Main Motion C: MACURH Regional Charter Whereas, as a recognized regional affiliate of the National Association of College and University Residence Halls, Inc. (NACURH, Inc.), the Midwest Affiliate of College and University Residence Halls (MACURH) is governed by its own regional charter and policy book, and Whereas, the MACURH Regional Charter contains a series of misnomers that do not reflect the structure or operation of the Midwest Affiliate, and Whereas, governing documents should accurately reflect the structure and operation of an organization, Therefore, be it resolved that the following corrections be reflected in the MACURH Regional Charter:  Regional Board of Directors election procedure  Composition of the MACURH Directorship (Regional Director, Associate Director of Finance and Records, Associate Director of NRHH)  On-campus housing requirements for entire RBD  Recall procedure for RBD members to allow any boardroom representative to begin the recall procedure  Clear process for replacement for all vacancies, including recall Therefore, be it further resolved that upon passage by the MACURH National Communications Coordinators (NCCs) similar legislation be submitted to the NACURH National Board of Directors (NBD) for approval, and Finally, be it resolved that the updated MACURH Regional Charter take effect at the NACURH 2012 Conference following signing. National Association of College and University Residence Halls, Inc. Midwest Affiliate: Regional Charter We the undersigned, under the authority vested in us by the National Board of Directors of the National Association of College and University Residence Halls (NACURH), Inc., and pursuant to Article XII of the National Bylaws of supplementary thereto, do hereby authorize and establish a regional affiliate of the National Association of College and University Residence Halls, Inc., to be known as the Midwest Affiliate of College and University Residence Halls (MACURH). As a recognized regional affiliate, MACURH shall have as members within its region all those members of NACURH as are located in the states of Minnesota, North Dakota, South Dakota, Iowa, Nebraska, Kansas, Missouri, and the province of Manitoba. The MACURH region will also welcome schools from other states or countries that wish to affiliate. MACURH shall abide by the Articles of Incorporation of the NACURH, and its Bylaws, and as such shall hold at least one annual Regional Conference where member schools within the region can meet together to share ideas about residence hall programming and policy. At the annual No Frills Conference, the MACURH National Communications Coordinators (NCCs) or other representatives as designated shall democratically elect by a majority vote a Regional Director, Associate Director(s), and Regional Communications Coordinators (RCCs) to compose the MACURH Regional Board of Directors (RBD). The Regional Director, Associate Director of Finance and Records, and Associate Director of National Residence Hall Honorary (NRHH) shall compose the MACURH Directorship. A quorum of at least eighty percent (80%) of the affiliated regional membership must be present in order to elect the RBD. All members of the RBD shall reside in an on-campus housing unit during their terms of office.The terms of office shall run between the annual NACURH Conferences. The Regional Advisor shall supervise the election procedure and tally the votes. Any member of the RBD may be recalled by a vote of two-thirds (2/3) of the voting membership of the region. Recall procedures may be initiated by any member of the RBD or any boardroom representative as defined in the Regional Bylaws. The initiating member shall contact the RBD member being recalled and all member school NCCs (or appropriate representative). The Regional Advisor shall be in communication with at least three-fourths (3/4) of the NCCs (or appropriate representatives) and the RBD member being recalled. The Regional Advisor shall serve as the Recall Coordinator. The person(s) recalled shall be replaced by the process stated in the Regional Bylaws for vacancies. Internal operating procedures shall be established at the discretion of the Regional Director and the regional membership so long as such policies do not conflict with the Articles of Incorporation of the National Association of College and University Residence Halls, Inc., the Bylaws of the said corporation, or policies approved by the quorum membership of the National Board of Directors (NBD). In witness thereof, the Chairperson of the NBD, the National Advisor, the Regional Director, and the Regional Advisor have set their hands on the __ day of June, 2012.
