The meeting was held in the Board Room of the District Office located at 7700 Gross Point Road, Skokie, Illinois. I. Call to Order and Roll Call Board President Robert Silverman called the meeting to order at 6:40 p.m. Board Members present at roll call: Sheri Doniger, Carlton Evans, Jeffrey Greenspan, Ruth Klint, Robert Silverman, Lynda Smith, Eileen Valfer. II. Closed Session It was moved by SMITH and seconded by KLINT to recess into closed session to discuss the appointment, employment, compensation, discipline, performance, or dismissal of employees, collective bargaining, purchase of property, security procedures, student disciplinary cases, the placement of individual students in special education programs and other matters related to individual students and pending litigation. Changes/Additions to the Agenda Added to the Consent Agenda was a Green Personnel hand-out, with item one being placed under Business. Also added to Business was a green hand-out motion regarding construction. VI. Audience to Visitors (on agenda items only) No one asked to speak. VII. Student Representative Comments Niles West - Cody Lefkowitz Cody stated that everyone enjoyed Spring Break, boys’ basketball was 9 and 1, the water polo team won their first tournament. WYSE will go to State as a team, the Model UN is going to Northwestern, the ACTs are the 24th and 25th of April and DECA will compete in Nationals at the end of the month. Niles North – Sonali Patel Sonali stated that International Week was coming up on April 14th and the Principal’s Recognition Breakfast on April 12th. She also stated that induction to the National Honor Society as well as the Spanish Honor Society was upcoming and a Film Festival is planned.

X. Superintendent’s Report Dr. Gatta stated there would be a presentation on the Local Growth Model addressing Board Goals 1 and 2, student placement, the ILP and the goal of every student reaching their potential. She stated she would hold her comments until the presentation. − Principals’ Report Dr. McTague stated that Niles North beat Niles West in the boys’ volleyball cross-town classic. He gave sports updates and stated the groundbreaking for the North Aquatic Center was great and construction is going very well. He spoke of the Vocal Jazz Festival/Concert on April 21st and the play, “Henry the Fifth” which will be performed on May 4th and 5th. The Powerful Partnerships Breakfast will be held on April 11th. Mr. Osburn stated that the Debate team won the Regional Novice Class competition. He was proud to announce that Eric Ronning, a graduate, was awarded a grant to fund engineering prosthetic limbs which can be produced inexpensively. He mentioned boys’ basketball was 8 and 1, volleyball was 4-4 and the water polo team is making progress with 40 students on the team. Bill Koch will be retiring at the end of this school year, so be sure to attend Pasta & Pops on May 12th. The play “Chicago” will be performed May 4th and 5th. Images is now called Expressions and is on line. XI. Board Members’ Comments Mr. Evans attended the McDonald’s All American game and stated that Jewell Loyd did a great job. He also mentioned the Niles North Aquatic Center groundbreaking was great. Mr. Silverman stated he attended the John Burkel Invitational at the Niles West Gymnastics facility and it was great. He particularly liked the video screen. He said the tournament was great and the facility amazing. Dr. Doniger stated she joined Dr. Gatta and Lois Wisniewski in Indianapolis when Dr. Gatta was presented with the NSELA Award. She stated she was very happy and quite honored to attend. XII. Board Committee Reports Policy Committee – Dr. Doniger stated there was a second reading being presented for approval this evening. Facility Committee – Mr. Greenspan just said the groundbreaking for the Niles North Aquatic Center was great. XIII. There was a lengthy discussion that followed. Dr. Gatta stated that this was in line with Board Goals 1 and 2 providing more rigorous cousework and raising the achievement level of every student. − Change in School Calendar and Final Exam Scheduling Proposed changes in the school year calendar were brought up for discussion, starting earlier in August, ending the first semester prior to winter break and ending the school year earlier. Employer’s Claim Service Workers’ Compensation Contract Renewal  

Employer’s Claim Service, Inc. is our current third‐party administrator for workers’ compensa‐ tion  claims.    The  services  provided  have  been outstanding.    The  organization  is  responsive  to  our questions in a timely manner and provides detailed analysis of our claims in an extremely  professional manner.  An example of their professionalism is the fact that they feel a civic obli‐ gation to hold the line on fee increases for the next school year.  They have not increased their  fee for the last five years.    MOTION:    I  move  the  Board  of  Education  authorize  the  administration  to  engage  Employer’s  Claim  Service,  Inc.  as  the  District’s  third‐party  administrator  for  workers’  compensation  for  a  fee of $11,000 for the 2012‐13 school year according to the attached agreement.

RATIONALE: These fully integrated databases contain curriculum‐targeted reference, periodical,  statistical, and multimedia content.  The service provides full‐text coverage of more than 1200  magazines and newspapers; 8000+ primary source documents; 400,000 biographies; over  15,000 photographs, illustrations, and audio and video clips; as well as topical essays,  background information, and critical analyses. The Niles North location includes an authors  online database.  RECOMMENDATION:  It is the recommendation of the Business Office to renew the contract for  the 2012‐13 school year with Gale ‐ Cengage Learning in the amount of $17,363.32 for Niles  West and $18,248.58 for Niles North.  The cost is to be provided for in the 2012‐13 budget.  MOTION:  I move we renew the contract with Gale ‐ Cengage Learning for the Niles North and  Niles West IRC Online Subscription Service in the total amount of $35,611.90.

A  Resolution  Designating  Interest  Earnings  for  Fiscal  Year  2012‐2013  is  required  under  the  Illinois State Board of Education rules for program accounting which went into effect on July 1,  2008.    Under  23  Ill.  Admin.  Code  Section  100.50(a)(4),  a  school  board  cannot  transfer  accumulated interest between funds under Section 10‐22.44 of the School Code for any interest  accumulated in prior fiscal years unless the board has, before each fiscal year ends, designated  accumulated interest to remain as interest into the next fiscal year.  This resolution needs to be  adopted on an annual basis.          MOTION:

Technology Purchase for Board Goal #3, AAL

In accordance with the Board of Education's third goal, Anywhere/Anytime Learning "engaging students in anywhere/anytime learning by providing laptop computers to expand their learning opportunities;" for the third year, the Technology Department has reviewed and tested specifications of several different netbook models, and manufacturers and recommends the Asus Eee PC 1011cx. It is expected that our freshman enrollment for the 2012-2013 school year will be 1157 at both buildings. The total number of netbooks the Technology Department is recommending for purchase is 1330; which includes a 15% needed in reserve for repairs, loaners, and new enrollments. The cost of the Asus Eee PC 1011cx netbooks will not exceed $250.00 per unit. This price includes a 6-cell battery, 320gb hard drive, and 2gb RAM which provides our students with more computing power than the previous years’ models. The total purchase price for 1330 netbooks is $332,500.00. We are also recommending the purchase of 1000 custom netbook bags at a cost of $8000 to add to those already in stock. This year’s pricing has put this initiative well within budget, thus the replacement projection has been increased by 5%. The remaining funds will go towards refurbishing teacher classroom workstations. Faculty and staff professional development to support this project is ongoing. To date, 97% of faculty have completed Tech 1 and several teachers have begun the second tech course the series. Motion: I move to authorize the purchase of the Asus Eee PC 1011cx netbook and bag for a total cost not to exceed $340,500.00.

General Personnel Administrative Procedure - Employee Conduct Standards Professional and ethical behavior is expected of all District staff members. The standards listed below serve as a notice of expected conduct. The standards are intended to protect the health, safety, and general welfare of students and employees, ensure the community a degree of accountability within the School District, and define misconduct justifying disciplinary action. The listed standards are not a complete list of expectations and, depending on the factual context, an employee may be disciplined for conduct that is not specifically listed. The conduct standards apply to all District employees to the extent they do not conflict with an applicable collective bargaining agreement; in the event of a conflict, the provision is severable and the applicable bargaining agreement will control. All school employees shall: 1. Exhibit positive examples of preparedness, punctuality, attendance, self-control, language, and appearance. 2. Exemplify honesty and integrity. Violations of this standard include but are not limited to falsifying, misrepresenting, omitting, or erroneously reporting the professional qualifications of oneself or another individual or information submitted in connection with job duties or during the course of an official inquiry/investigation. 3. Maintain a professional relationship with all students, both in and outside the school and attend all inservice trainings on educator ethics, teacher-student conduct, and school, employee-student conduct for all personnel (105 ILCS 5/10-22.39). Violations of this standard include but are not limited to: (a) committing any act of child abuse or cruelty to children; (b) engaging in harassing behavior; (c) soliciting, encouraging, or consummating an inappropriate written, verbal, or physical relationship with a student; and (d) furnishing tobacco, alcohol, or illegal/unauthorized substance to any student or allowing a student under his or her supervision to consume alcohol or an illegal/unauthorized substance. 4. Maintain a safe and healthy environment, free from harassment, intimidation, bullying, substance abuse, and violence, and free from bias and discrimination. Violations of this standard include but are not limited to: (a) using alcohol or illegal or unauthorized substances when on school property or at school-sponsored events, or whenever engaged in job responsibilities; (b) failing to report suspected cases of child abuse or neglect, or of gender harassment; and (c) tolerating student-on-student bullying or harassment. 5. Honor the public trust when entrusted with public funds and property by acting with a high level of honesty, accuracy, and responsibility. While working, employees are encouraged to wear clothing that demonstrates a high regard for the educational setting, and presents an image consistent with job responsibilities. Clothes that are appropriate for Physical Welfare teachers (e.g., athletic wear and tennis shoes), are not appropriate for classroom teachers or support staff. The expected dress attire is business casual. Jeans may be permitted on Fridays (or portions of Fridays) or during school events that are more casual in nature, such as a school assembly. Clothing that is never appropriate includes, but is not limited to, jeans with holes, shorts outside of PE, flip flops and beach sandals. Conviction of any employment disqualifying criminal offense listed in Section 10-21.9 of The School Code will result in dismissal. Before disciplinary action is taken, the supervisor will conduct a fair and objective investigation to determine whether the employee violated a standard or other work rule and the extent that any violation impacts educational or operational activities, effectiveness, or efficiency. Discipline must be appropriate and reasonably related to the seriousness of the misconduct and the employee’s record. Instruction Access to District Computers and Electronic Networks Computers and electronic networks are a part of the District's instructional program in order to promote educational excellence by facilitating resource sharing, innovation, communication, teaching and learning. The Superintendent or designee shall develop administrative procedures for this policy and appoint a system administrator. The School District is not responsible for any information that may be lost, damaged, or unavailable when using the network, or for any information that is retrieved or transmitted via computers and networks. Furthermore, the District will not be responsible for any unauthorized charges or fees resulting from access to computers and networks. The retention of accounts and network resources will follow the operational procedures established by the system administrator, as directed by the superintendent. All computers in the District are the property of District 219.

Curriculum The use of computers and electronic networks shall (1) be consistent with the curriculum adopted by the District as well as the varied instructional needs, learning styles, abilities, and developmental levels of the students and (2) comply with the selection criteria for instructional materials and instructional resource center materials. Teachers may, consistent with the administrative procedures for this policy, use computers and networks throughout the curriculum. The District maintains its electronic network to support the curriculum and enhance administrative efficiency. While it is not intended to serve as a public forum for general use, the District may use its network to provide access to specific information regarding students to the students and/or their parents or guardians or to make general information regarding District 219 available to the public.

Acceptable Use All use of the District's technology and computers must be in support of education and/or research, and be in furtherance of the Board of Education's stated goal. Use is a privilege, not a right. Appropriate uses, ethics, and protocol relating to use of computers and electronic networks are contained in the Administrative Procedure for Acceptable Use of Computer and Electronic Networks (6:235-AP1). General rules for behavior and communications and all Board policies apply when using District computers and electronic networks. Electronic communications, including files deleted from a user's account but not erased, may be monitored or read by school officials.

Authorization for Computers and Electronic Network Use All users must sign the District's Authorization for Computer and Electronic Network Use as a condition of use of District technology. Each student and his or her parent(s)/guardian(s) must sign the Authorization before being granted unsupervised use. All users of the District's computers and networks shall maintain the confidentiality of student records. Reasonable measures to protect against unreasonable access shall be taken before confidential student information is loaded onto the network.

Instruction Administrative Procedures: Grade Reporting to Parents The school year is comprised of 36 weeks, broken into two 18 week semesters and three Progress Reportfour nine-week marking periods following weeks 5, 9 and 14 in each semester. Weeks 1-18 are in the first semester and weeks 19-36 are in the second semester. Parents/guardians shall be informed of their child’s academic progress in school as follows: A. Progress Reports: Teachers will complete a quarterly mid-term Progress Report for every student following during the middle of the fifth and fourteenth weeks 5, 9 and 14 of each semester. In addition, teachers are encouraged to include comments on students’ Progress Reports. Beginning in the Fall of 2012, Progress Reports will no longer be mailed home. Progress Reports will be made available online for parents to access. B. Report Cards: DuringFollowing the 18th and 36th weeks of the school year, the district will send semester report cards will be mailed home after the 9th, 18th, 27th, and 36th week. The 18th and 36th week semester report cards will be a cumulative report of the student’s academic progress during first and second semester respectively. All grades and notations will be explained. C. Additional Methods of Reporting: Teachers are encouraged to contact parents/guardians whenever additional information needs to be shared about a student’s academic progress. They shall also make every effort to return parent/guardian contacts in a timely manner and to be available to meet with parents/guardians at a mutually-agreed upon time. Students Administrative Procedure: International Exchange Students Timing of Placement Process • Organizations should contact the Assistant Principal for Pupil Personnel Services each year to indicate an interest in placing exchange students. Exchange organizations should provide schools with advance notice of their intent to place. Each exchange student must be qualified to participate in regular classes and maintain a typical schedule - this means an acceptable level of proficiency in the English language, a commitment to treat coursework as important, and the social skills to enjoy participation in social and extracurricular activities. International exchange students must be aware that participating in interscholastic athletic teams means they must comply with district and state athletic eligibility regulations, and that many teams require try-outs. The school appreciates the difficulty of a student's plunge into a different language/culture/institution, but exchange students are expected to attain passing grades by the end of their first semester. Failure to do so may be subject to exchange termination. Exchange students; enrollment eligibility will be for one-year only - exchange students and host families are expected to know and must follow all school policies and rules. Exchange students must have medical and accident insurance that meets or exceeds U.S. Department of State guidelines. Since there is wide variation of graduation policies in the United States, exchange students will understand that they are not guaranteed the ability to graduate or be granted diplomas.

Students who are under the influence of an alcoholic beverage are not permitted to attend school or school functions and are treated as though they had alcohol in their possession. 3. Using, possessing, distributing, purchasing, or selling: a.

Any illegal drug, controlled substance, or cannabis (including marijuana and hashish).

b. Any anabolic steroid unless being administered in accordance with a physician's or licensed practitioner’s prescription. c. Any performance-enhancing substance on the Illinois High School Association’s most current banned substance list unless administered in accordance with a physician’s or licensed practitioner’s prescription. d. Any prescription drug when not prescribed for the student by a physician or licensed practitioner, or when used in a manner inconsistent with the prescription or prescribing physician's or licensed practitioner’s instructions. e. Any inhalant, regardless of whether it contains an illegal drug or controlled substance: (a) that a student believes is, or represents to be capable of, causing intoxication, hallucination, excitement, or dulling of the brain or nervous system; or (b) about which the student engaged in behavior that would lead a reasonable person to believe that the student intended the inhalant to cause intoxication, hallucination, excitement, or dulling of the brain or nervous system. The prohibition in this section does not apply to a student’s use of asthma or other legally prescribed inhalant medications. f. "Look-alike" or counterfeit drugs, including a substance not containing an illegal drug or controlled substance, but one (a) that a student believes to be, or represents to be, an illegal drug or controlled substance, or (b) about which a student engaged in behavior that would lead a reasonable person to believe that the student expressly or impliedly represented to be an illegal drug or controlled substance. g. Drug paraphernalia, including devices that are or can be used to (a) ingest, inhale, or inject cannabis or controlled substances into the body; and (b) grow, process, store, or conceal cannabis or controlled substances. Students who are under the influence of any prohibited substance or drug or in possession of any drug paraphernalia are not permitted to attend school or school functions and are treated as though they had the prohibited substance, drug or paraphernalia, as applicable, in their possession. 4. Using, possessing, controlling, or transferring a weapon as that term is defined in the Weapons section of this policy, or violating the Weapons section of this policy.

5. Using or possessing an electronic device out of compliance with this section or Policy 6:235AP4. Using a cellular telephone, video recording device, personal digital assistant (PDA), or other electronic device in any manner that disrupts the educational environment or violates the rights of others, including using the device to take photographs in locker rooms or bathrooms, cheat, or otherwise violate student conduct rules. Prohibited conduct specifically includes, without limitation, creating, sending, sharing, viewing, possessing an indecent visual depiction of oneself or another person through the use of a computer, electronic communication device, or cellular phone. Unless otherwise permitted under this policy, Policy 6:235-AP4 or by the Building Principal, all electronic devices must be kept poweredoff and out of sight during the regular school day. Permission for electronic devices is allowed if: (a) the supervising teacher grants permission; (b) use of the device is provided in a student’s IEP; (c) it is needed in an emergency that threatens the safety of students, staff, or other individuals; or (d) the electronic device is a cellular phone, which may be used respectfully (1) in the hallways and during passing periods, and (2) in the cafeteria and student activities center/office during lunch periods. Cell phones must always be kept on vibrate or silent. 6. Using a MID out of compliance with Policy 6:235-AP4. 7. Using or possessing a laser pointer unless under a staff member’s direct supervision and in the context of instruction. 8. Disobeying rules of student conduct or directives from staff members or school officials. Examples of disobeying staff directives include refusing a District staff member's request to stop, present school identification, or submit to a search. 9. Engaging in academic dishonesty, including cheating, intentionally plagiarizing, wrongfully giving or receiving help during an academic examination, and wrongfully obtaining test copies or scores. 10. Engaging in hazing or any kind of bullying or aggressive behavior that does physical or psychological harm to a staff person or another student, or any urging other students to engage in such conduct. Prohibited conduct specifically includes, without limitation, any use of violence, intimidation, force, noise, coercion, threats, stalking, harassment, sexual harassment, public humiliation, theft or destruction of property, retaliation, hazing, bullying and bullying using a school computer or a school computer network or other comparable conduct. 11. Causing or attempting to cause damage to, or stealing or attempting to steal, school property or another person's personal property. 12. Being absent without a recognized excuse; State law and Board policy on truancy control will be used with chronic and habitual truants. Being involved with any public school fraternity, sorority, or secret society by: (a) being a member; (b) promising to join; (c) pledging to become a member; or (d) soliciting any other person to join, promise to join, or be pledged to become a member.

13. Being involved in gangs or gang-related activities, including displaying gang symbols or paraphernalia. 14. Violating any criminal law, such as assault and battery, arson, theft, gambling, and hazing. 15. Engaging in any activity, on or off campus, that interferes with, disrupts, or adversely affects the school environment, school operations, or an educational function, including but not limited to, conduct that may reasonably be considered to: (a) be a threat or an attempted intimidation of a staff member; or (b) endanger the health or safety of students, staff, or school property. For purposes of this policy, the term "possession" includes having control, custody, or care, currently or in the past, of an object or substance, including situations where the item is (a) on the student's person; (b) contained in another item belonging to, or under the control of, the student, such as in the student's clothing, backpack, automobile, or (c) in a school's student locker, desk, or other school property, or (d) any other location on school property or at a school-sponsored event. Efforts, including the use of early intervention and progressive discipline, shall be made to deter students, while at school or a school-related event, from engaging in aggressive behavior that may reasonably produce physical or psychological harm to someone else. The Superintendent or designee shall ensure that the parent/guardian of a student who engages in aggressive behavior is notified of the incident. The failure to provide such notification does not limit the Board’s authority to impose discipline, including suspension or expulsion, for such behavior. No disciplinary action shall be taken against any student that is based totally or in part on the refusal of the student's parent/guardian to administer or consent to the administration of psychotropic or psychostimulant medication to the student. The grounds for disciplinary action, including those described more thoroughly later in this policy, apply whenever the student's conduct is reasonably related to school or school activities, including, but not limited to: 1. On, or within sight of, school grounds before, during, or after school hours and at any other time; 2. Off school grounds at a school activity, function, or event; 3. Traveling to or from school or a school activity, function or event; or

Anywhere, if the conduct interferes with, disrupts, or adversely affects the school environment, school operations, or an educational function, including but not limited to, conduct that may reasonably be considered to: (a) be a threat or an attempted intimidation of a staff member; or (b) endanger the health or safety of students, staff, or school property. Disciplinary Measures Before receiving disciplinary action, the student shall be given the opportunity to deny or explain his or her conduct. Disciplinary measures may include: 1. Disciplinary conference. 2. Withholding of privileges. 3. Seizure of contraband. 4. Suspension from school and all school-activities for up to 10 days, provided that appropriate procedures are followed. A suspended student is prohibited from being on District 219school grounds.

5. Suspension of bus riding privileges, provided that appropriate procedures are followed. 6. Expulsion from school and all school-sponsored events for a definite time period not to exceed 2 calendar years, provided that the appropriate procedures are followed. An expelled student is prohibited from being on District 219school grounds. The Board of Education may deny students credit for work done in a semester they were expelled. 7. Notifying of juvenile authorities or other law enforcement authorities whenever the conduct involves illegal drugs (controlled substances), look-alikes, alcohol, or weapons. 8. Notification of parent(s)/guardian(s). 9. Temporary removal from the classroom. 10. In-school suspension for a period not to exceed 5 school days. The Building Principal or a designee shall ensure that the student is properly supervised. 11. Required after school study or Saturday study, provided the student's parent(s)/guardian(s) have been notified. If transportation arrangements cannot be agreed upon, an alternative disciplinary measure must be used. The student must be supervised by the detaining teacher or the Building Principal or a designee. 12. Community service with local public and nonprofit agencies that enhance community efforts to meet human, educational, environmental, or public safety needs. The District will not provide transportation. School administration shall use this option only as an alternative to another disciplinary measure giving the student and/or parent(s)/guardian(s) the choice. 12.13.Social Probation, meaning suspension from participation in or attendance at school activities outside of school hours, including but not limited to: athletic contests, musical/dramatic performances, school club events, ceremonial events such as homecoming, prom and commencement. Additionally, school-based privileges can be revoked for any period of time based on severity of infraction, including: parking pass, attendance at assemblies, field trips and other similar privileges.

A student who is subject to suspension or expulsion may be eligible for transfer to an alternative school program. Corporal punishment is prohibited. Corporal punishment is defined as slapping, paddling, or prolonged maintenance of students in physically painful positions, or intentional infliction of bodily harm. Corporal punishment does not include reasonable force as needed to maintain safety for students, staff, or other persons, or for the purpose of self-defense or defense of property. Weapons A student who is determined to have brought one of the following objects to school, any schoolsponsored activity or event, or any activity or event that bears a reasonable relationship to school shall be expelled for a period of at least one calendar year but not more than 2 calendar years. 1. A firearm, meaning any gun, rifle, shotgun, or weapon as defined by Section 921 of Title 18of the United States Code (18 U.S.C. § 9211), firearm as defined in Section 1.1 of the Firearm Owners Identification Card Act (430 ILCS 65/), or firearm as defined in Section 24-1 of the Criminal Code of 1961 (720 ILCS 5/24-1).

A knife, brass knuckles, or other knuckle weapon regardless of its composition, a billy club, or any other object if used or attempted to be used to cause bodily harm, including “look alikes” of any firearm as defined above, lock, stick, pencil, and pen.

The expulsion requirement under either paragraph 1 or 2 above may be modified by the Superintendent, and the Superintendent’s determination may be modified by the Board on a caseby-case basis. The Superintendent or designee may grant an exception to this policy, upon the prior request of an adult supervisor, for students in theatre, cooking, ROTC, martial arts, and similar programs, whether or not school-sponsored, provided the item is not equipped, nor intended, to do bodily harm. Required Notices A school staff member shall immediately notify the office of the Building Principal in the event that he or she: (1) observes any person in possession of a firearm on or around school grounds, however, such action may be delayed if immediate notice would endanger students under his or her supervision, (2) observes or has reason to suspect that any person on school grounds is or was involved in a drug-related incident, or (3) observes a battery committed against any staff member. Upon receiving such a report, the Building Principal or designee shall immediately notify the local law enforcement agency, State Police, and any involved student’s parent(s)/guardian(s). In addition, the Lead Dean will report the incident electronically through the School Incident Report System (SIRS) with ISBE. “School grounds” includes modes of transportation to school activities and any public way within 1000 feet of the school, as well as school property itself. Delegation of Authority Each teacher, and any other school personnel when students are under his or her charge, is authorized to impose any disciplinary measure, other than suspension, or expulsion, corporal punishment or in-school suspension, which is appropriate and in accordance with the policies and rules on student discipline. Teachers, other certificated educational employees, and other persons providing a related service for or with respect to a student, may use reasonable force as needed to maintain safety for other students, school personnel or other persons, or for the purpose of self-defense or defense of property. Teachers may temporarily remove students from a classroom for disruptive behavior. The Superintendent, Building Principal, Directors of Instruction or Dean of Students is authorized to impose the same disciplinary measures as teachers and may suspend students guilty of gross disobedience or misconduct from school (including all school functions) and from riding the school bus, up to 10 consecutive school days, provided the appropriate procedures are followed. The Board of Education may suspend a student from riding the bus in excess of 10 days for safety reasons. Student Handbook The Superintendent, with input from the parent-teacher advisory committee, shall prepare disciplinary rules implementing the District's disciplinary policies. These disciplinary rules shall be presented annually to the Board for its review and approval. A student handbook, including the District disciplinary policies and rules, shall be distributed to the students' parents and guardians within 15 days of the beginning of the school year or a student's enrollment.

Students Student Athlete Concussions and Head Injuries Niles Township High School District 219 recognizes that concussions are one of the most commonly reported injuries in children and adolescents who participate in sports and recreational activities. A concussion is caused by a blow or motion to the head or body that causes the brain to move rapidly inside the skull. Continuing to play with a concussion or symptoms of a head injury leaves an athlete especially vulnerable to greater injury or even death. The Superintendent or designee shall develop and implement a program to manage concussions and head injuries suffered by student athletes. The program shall: 1. Comply with the concussion protocols, policies, and by-laws of the Illinois High School Association, including its Protocol for NFHS Concussion Playing Rules and its Return to Play Policy. These specifically require that: a. In compliance with IHSA protocol, “anyA student athlete who exhibits signs, symptoms, or behaviors consistent with a concussion (such as loss of consciousness, headache, dizziness, confusion, or balance problems) in a practice or game shall be immediately removed from participation or competition at that time. b. the contest andA student athlete who has been removed from an interscholastic contest for a possible concussion or head injury shallmay not return to playthat contest unlesstil cleared to do so by an physician licensed to practice medicine in all its branches in Illinois or a certified athletic trainerappropriate health care professional.” 2. c. Students Administrative Procedure - Program for Managing Student Athlete Concussions and Head Injuries Definitions Concussion - A type of traumatic brain injury caused by a bump, blow, or jolt to the head that alters the way the brain normally functions. A concussion can also occur from a blow to the body that causes the head to move rapidly back and forth. These injuries may or may not cause a loss of consciousness. See Concussion in Sports, www.cdc.gov/concussion/sports/index.html. This site contains excellent resources for the recognition, response, and prevention of concussions. Student athlete - A student who has participated in one or more practices and/or interscholastic athletic contests in any sport offered by or under the auspices of a high school. This definition is from the IHSA’s by-laws, www.ihsa.org/AbouttheIHSA/ConstitutionBylawsPolicies.aspx. All Illinois school boards, even those that currently have no student athletes, are required to adopt a student athlete concussion and head injury policy that is in compliance with IHSA protocols, polices, and by-laws (105 ILCS 5/10-20.53, added by P.A. 97-204). Use educational material provided by IHSA to educate student athletes and parents/guardians about the nature and risk of concussions and head injuries, including the risks inherent in continuing to play after a concussion or head injury. Community Relations Educational Policy Advisory Council (EPAC) General Statement of Purpose This Council is established by the Board of Education to provide involvement of certain key school groups in the development of educational policy. The Council, which serves in an advisory capacity to the Board of Education in the development of educational policy, should feel free to express its conclusions to the Board of Education without any reservations. It must be emphasized, however, that in authorizing an Educational Policy Advisory Council, the Board in no way abdicates its responsibility to the people for the final decision in matters of educational policy and program. We hereby adopt the following as the Constitution of this Educational Policy Advisory Council. Aims and Objectives To act as an Advisory Council to the Board of Education on matters of educational policy development. A. To study and advise the Board on specific topics designated by the Board of Education. B. To pass on to the Board of Education, in written form, conclusions, advisory decisions, etc. C. To review the Student Behavior Code. D. To encourage policies that reflect the best interests of students and community. Membership The Council shall consist of members selected as follows: • • • •

parent representatives, 3 from each school, selected by the school PTSA; student representatives, 3 from each school, selected by the school government; teacher representative, 3 from each school, selected by the teacher's union; and 6 administrators from each school, selected by the superintendent., and

tThe Superintendent or designee serves as a non-voting representative and EPAC Chair. Meetings EPAC will meet twice per school year unless the Chair determines there is a need for additional meetings. The Board requests a plan to assure changeover of membership by limiting Council membership to no more than three (3) years for any representative except the Superintendent and Union President (if the latter serves as a teacher representative). When the PTSA is unable to provide a delegate, an exception may be made with EPAC's approval at its first meeting.

Community Relations Administrative Procedures: Educational Policy Advisory Council Operating Procedures (EPAC) EPAC was established by the Board of Education to provide involvement of parents, students, teachers, administrators, in the development and review of Board policies. 1. EPAC shall be composed of 241 voting representatives as follows: • • • •

3 parents from each school, selected by PTSA. 3 students from each school, selected by the student government. 3 teachers from each school, selected by the Niles Township Federation of Teachers (NTFT). 61 administrators from each school (selected by the superintendent). and

tThe Ssuperintendent or designee serves as a non-voting representative. Alternates shall be designated as follows: • • • •

2 parent alternates from each school, selected by the PTSA. 2 student alternates from each school, selected by the student government. 2 teacher alternates from each school, selected by the NTFT. 41 administrator alternates from each school and an alternate for the superintendent.

Alternates may serve the Council on committees and shall serve in the absence of the representative. The recording secretary will take attendance to determine the presence of representatives. Each absent representative may be replaced by a designated alternate from that group and building. A quorum shall require no less than eleven (131) representatives or seated designated alternates. To ensure that a quorum is present, a sign-in sheet will be placed at the door for voting members and alternates to initialize. Guests will also be asked to sign-in. The terms of representatives shall be determined by each representative group, except that no member other than the superintendent and Union president may continue to serve as representative for more than three years. When the PTSA is unable to provide a delegate, an exception may be made with EPACthe Chair’s approval at its first meeting. 2. Each constituent group will select a member to serve as a rotating chairperson of the Council. The order of chairperson rotation will be parent, teacher, student, administratorThe Superintendent or designee will serve as EPAC chair. 3. During the conduct of any Council meeting members may propose items for placement on future agenda. Agenda items shall generally be directed toward the creation of policy or the modification of existing policy and procedures related to students.

Each item on the agenda will be dated and identified by the person and/or group bringing the item to the agenda. Agenda items brought by a representative group will be addressed before items for individuals. Items brought by an individual will be given limited discussion time. Individual items will need group support to continue on the EPAC agenda. 4. A recording secretary will be responsible to take attendance, record the minutes of each meeting, prepare a draft of the agenda, and type and distribute these materials. Copies of agenda, minutes and other materials will be sent to all representatives and alternates. Copies of EPAC minutes shall be sent to the Board of Education. 5. Meetings will be conducted under a system whereby members are allowed to have open discussion through notifying the chair of a desire to speak and notifying the chair when member feels discussion has reached its end point. Consensus will be used unless a vote is called for by a member. 6. Effective 1996-97 EPAC shall meet at 7 p.mThe Chair will call the first meeting of the year. At the first meeting of theeach subsequent school year, the newly constituted EPAC shall set the meeting date and time for the second meeting of theat school year. There are two EPAC meetings per school year unless the Chair determines there is a need for additional meetings.The first meeting of each year shall be held at the time established the previous year. The meeting time for EPAC may vary from year to year and EPAC alone shall set its own meeting times through normal voting procedures. 7. EPAC will do much of its detail work and background study through subcommittees, which may be formed by vote of the Council or by action of the chairperson. EPAC should attempt to ensure that eEach committee so organized should includes at least one representative of each constituent group. Each member is expected to participate on one subcommittee each year. Subcommittees shall gather facts, opinions, information, organize data, and present recommendations. EPAC gives final approval to all subcommittee recommendations. 8. The product of EPAC will generally consist of a report and recommendations to the Board of Education. When such presentations are made it shall be the practice of EPAC to assign the same subcommittee that developed the background information for the Council to make the presentation to the Board. However, recommended changes to policy or administrative procedures must first be presented to the Board Policy Committee for review. All EPAC members are encouraged to attend Board meetings when EPAC recommendations are made. 9. All meetings of EPAC shall be considered open public meetings with visitors welcome. Participation in the meeting shall be limited to representatives or in their absence, a designated alternate, except that the chair may allow participation from visitors. Board Review: June 28, 2004
