Maplewood Collection System Analysis Draft Goals and Objectives February 28, 2011 Prepared by Shann Finwall, AICP, Environmental Planner The city council should review the goals and objectives and rank them from 1 to 8, with 1 being the city council’s top ranked goal for a trash collection system. 

Economic o Cost savings on road repairs and reconstruction. o Lower cost for residents (cost per household per month) due to competitive bidding.



Environmental o To better manage solid waste and recycling. o Better able to direct waste to the best environmental destination. o Less gas and/or diesel burned. o Less CO2 emitted into the atmosphere.



Safety o Safer streets.



Aesthetics o Less traffic, noise, and dust. o More consistent and neater looking streets during collection days.



Service o Greater leverage to correct problems with service. o Customized service options for residents such as:  Rebates for extended vacations (e.g., over four weeks without service)  Special collection options (e.g., garage-side pickup)  Large/bulky items pick up.  Special events pickups (e.g., Spring and Fall Clean Up events)



Planning Process o Achieving the stated organized collection goals of the city. o Ensuring participation of all interested parties in the decision-making process.



Efficiency o Maximizing efficiency in solid waste collection.



Hauler Impacts o Minimizing displacement of collectors.
