With a masters degree in social sciences from the Federal University of Bahia (UFBA) and a PhD in sociology from Michigan State University, Luiza Helena de Bairros has headed the Bahia State Secretariat for the Promotion of Racial Equality (Sepromi) since 2008. She took her bachelor's degree in Public and Business Administration ad the Federal University of Rio Grande do Sul (UFRGS) and took an advanced course in Regional Planning at the Federal University of Ceará (UFC). Born in Porto Alegre, Rio Grande do Sul, she moved to Bahia in August 1979, after making contact with the Unified Black Movement a few months earlier at the annual meeting of the Brazilian Society for the Progress of Science, in Fortaleza. Luiza Helena de Bairros From 2001-2003, she worked with the United Nations Development Program (UNDP) preparing and participating in the 3rd World Conference Against Racism. She also handled relations between international agencies, the government and civil society.

From 2003-2005 she worked for the UK Department for International Development (DFID), on the pre-implementation of the Program to Fight Institutional Racism for the States of Pernambuco and Bahia. From 2005-2007, she once again was a UNDP consultant, coordinating a program to fight institutional racism in the city governments of Recife and Salvador and in the Pernambuco Public Prosecutor's Office. From 1976 into the early 1990s, she coordinated a research project entitled “Race and Democracy in the Americas: Brazil and the United States.” During that period she taught in Salvador at the Catholic University and at the Federal University of Bahia (UFBA). » Ministers' profiles: biographical background on the new cabinet under President Dilma Rousseff
