structures and channel marks/buoys that are not racing marks are designated as obstructions.

THE START

11.1

Races will be started by using RRS rule 26.

11.2

For race 1, the starting line will be between a staff displaying an orange flag on the race committee boat at the port end and the course side of the starboard-end starting mark (see 9.4)..

11.3

For race 2, the starting line will be between a red and white barber pole at the race committee station at the Coronado Yacht Club dock and the starting mark (see 9.5).

11.4

A boat starting later than 10 minutes after her starting signal will be scored Did Not Start without a hearing. This changes rule A4.

THE FINISH

13.1

For race 1, the finishing line will be between a red and white barber pole at the race committee station at the Coronado Yacht Club dock and the finishing mark (see 9.4).

13.2

For race 2, the finishing line will be between a staff displaying an orange flag on the committee boat at the starboard end and the course side of the port-end finishing mark (see 9.5).

13.3

If the race committee is absent when a boat finishes, she should report her finishing time, and her position in relation to nearby boats, to the race committee at the first reasonable opportunity.

PENALTY SYSTEM

14.1

For all classes, rule 44.1 is changed so that the Two-Turns Penalty is replaced by the One-Turn Penalty, unless the incident occurred within the zone of any mark, in which case the boat may take a Two-Turns Penalty in accordance with RRS 44.2.

15

TIME LIMITS

15.1

Time limits are as follows: Class Time limit Martin 16 15:00 If no boat has finished within the time limit the race will be abandoned. Failure to meet the time limit will not be grounds for redress. This changes rule 62.1(a).

15.2

Boats failing to finish within one hour after the first boat sails the course and finishes will be scored Did Not Finish without a hearing. This changes rules 35, A4 and A5.

16

PROTESTS AND REQUESTS FOR REDRESS

16.1

Protest forms are available on the Challenged Sailors San Diego website (http://www.challengedsailors.org/dash-to-chula-vista-2015.html) or from a member of the race committee. Protests and requests for redress or reopening shall be delivered to a race committee member within the appropriate time limit.

16.2

For each class, the protest time limit is 60 minutes after the last boat has finished the last race of the day or the race committee signals no more racing today, whichever is later.

16.3

Notices will be announced no later than 30 minutes after the protest time limit to inform competitors of hearings in which they are parties or named as witnesses. Hearings will be held at California Yacht Marina (Saturday) or Sunroad Marina (Sunday) beginning at the time announced.

16.4

Notices of protests by the race committee or protest committee will be announced to inform boats under rule 61.1(b).

On the last scheduled day of racing a request for reopening a hearing shall be delivered (a)

within the protest time limit if the requesting party was informed of the decision on the previous day;

(b)

no later than 30 minutes after the requesting party was informed of the decision on that day.

This changes rule 66. 16.8

On the last scheduled day of racing a request for redress based on a protest committee decision shall be delivered no later than 30 minutes after the decision was announced. This changes rule 62.2.

SCORING The Scoring System will be Low Point System (RRS Appendix A). No races will be excluded. One race is required to be completed to constitute a series.

18

SAFETY REGULATIONS

18.1

Check-in

18.1.1

For race 1, boats shall check in with the RC by sailing past the stern of the committee boat in the starting area prior to the WARNING signal, hailing the race committee and receiving an acknowledgement.

18.1.2

For race 2, boats shall check in for the race by sailing past the committee station on the dock at Coronado Yacht Club, hailing the race committee and receiving an acknowledgement.

18.2

A boat that retires from a race shall notify the race committee as soon as possible by VHF radio or in person.

19

REPLACEMENT OF CREW OR EQUIPMENT

19.1

Substitution of companion sailors may be done at the discretion of the race committee.

19.2

Substitution of damaged or lost equipment will be allowed if authorized by the race committee. Requests for substitution shall be made to the committee at the first reasonable opportunity.

TRASH DISPOSAL All trash and refuse shall be retained on board the boat until deposited in appropriate receptacles at the end of the race.

RADIO COMMUNICATION Except in an emergency or required for safety, a boat shall neither make radio transmissions while racing nor receive radio communications not available to all boats. This restriction also applies to mobile telephones. The race committee and chase boat(s) will monitor VHF Ch. 69 and make any necessary safety announcements on that channel. If possible, all boats should monitor this channel at all times while underway.

PRIZES Prizes will be awarded to the competitors with the top 3 series scores.

DISCLAIMER OF LIABILITY Competitors participate in the regatta entirely at their own risk. See RRS rule 4, Decision to race. The organizing authority will not accept any liability for material damage or personal injury or death sustained in conjunction with or prior to, during, or after the regatta.

INSURANCE In order to comply with Challenged Sailors San Diego’s insurance policy, all sailors and companion sailors are required to complete and sign the standard Challenged Sailors San Diego waiver and information documents (within one year preceding the regatta), which will be made available upon entry and at registration.
