In view of the representations made by the President of the Provincial, City and Municipal Treasurers and Assessors Association, (PACTAA), Inc. of the Philippines, this Ministry in its 1st indorsement dated September 11, 1979 authorized the conduct of a three-day conference-workshop of all provincial and city treasurers and assessors, the officers of the PACTAA component organizations and the officers of the leagues or associations of municipal treasurers and assessors in the different provinces on October 29, 30 and 31, 1979, inclusive, in Manila. The conference-workshop will be held for the purpose of discussing issues and problems bearing on the implementation of Presidential Decree No. 1375, certain conflicting policies and approaches in the implementation of the real property tax administration program, the effects and far-reaching implications of certain provisions of the draft Local Government Code, and other equally important matters relative to local fiscal administration. The following are hereby authorized to attend the aforesaid three-day conference-workshop: 1.
Provincial and City Treasurers or their Assistants;
2.
Provincial and City Assessors or their Assistants;
3.
Officers of Municipal Treasurers' Leagues or Associations (MUNTAP); and
4.
Officers of Municipal Assessors' Association (PAMAS).
Participants to the conference-workshop are required to pay a registration fee of P350.00 which may be charged against local funds. Attendance in the said conference-workshop is hereby authorized as on official time for the period covered and the participants are entitled to the usual transportation expenses, per diems and daily allowances, subject to the availability of funds and the usual audit

requirements. Likewise, the attendance of the personnel complement of the Secretariat of the PACTAA in the three-day conferenceworkshop is hereby authorized as on official time. Provincial Treasurers and Assessors are hereby instructed to transmit the contents hereof to the officers of the leagues or associations of municipal treasurers and assessors under their respective jurisdiction.
