SOLID WASTE PUBLIC HEARING MINUTES EAGLE HARBOR TOWNSHIP BOARD July 11, 2016 CALL TO ORDER Supervisor Probst called the Public Hearing to order at 6:45 P.M. MEMBERS PRESENT: Trustee Harrer, Supervisor Probst, Treasurer Johnson, Clerk Olson and Trustee Eddy MEMBERS ABSENT: None. PURPOSE To hear objections to the Special Assessment Roll for Solid Waste Assessment District IN ATTENDANCE 25 property owners according to the sign-in sheet PUBLIC COMMENT Supervisor Probst reported that a Special Assessment Roll for Solid Waste Special Assessment District had been prepared and was available for examination. The total assessment would be $29,403 Notice of the hearing was given in the Daily Mining Gazette. There were no written objection to the assessment roll. Objections to the assessment Roll: Lois Codere - Lives in Lake Linden. Has property on Sager Court at Gratiot Lake. Asked to be exempted from the Solid Waste Assessment Roll because there is no garbage collection where she lives. She wrote a letter of protest to the 2015 Special Assessment Roll Hearing which was read into the minutes at that hearing. She pointed out a typo in the hearing notice. Lois claimed to be exempt in 1993 and did not pay any assessment through 1999. She felt that the fee was not fair because they have received no benefit from the assessment. It is a 90 mile trip to bring garbage to the solid waste facility. It is rather unreasonable to carry trash that distance. They have never brought garbage to Eagle Harbor - they have always taken it home to Lake Linden. Because they take it home it does not seem fair that they have to pay this fee. There was a dumpster in Gay that they were allowed to use for a couple of years. Kathy Muljo - Lives next door to Lois Codere. She agrees with everything Lois said. She has been here before arguing the same thing. She has clocked the mileage from the cottage to Mohawk and back to Eagle Harbor and it is 90 miles one way and 60 miles the other way. She was told a couple of years ago that the Township would try to put a dumpster in their area but that did not happen. Nobody leaves their garbage there - they take it home. They have to pay for garbage pickup that they don't even use. Lois said that in Lake Linden they have to pay a fee and have to buy the bags so they are getting charged three times for that same bag of garbage. Kathy said that years ago there was some kind of agreement with Waste Management or the Townships that if you paid for garbage pickup in Mohawk you did not have to pay in Grant Township or Sherman Township. She was not sure about Houghton or Eagle Harbor Township. You did not have to pay double. Lois said that they could not get a reasonable answer to why this is happening. Cottages are totally inaccessible from November to May or June. Scott Dewar & Julie Dewar - Part owner in the same camp with Kathy - We agree that we are paying for service and don't have reasonable access. If there was a dumpster at the boat access or the Gratiot Lake Fire Hall that would be more reasonable. He understands that policing the use of that would be an issue. Doesn't feel that it is fair to be paying the fee without reasonable access. Lois said that sometimes you can't get around the bottom of the lake to get to the boat landing side. It is inaccessible. Sometimes you can get through with four wheel drive. She has to come in from the Betsey side.

Richard Harrer - Lives 11 miles from Eagle Harbor. In the 25 years he has lived here he has never thrown one bag of garbage in the Eagle Harbor dumpster. It is cheaper for him to buy one or two bags from Copper Harbor and just go three miles to Copper Harbor. Lois asked if the new fee would be $65.00 and was told the fee would be $60.50 Lois asked if they would be notified what the Board's decision is. Supervisor Probst informed her that the decision would be made during the regular meeting. No changes were made in the Special Assessment Roll for 2016. Motion by Connie Eddy, second by Ann Johnson to adjourn the hearing. Supervisor Probst declared the public hearing closed at 7:05 p.m.
