Creating the Policy Group and assigning the Ministry.

Development and Management Services thereto certain services and units of

l.Tn the interest of the service and in line with the recommendations of the Presidential Commission on Government Reorganization, there is hereby created within the Ministry a Policy Development and Management Services Group, with functions as provided below.

(a)

To supervise, coordinate and provide technical services for the Ministry's long-term, medium-term and annual national resource mobilization plans, involving raising development resources through revenues, foreign and domestic borrowing and privatization of assets;

(b)

To coordinate with other concerned agencies in relating these national resource mobilization plans to the national development plan and to national monetary and fiscal policies, particularly for the purposes of servicing international financial negotiations;

(c)

To formulate annual and medium-term Ministry plans, defining the Ministry's plans and programs for its own institutional and personnel development;

(d)

To supervise Ministry-wide services relating to personnel administration, financial management, property and supplies procurement and custody; records and reporting systems; and regional coordination;

To operate a Management Information System involving the establishment of sub-systems for monitoring and evaluation of Ministry-wide programs and projec86nd the formulation of procedures for da a -control and systems management;

3. Absorption of Certain Ministry Services and Units. The following Ministry services and units are absorbed into this Group: Planning Service; (b) Administrative Service; (a) (c) Financial and Management Service; (d) Secretariat; (e) Public information Staff; and (f) Consultative Group.

4. officer in Charge. Assistant Minister Ramon Katigbak is hereby designated officer in Charge of this Group.

5. Completion of organization. On or before 31 January 1987 the officer in Charge shall submit to the Minister a program completing the organization of the Group, including the creation of the new offices and units required, the modification of the functions and operations of the existing services and units absorbed into the Group, and recommended appointments for the corresponding positions.
