D ear F riends I want to welcome you to a very special Negev Dinner. Our honouree this year is Mr. Max Fugman, the Honorary Consul for Thailand. Even though I have known Mr. Fugman for many years I didn’t know his life story. As you can see from the invitation and the souvenir book tonight he has had a remarkable journey that has led him to be one of the generous leaders in our community. During the evening you will hear more about Mr. Fugman’s journey and I hope you find it as interesting and fascinating as I do. The Fugman family thought long and hard about what kind of project they would like to do for Israel and the JNF this year. Security was paramount in their minds. The choice of portable bomb shelters so that the residents of the Western Negev and the forests can still have the safety they require while doing their utmost to lead normal lives during trying and hostile times, shows true leadership on the part of the Fugman family. And I hope you will all join me in donating to this very worthy project. In my time as JNF President, Vancouver region I have learned many things about JNF that I didn’t know before. JNF is one of the leading agencies in the world that works towards helping the environment, as well as the people of Israel. JNF was ‘greening’ Israel before it was trendy everywhere else in the world. They are leaders in green technology and know how and I am proud to be part of this organization.

While this is my first dinner as JNF President, it is the final Negev dinner in Vancouver for our present shaliach, Araleh Lapidot. I have had the pleasure of getting to know the entire Lapidot family during their 3 years in Vancouver. They have become good friends and Araleh will be sadly missed as our shaliach. He instituted many new things for our region; one example is the Taste of Israel dinner that happens every Tu B’shvat. This is a dinner where the younger generation of leadership has gotten to know JNF and Araleh and his wife Elisheva have played a huge role in bringing youth to the JNF board and events. To Araleh, Elisheva, Itamar and Ayelet, I say, on behalf of my family and all of you, L’hitraot and toda rabah for all the work and commitment you have given the JNF Pacific Region and the Vancouver Jewish community. Please enjoy this year’s Negev dinner, our dinner committee led by Bonnie Belzberg has done a wonderful job organizing it and I know everyone will love what they learn about Israel, the Fugmans and the JNF tonight. Three years have passed since I first arrived, a stranger in a foreign country. Three years during which I’ve been adopted by you and have adopted you as my beloved extended Canadian family. Three years during which I have met many good people and together we have done so much. I arrived in Vancouver filled with enthusiasm, a great believer in the importance of strengthening the connection between Israel and the Jewish communities abroad. Now I return to Israel strengthened by the amazing bond connecting the JNF-KKL supporters in BC, and the State of Israel. During the past three years you have continued your long established tradition and left your mark on Israeli society and land. Together we assisted in building agricultural infrastructure at Mavki’im, aimed for the resettlement of the Gush Katif evacuees, a project that was lead by the fierce and uncompromising Ben Dayson. We developed the Yeroham Ecological Water Park, thanks to the leadership and enthusiasm of Garry Zlotnik and Mark Zlotnik. And our most recent project, which is the result of the sincere concern and deepest caring of Max Fugman, will place mobile shelters in the JNF-KKL forests in southern Israel, thus contributing to the safety of the people

of Sderot and all visitors to the area. Additional projects you supported included the rebuilding of the burnt forests of northern Israel, where we contributed to the replanting of a million trees burnt by wild fires; the campaign to save lives and secure the children of Sderot, where we funded get-away vacations for families terrorized by the constant bombing; and the scenic route along the northern border, built in memory of Eldad Regev and Ehud Goldwasser. In each of these projects you assisted in advancing the State of Israel and Israeli society one step further. We pushed forward and extended education and public awareness, we supported tradition and deepened the connection to the JNF-KKL and the State of Israel through dozens of gatherings, lectures, activities and events. With your help, your generous, expanding, reclaiming and redeeming, planting and seeding, developing and protecting, educating and research supporting, preserving help, the JNF-KKL has been building and educating for over 108 consecutive years. The wide array of security, economic and social constraints that Israel is facing indicate that much more work is awaiting us. On the other hand, the State of Israel is our constant guarantee of a Jewish safe haven, for all Jews wherever they may be. Thus, with our sleeves rolled up and our arms intertwined, we shall continue together – forever.

Portable Bomb Shelters in Sderot Region T H E R AT IONALE

Amazing as it may seem, people do not give up on nature even in times of increased hostilities. Nor does KKL-JNF’s work stop in times of war: forests still need care, and recreation areas and equipment must be maintained. The security situation in the Sderot region is unstable and unpredictable. Even when the situation improves and things seem to become more tranquil and safe, unexpected missiles or artillery fire can start just out of the blue. This makes it imperative to provide some sort of shelter for visitors to our forests.

T H E PROJEC T Despite the security situation in the Sderot region many people visit the area as a sign of solidarity with the brave people in the south whose lives are regularly interrupted by oncoming missiles. After long periods in shelters, local residents can now take advantage of quiet spells to take a breath of fresh air in one of the KKL-JNF forests in the region. To improve the security situation and quality of life of local residents and visitors in the area, KKL-JNF is putting up portable, reinforced concrete shelters in forests of the Sderot region. The structures will serve as shelters for visitors in case of bombing. The project includes preparing the infrastructure – a path to the shelter also suitable for people with disabilities and a concrete base – and setting up the structure.

T H E LOC AT ION The portable shelters will be set up in three KKL-JNF Forests in the Sderot region: Ibbim, Pelugot and Sharsheret, all of which surround the Gaza region and are in the range of Hamas missiles.

The History

The Jewish National Fund

The JNF was established with Theodore Herzl’s support in 1901. The guiding principle was laid down by Prof. Hermann Schapira. Early land purchases were completed in Judea and the Lower Galilee. In 1909, the JNF supported the founders of Tel Aviv. The establishment of the ”Olive Tree Fund” marked the beginning of Diaspora support of afforestation efforts.

The groundwork was laid for settlements which later became moshavim and kibbutzim. In 1920, the first land purchases in the Jezreel valley were completed and endorsed by the London Zionist Conference which declared the JNF to be “the instrument of the urban and rural land policy of the Jewish people.”

The head office was transferred from Europe to Jerusalem in 1922 with Menachem M. Usshikin as JNF President. Three valleys, Jezreel, Hefer and Zebulon, were turned from swamps and marshes into the bases of Jewish agriculture and the beginnings of Jewish industry. The Balfour Forest, the JNF’s first major afforestation project, was begun in the Nazareth Hills.

Confronted by the mounting hostility of both the British Mandatory government and the local Arab riots (1930-1939), “tower and stockade” villages became the backbone of Jewish defense throughout the country. The founding of Kibbutz Negba in 1939 signalled land expansion in the southern Coastal Plain and in the Negev.

Dr. Abraham Granott became JNF Chairman, 1945. Land purchases centered around areas prohibited by the White Paper, especially the Galilee, the Etzion Bloc in Judea, and in the south. In 1946, eleven settlements were established in one night during “Operation Negev”. In November 1947, the United Nations proposed a Jewish State almost entirely along the lines of the JNF land holdings. As independence drew near, JNF shifted its activity from land purchases to land development, with Joseph Weitz as one of its prime movers.

Soil reclamation and affrestation efforts expanded dramatically, providing needed employment for new immigrants. The draining of Lake Hula and the surrounding swamps took place between 1952-1958. Lachish and Adullam became models for regional settlements. In 1960, the Government and the JNF signed a Covenant which extended JNF principles of national land ownership and hereditary leasehold to practically all public land.

Jacob Tsur became JNF Chairman in 1961. Development focused on Galilee, the Arava and other strategically important border areas. During the Six Day War, JNF road building facilitated troop movements between the fronts. After the war, there was increased development in the Arava, the Golan Heights, the lower Jordan Valley and the Etzion Bloc, while afforestation projects were intensified all over the country.

Novel methods were developed for reclaiming sand dunes and hill regions. A new afforestation policy was introduced aimed at opening the forests to the people and creating forest parks. Settlement in central Galilee was increased with the construction of 24 mitzpim (settlement outposts). After the Israel-Egypt Peace Treaty in 1979, vigorous development began in the Besoir region of the north western Negev. Moshe Rivlin became JNF Chairman in 1977.

The 1980’s were years of momentum and expansion in all realms of JNF activity. Tree planting reached record heights – almost 60,000 acres were planted. Towards the end of the decade, arsonists failed to succeed in attempts to destroy the work of generations. Over 50,000 acres of crop-land were reclaimed and hundreds of miles of roads built. Research into soil and water conservation and the construction of dams and reservoirs took on added importance in the face of water shortages and drought. JNF played its part in the challenge of immigrant absorption from the Soviet Union and Ethiopia by undertaking the massive land infrastructure development projects known collectively as Operation Promised Land. Eilat-Canada is one such project.

Mordechai Fugman

Mordechai Fugman was born in Poland in 1930 and came as a child to Palestine with his family. Youngest brother, Jack, was born in Palestine. By the time he was 17 years old, his parents Harry and Helen Fugman realized that he was a member of the underground Irgun Tzai Leumi (Etzel) and that his code name was Aviram. In 1948, when he was 18 years old, Mordechai was in the Israel Army and shot down the first Egyptian airplane to fall in the war. It was at Rechovot and he shot it down from a rooftop with an automatic Browning machine-gun which made headlines in the young State.

In the battle for Yaffa, he fought in the heaviest sectors for 48 consecutive hours without rest and was wounded in his leg. He had also, at great personal risk, earlier rescued two wounded soldiers in an ambulance from which they could not move because of their wounds. Described later in newspapers as a young man who knew no fear, he was one of the young State’s experts on ammunition. In Tel Aviv during a lecture on the use of grenades, he picked up a red Italian grenade and his touch sensed that it was alive and in process of detonation. To the 14 young soldiers in the room with him he screamed in Hebrew, “Get out!” Throwing himself down on a bed in the room and using his own body, he shielded the grenade so that it exploded against him and the bed. This, too, made headlines in Israel.

At the age of 19 Mordechai Fugman gave his life for his homeland and among the treasures of his family is a letter he once wrote: “There were many Maccabees who fell for the cause of our people; many more will yet fall. But at least we shall fall like Maccabees.” His family moved to Vancouver in 1954 and have remained part of the community since that time. Last year, June, 1972, Harry and Helen Fugman and sons, Max and Jack, presented a new Sefer Torah to Congregation Schara Tzedeck to perpetuate the name of Morchechai Fugman. His name is on its mantle and it is used in the synagogue on special occasions when Israel’s heroes and martyrs are recalled.

Max Fugman Max Fugman was born in 1935, in a small town called Mova Miasto, Poland, just south of Warsaw. His mother, Sarah Chai, died tragically in 1937 and his father, Harry, a tailor, married Helen in 1938. Harry and Helen, both passionate Zionists, decided to follow their love for Israel and left for Israel in 1938 with Max and Mordechai, Max’s older brother. In Israel they settled in Tel Aviv where Harry carried on his profession as a tailor. Harry and Helen maintained a very active life in Israel committing themselves to the synagogue and community. One of their key activities was to help bring people in illegally to Palestine. In 1947, Jack, Max’s younger brother, was born in Israel. Mordechai, Max and Jack all attended Mizrachi School while in Israel. In addition to going to school Max worked at the Dan Bus Transport Co. as a trainee mechanic. Mordechai joined the Irgun in 1946 where he was considered a hero when he shot down his first Egyptian plane with a rifle sitting on top of the roof of a house. Tragically he died defending Israel in 1948. In 1951, Max’s Uncle and Aunt, Jack and Minnie Belzberg, sponsored Max’s immigration to Lethbridge, Alberta, where he lived with them and continued his education. In 1952 Max moved to Calgary and lived with his Aunt Ruth and Uncle Max Belzberg. In 1953 his parents and brother moved from Israel to Calgary. Max moved to Vancouver in 1954 and his parents and brother followed him in 1955. Upon moving to Vancouver, Max helped his father open a tailor shop on Dunbar.

In 1956 Max went to work for Alan Frome as a salesman where his true talents were realized. That same year, he was married and over the next eight years had five children; Michael, Sharon, Susan, Mark and Laurie. Max eventually opened his own agency and started a small import business that turned into the business it is today. In 1973 he married Margaret and had two boys, David and Charles. Max’s true passion is people, he always has the time to give advice and support no matter if the topic is of a business or personal nature. In addition, he has taken on leadership roles in the community and organizations over the years such as:

I am very proud that my father is being honoured and acknowledged for his contributions to the Jewish Community, both locally and in Israel. My dad has shown that through time spent, heartfelt generosity and selfless actions, one man can indeed impact a mulititude of generations.

Dear Friends Your support cannot be summed up by the projects you have contributed to. T he real support I found was one originating from the heart – a joining of destiny, a true and deep concern , a love for I srael and all it stands for . It is not easy to leave you, my friends, nor is it easy to leave this little piece of heaven in which you live. But we are eager and happy to return to our home, to our birthplace and origin, to our roots – which have always been our source of inspiration throughout our time here in Vancouver. I am grateful to you all for your open hearts and welcoming embrace of myself and my wife, Elisheva, and our children, Itamar and Ayelet.

President’s Medal Harvey Dales

T hank You to H arvey Dales for a J ob W ell D one Harvey Dales was born in Vancouver, B.C. and attended the Vancouver Talmud Torah Elementary School, establishing old school values at a very early age from his parents and their involvement in the Jewish community. It was here that he was first introduced to the JNF and its connection to and support of the State of Israel and local Jewish organizations. After attending St. George’s School, Harvey enrolled at the University of British Columbia and went on to the University of Arizona graduating in 1987, with a Bachelor of Science Degree in Business Administration, majoring in Operations and Engineering Management. Thereafter in 1999, after running the family’s furniture wholesale manufacturing and importing distribution business for over a decade, he was the first Jewish individual to win the Provincial 40 Under 40 Top Business Achievement Award. Harvey is currently the President of Rosebud Properties Ltd., a commercial real estate development, acquisitions and financing company, as well as his leisure pursuit orientated Lamborghini automobile dealership. Though still young, Harvey has been an intricate and involved member of the Vancouver Jewish Community for close to two decades. Initially canvassing the sale of State of Israel Bonds

under the guidance and insistence of his father, Leon Dales (z’l), Harvey went on to serve on both the Beth Israel Synagogue and Talmud Torah Elementary School boards. Through his parents’ tutelage, a strong connection to ensuring the ongoing vitality, existence and support of the State of Israel was instilled. Harvey joined the Jewish National Fund Board in 1988 and was a member of its National Board of Directors in 2004, while taking on the role of President of the Pacific Region in 2005, and National Chair of Foundations in 2009. Over the past few years, Harvey co-chaired the successful King David High School Capital Campaign as well as the Vancouver Holocaust Education Centre Society’s 10th Anniversary campaign; He currently serves as the Past President of the Jewish National Fund Pacific Region; the Treasurer of the Vancouver Talmud Torah Foundation; Vice-President (Leadership Development) of the Jewish Federation of Greater Vancouver; The Jewish Community Centre Board of Governors; The Pacific Torah Institute Board of Governors, the Community Kollel Board of Governors and is a Governor of Yad Vashem Canada. Bernard Bloomfield Award Ruth Freeman

I n A p P reciation of her many years of D evoted S ervice to the J ewish N ational F und Ruth Freeman’s dedication to community service and love of Israel has been evident for many years. Born and raised in Quebec, she followed a Bachelor of Arts degree at McGill University with a Master of Social Work degree at U.B.C. in 1964. Her career as a school social worker and then as a marriage and family counselor included service as an executive member of the Vancouver Branch of the B.C. Association of Social Workers. Her volunteer service in the Jewish community is extensive. She has held numerous positions on the JNF Board Pacific Region, culminating in the Presidency 1994 to 1996. On the National scene she has been a member of the Board of Directors for over two decades and continues in that role today.

Over the years Ruth has devoted much time and effort to Canadian Hadassah-WIZO. She has been President of the Vancouver Council (1987 – 1989), was elected a National Vice-President (2002- 2005), and continues to serve as a member of the National Board of Directors. Ruth and her husband Doug have three children, Sabrina (Isaac), Lisa and Jason, and four grandchildren.

Education Award

Joel Marvin Bellas

Joel Bellas, born and raised in Vancouver, graduated from the University of British Columbia in 1970 with a Bachelor of Arts degree and in 1972 he received his Professional Teaching Certificate. At UBC, he was involved on the Student Board of Hillel and he was president of Zeta Beta Tau Fraternity. His children include two married sons: Matthew and Adam, and a daughter, Jennifer. His grandchildren are Yaakov, Maya and Aliza. Joel’s teaching career began in 1972 and he retired in June of 2003. Joel taught in Vancouver at Thunderbird Elementary School for 2 years; Queen Elizabeth Elementary for 8 years and finally at Sir William Osler for 21 years. From 1982 on, Joel had a tremendous effect on many Jewish students at Osler Elementary. At that time over 1/3 of the school was Jewish and as many as 10 students in a class of 30 were Jewish. Joel had very high standards and expectations of his students both in class and in sports and extracurricular activities that he coached (particularly in track and field).

In the community, Joel became active on the Beth Israel’s Youth Committee by planning and helping programmes for the teens and preteens in USY. He was elected to the Board of the Beth Israel and served for 5 years as the Religious School Chairman. Joel also served for 3 years on the Talmud Torah’s Education Committee. Since 2004 he has been on the Board of Directors of the VTT and has chaired the Bargaining/Negotiations committee for 4 years. He has served on the Strategic Planning committee, the Governance committee and the Grievance committee. In 2008, Joel resigned from the Board of VTT because of a conflict of interest. His son, Rabbi Matthew Bellas, had just been hired to the Administration Team at VTT as the school’s Rabbi. Joel was sad to leave the board, but happy in the knowledge that the school was getting an excellent Rabbi/Teacher. He has always felt that children are our legacy. Giving them the best possible Jewish and secular education is vital. To support education in our community Joel and his wife, Ilene-Jo (also a teacher) have set up the Joel and Ilene-Jo Bellas Education Endowment Fund with The Jewish Federation of Greater Vancouver.

Mayor Philip W. Owen Mayor Owen was elected the 42nd mayor of Vancouver in November 1993. He is the first Vancouver mayor elected to three terms of office, thus making him the longest serving consecutive term Mayor. In 2006 Mayor Owen, himself, was one of six honourees at the JNF Negev Dinner.

Israel Defense Forces Choir Originating from the Central Command of the IDF, the choir is constantly being rejuvenated with young singing volunteers as the veterans are discharged from the army at age 21. Entertainment troupes such as this one have been part of the IDF for over 40 years. Max Fugman Wisdom, love, and generosity are easy words to link with grandparents. Grandchildren commonly view their grandparents as the ones who will spoil them even at the discontent of their parents, whether it be a generous bribe to return the afikoman or banned sweets. I believe all of my family agrees this is true for my Grandfather, but I would like to explain why he is so much more than just the stereotype. Firstly there are a couple stories that stand out as examples of what kind of person my Grandfather is. When I was 14 on a family vacation in Mexico, my Grandfather took me out while the rest of the family was getting ready for dinner. Little did I know he was taking me to a tequila bar and when I thought I was getting a virgin margarita he made sure I got my first taste of tequila. When my Mother met us she was surprised to say the least, and when I realized what was going we all shared a good laugh. Another related story is the first time after receiving my license I took him driving. While driving along I suddenly heard a thump on the side of the car. First instinct would tell me I hit something but little did I realize it was merely my Grandfather hitting the car with his elbow to scare me. These two stories are some of many that give insight to his sense of hum= our. There is rarely a time I don’t smile with him, and again I think for all of the grandchildren the same is true. The next anecdote I would like to tell is the most recent. On the verge of graduating from high school and faced with the choice of what to do next, I struggled to justify delaying university for a year. My intention was to volunteer and travel, and although there was a purpose school was always the expectation. Despite this my Grandfather supported my choice. I still do not know whether his words were true to his feelings, but regardless he supported me. Ever since I started high school my Mother reminded me how important education was to my Grandfather. In light of this I’ve understood how difficult it must have been for him to support me in this choice, but nevertheless he did and he showed me a trust that I aim never to disappoint. This type of trust exemplified here is something I think rare for grandparents to have in their grandchildren, but something I am very grateful for. Lastly are two examples of my Grandfather’s actions, something I’ve never discussed with him personally but two that need have nothing said about. I don’t think I need to repeat my Grandfather’s immigration story but there is much to learn from his choices. It’s an understatement to say during his hardships in his youth it might have been hard to remain a practicing Jew, but despite this he was. That is a constant reminder to me how important our family’s Jewish heritage is, and one I think impossible to forget. As well his story has taught me a bit about perseverance and overcoming adversity. There is no challenge I believe I’d back down from, and it’d be unjust not to thank my Grandfather in part for that mentality. As well, recently as most would know my Grandfather had some severe health problems. Hospitalized for months and in and out of ICU he showed strength (and stubbornness) everyone admired. He never gave in but I don’t think that surprises anyone who knows him. These are some stories that give insight to my Grandfather’s character, and although through words he is a joker in actions he earns more respect than any man I know. My Grandfather Max embodies many of the characteristics I one day hope people will see in me. He is at the top of our unarguably dysfunctional family but holds it together so well the love I believe we all have for each other is wholesome. In our family he holds a respect so strong that one of the worst feelings is disappointing him. However, his love and trust keep us from fearing his disappointment, and his sense of humour keeps us laughing. Wise men are able to speak few words to convey a teaching, and my Grandfather rarely has to use any words because his actions speak so strongly. He embodies strength and integrity, and I attribute many of my positive personal qualities to him. I would ask for no different of a grandfather and I appreciate the time we spend together and all he has done for our family.
