In order to ensure participation of representative Officials from Central and Regional offices under the Office of Local Government Finance and participating local government units (LGUs) in the formulation of guidelines/planning for project implementation of the Real Property Tax Administration (RPTA) Project, a subproject under the umbrella of the Local Resources Management (LRM) Program, an RPTA Technical Committee is hereby created to be composed of the following officials:

The Committee herein created shall initially perform the following: 1.

Identify and/or undertake the preparatory activities for the Records Management/Conversion Sub-project under the LRM/RPTA Project which shall include the a.

preparation of the detailed program of activities/ work plan to be undertaken by LGU-participants in the implementation of the sub-project;

b.

preparation of the criteria for the selection of LGU-participants;

c.

determination of the cost of the project per parcel and preparation of a cost-sharing scheme for recommendation to USAID;

d.

preparation of the guidelines/checklist for inspection of project implementation for use of Central Office Staff and Regional Supervisors;

e.

preparation of evaluation criteria for completed Records Management projects, which shall include the preparation of forms for use of Central and Regional staff in the evaluation of the projects; and

f.

preparation of draft of the Cost-Share Reimbursement Agreement that shall be entered into between the MOF and the selected LGUs for the Sub-project;

Identify and/or undertake preparatory activities for the Real Property Tax Collection sub-project which shall include the a.

preparation of the selection criteria for LGUparticipants;

b.

preparation of the detailed program of activities/ work plan for project implementation;

c.

preparation of the guidelines/checklist for inspection of project implementation;

d.

preparation of evaluation criteria for completed projects which shall include the preparation of forms for use of Central and Regional staff in the evaluation of the projects;

e.

determination of the cost of the project per parcel and the cost-sharing scheme to be used for the project; and

f.

preparation of the draft cost-share reimbursement agreement to be entered into between the MOF and LGUs; and

Prepare guidelines/checklist for use of the Central and Regional staff in inspecting the books of accounts of Municipal, City and Provincial Treasurers for foreign-assisted projects.

The Committee herein created shall undertake other activities related to RPTA Project implementation as deemed necessary. In relation hereto, the Chairman is hereby authorized to call the Committee or members thereof to attend meetings/conferences or to undertake any necessary specific activity. She is further authorized to call any Local or Regional treasury or assessment official to work with the committee whenever necessary. This Order shall take effect immediately and shall remain in force until revoked.
