Minutes of the Lochardil and Drummond Community Council Meeting Held in PE Classroom, Community Wing, Inverness Royal Academy, on Monday 21 November 2016. Present: Maria De La Torre (Chair), Mairi Macdonald (Secretary), Councillor Fraser Parr, Councillor Alasdair Christie, Susan Mathieson, Steve Rowan, , John Darcy, Attending: Charles Stephen, Ward Manager and one member of the public. 1. Apologies: Councillor Jean Slater, Councillor Norrie Donald, Colin Craig, John Callaghan. 2. Minutes of Meeting 26 September 2016 have been previously circulated. Adoption of the minutes proposed by John Darcy, seconded by Maria De La Torre and unanimously approved. 3. Police Business. Unfortunately there was no Police presence at the meeting. Charles Stephen noted that this had been two consecutive meetings without an Officer present and offered to pass this on the Area Commander. PC Boundy emailed the secretary following the meeting and offered his apologies. He sent the beat report and it read as follows: The total number of calls for the area was 99 for October 2016, last month was 106 calls. . Again the vast majority of these calls were advice, alarm activations and calls logged in relation to taxi/licensing applications, medical matters, lost/found property and curfew/bail checks. Public Protection: No public protection matters. Road Safety: 1 RTC of minor nature. 3 Fixed penalty notices issued for mobile phone and speeding offences. 1 drink driver caught. Primary school given attention regarding allegations of nuisance parking. Anti –Social Behaviour: 2 noisy music and party calls attended and house holders told to reduce noise. Drug/Alcohol Issues: Drugs recovered from Rossal House. Thefts of Dishonesty: TV stolen from Rossal House – male reported to PF. Vacant property in Lodge road broken into. 2 males detained but enquiries ongoing. . Due to the dishonesties in the wider Inverness area police wish to advise the public to keep their property locked and to report any suspicious behaviour to the police immediately. Police appeal to the public not to leave items on display in their vehicles. Foot patrols and Mobile patrols will continue to be carried out within the area. It is requested that Persons should report anything suspicious to police via 101 or contacting crime stoppers on 0800 555 111. For emergency calls – 999. Members of the community are reminded to check ID of persons attending their address who are offering to sell or carry out work. If unsure of this then contact Police Scotland or Trading standards. Do not allow them access to your home. Two operations to begin Operation Roundup to target underage drinking and operation respect which are seasonal patrols of the city centre.

Two issues were brought up by people present at the meeting. Firstly a vehicle with a trailer had been parked on Balnakyle Road close to the corner at number 15 and it was obscuring visibility. Secondly, it was reported that there were two cars parked on the pavement at Lochardil Road close to its junction with Drummond Road. This appeared to be a permanent feature and as a result, pedestrians were unable to use the pavement and had to pass on the road close to the junction.

4. Matters arising from Minutes. Charles Stephen, Ward Manager, Inverness Ness-side was a guest at tonight’s meeting. a) Culduthel Woods: The chair gave an update on the issues that the Community Council had been involved with in relation to Culduthel Woods. The most recent concern by residents has been the condition of the woods and with them being declared ownerless, who would be responsible for any trees that may be dangerous. It was noted that Highland Council would accept tree work applications from individuals without the required letter of consent from the owner but the individual would be responsible to carry out and pay for any work that was accepted under the TPO application. The main reason for bringing the topic to the agenda was in regard to the proposed new cycle path and the safety of members of the public, to ensure the Council dealt with any dangerous trees. Unfortunately, the meeting that Steve Rowan had hoped to have with the member of the public who had previously attended a meeting did not take place. Steve Rowan enquired if the Community Council commissioned a survey would we then have a duty of care and would the Community Council be laying claim to that land? The question of whether Highland Council currently maintained the trees on the grass area in Culduthel Park housing estate was raised and Charles Stephen confirmed that this was the case. Charles Stephen reported that these type of issues would need approval by the Planning, Development and Infrastructure Committee. He suggested that as Highland Council was a diminishing organisation it was very unlikely it would be able to take on these responsibilities, and whether it would it be possible for a Community Group to take over the woods. Councillor Christie noted that the cost of a tree survey would be high as it was not a simple process and the Community Council would not have sufficient funds. He suggested we put this matter back to Highland Council and request a letter of comfort with assurances from Highland Council that they would take responsibility for any dangerous trees. Councillor Parr reported a case where there was an issue with a tree and it was a lengthy process before the work was completed. The member of the public present enquired if the Aultnaskiach Dell group was formed mainly from neighbours and Steve Rowan confirmed this was mostly the case. The member of the public present also enquired what funding would be available if a group was interested in forming a community woodland. Steve Rowan confirmed that there was a source through the Scottish Government which could help with community land acquisition. Steve Rowan referred to the case of the Aultnaskiach Dell SCIO where the community group had in this case set itself the target of having sufficient funds for five years as a contingency before taking ownership. The member of the public present noted that there was Culduthel Trust which had a considerable amount of money. The Chair noted that in first instance it would be helpful to have reassurance that HC had looked at the safety of trees along the proposed new cycle path as this was the area that would have public use. . b) West Link: The chair reported that she had attended the last meeting and the main discussion was about implementing the work, concentrating on the practical aspects in relation to traffic. The chair had hoped to find out more about the cycling /walking plans and the development of the land on this side of the river. Charles Stephen noted that some of these issues were already covered in the Inner Moray Firth Development Plan. He stated that there would be a

development brief later and there should be an opportunity for comment at that stage. c) Possible merger of Lochardil & Drummond CC with Holm CC: Following the last meeting when Councillor Christie suggested that we consider merging with Holm Community Council we invited Charles Stephen to attend this meeting to discuss if this was a possibility. Charles Stephen explained that there was a formula for calculating the number of members and finance available. He reported that he had discussed with Policy Officers and if this merger was to go ahead there would need to be a public consultation possibly via social media/advert in the Inverness Courier. Charles Stephen would then report to a committee and once agreed they would be able to establish the finances. He confirmed that no election would take place. The Community Councillors present at the meeting agreed to implement the process and Charles Stephen agreed to take the matter forward. Charles Stephen left the meeting. d) Newsletter: The chair reported that the newsletter was in draft form, she was just waiting for some responses from local schools and she would be ready to send it to the printers. She agreed to notify members when the final copies were ready for distribution. 5. Treasurer’s Report: The current balance in the account is £4717.00. John Darcy confirmed that the grant of £2232.17 had been received from Highland Council. He also reported that he had had to go into the bank again due to difficulty with contact details for the account and required to sign another form. 6. Correspondence: a) SSE. The secretary had received more information on the proposed BeaulyBlackhillock and Blackhillock–Kintore powerline and passed it to the chair. b) Social Media and IT training: the secretary had received and emailed around members about this training on offer to Community Councils. Steve Rowan and Susan Mathieson expressed an interest and Steve Rowan agreed to contact the relevant person directly to arrange. c) Resignation: The secretary informed the meeting that she had received an email from Deannie MacMaster tendering her resignation from the Community Council. All other emails had previously been circulated. 7. A.O.C.B a) Redesigning for Community Action: Steve Rowan attended this Third Sector Interface meeting and found it interesting to participate. He reported that it was the start of a process considering how to fill gaps that Highland Council could no longer meet and was aimed at being a bridge between Community Councils and Highland Council. He stated that as not all Community Councils were active there was discussion about how to ensure equality and diversity. As a result, there was a suggestion about forming a Community Trust - not for profit organisation. Councillor Christie informed the meeting that 60% of Highland Councils budget is allocated to education and pupil/teacher ratios have been set, therefore in order save money Highland Council will have to cut some services. b) Car parking: two issues were brought up, one by the member of public present in relation to vehicles parked on a corner near 15 Balnakyle Road and the other by a committee member with regards to vehicles parked fully on the pavement of

Lochardil Road close to its junction with Drummond Road. This had resulted in members of the public having to walk on the road. c) Culduthel Road close to Inverness Royal Academy: the member of the public present noted that the road at the entrance to Inverness Royal Academy appeared to be narrower than it was prior to the new school opening. He reported that there were issues with larger vehicles passing. The secretary agreed to email Allan Bryce to highlight this issue and request that the Community Council be contacted if further consultation in relation to safer routes to schools was to take place. 8. Dates of next meetings: Monday 16 January 2017 Monday 13 February 2017 Monday 20 March 2017 All meetings will be at 7.30pm in the PE Classroom in the Community Wing of Inverness Royal Academy.
