DEPARTMENT OF HEALTH NATIONAL CAPITAL REGIONAL OFFICE NEWBORN SCREENING JINGLE VIDEO MAKING COMPETITION This Jinge Video Making Competition is part of the Newborn Screening Advocacy Activities for the National Capital Region, aiming to increase the awareness not only of parents but all men and women of reproductive age about the importance of Newborn Screening and how it saves babies from mental retardation and death. A. Mechanics 1. The Video Making Competition is open to all college students from public and private schools and universities in the National Capital Region. There is no limit in the number of entries per school but there can only be one entry per individual or group. 2. Each video must have one Lead Producer. While several students may work together on the project, it must be submitted under only one name. Any prize will be awarded to the named Lead Producer only. Participants can list co-presenters on the Entry Form and may choose to divide the prize on their own terms if they wish.

3. The Official DOH NCRO Newborn Screening Jingle will be used for the video contest. The jingle may be requested by sending an email to [email protected]

4. Interested participants must submit a contest entry form together with a copy of their school ID, via email, [email protected] or fax 531-0021, 531-0027, 531-0034 local 105 on or before February 26, 2016.

Entries will be judged based on the following criteria: a. 50% Content - creativity, originality and appropriateness of production design, relevance of visual images to music b. 30% Technical Excellence - visual creativity, editing, effective use of special effects c. 30% Overall Quality - overall impression, enjoyment factor, meaningfulness, replay value

All entries should start with a 10 second full-screen "title screen" that contains the following: a. DOH Logo b. NBS Logo c. Title of Jingle ("Blessing Ka Baby")

7. Participants have the option to include closing credits. 8. No copyrighted materials may be used for this contest unless you own the copyright or have license to use the material for this contest.

9. No professional assistance is allowed.

10. All entries must be submitted in digital format and saved in a CD or DVD to

All entries shall be judged by the Board of Judges from the Newborn Screening Reference Center, Department of Health - National Capital Regional Office and Newborn Screening Center. 12. The judges' decision is final. Entries will be judged according to the given criteria. 13. All entries become a property of Department of Health - National Capital Regional Office and shall claim copyright for the work. 14. Department of Health - National Capital Regional Office maintain the right to reproduce, reprint, distribute, display, perform, or exhibit the entries for advocacy, and promotional purposes on their website, conferences, or any other venues without further compensation or notification to the participants. 15. The prizes shall be: First Place: Php40,000.00 Second Place: Php30,000.00 Third Place: Php20,000.00 16. In accordance with the government accounting and auditing rules, prizes are to be issued in check, 60 days after the awarding date. Check may be claimed at the DOH National Capital Regional Office. 17. Participants agree to be bounded by the official contest rules and decisions of the judges. 18. Date of the awarding ceremony will be announced. The top 10 finalists, with 5 representatives per entry, will be notified of the event details.
