Kind attention of Railway Board is invited to Federation'sletter of even number dated 22I 08/ 20I 6, copy enclosed. hr the absenceof clarification on Board's letter dated 08tr January 2016,on some Zonal Railways, the candidatesare not subjectedto re-medical examinationon the plea that Board's orders dated 08/0112016are required to be applied prospectively.This view of Zonal Railways will not only causefurther litigation but also lead to problemsin the caseof candidateswho were declaredunfit by the competentmedical authoritiesearlier. Federation contends that subjecting the medically failed candidates to re-medical examinationirrespectiveof date of suchmedical unfitnessearlier will ensurelevel playing field to all suchcandidatesand contributefor minimizing the grievancesand Court cases. NFIR, therefore,requeststhe Railway Board to issue suitableclarification to the Zonal Railways etc., to conduct re-medical examination of the candidateson the basis of their application without imposing any restriction and if they fulfill the parameterslaid down in Board's letter dated 0810112016, they may becomefit for appointment.

Although Railway Board have issuedinstructionsvide letter dated08ft January 2016as a result pf various Judgmentsof the Hon'ble Courls layrng down the parumeterfor diagnosing Diabetes Mellitus and deciding the fitness of candidates,the Zonal Railways are hesitatingto review the past caseson the plea that the Board's instructionsdo not envisagefor dealingearlier cases.NFIR therefore r"q,t"itr the Railway Board to issueclarification for examiningthe past casesalso,applyrngBoald's letter of 08ft January20i6' The Federation further requests that the situation arising out of the vision test of candidatesneeds to be addressedon the same lines as laid dora'nin Board's letter daied 08* January 20I6.It would thereforebe proper to relax provision of Para 523of IRMM 2000 so that the candidatesare subjectedto vision test with relaxedmedicalstandardduly permitting them to . wear glassesin casetheir vision is belorv the level requiredfor different medicalcategories.
