In response to DENR Secretary Ramon J.P. Paje’s call of “Bettering our Best in 2013”, the Land Sector was the first to conduct a Land Sector 2012 Assessment and 2013 Planning Workshop. Delivering their message and support to the Land Sector are Undersecretaries, for Planning and Policy, Manuel D. Gerochi, for Staff Bureaus, Atty. Ernesto D. Adobo, Jr., Assistant Secretaries, for Lands, Atty. Roberto V. Oliva, for Foreign-Assisted and Special Project Office (FASPO), Rommel R. Abesamis and Land Management Bureau Director, Engr. Ralph C. Pablo. The participants coming from different regions all over the country, Regional Technical Director of Lands, CARP, LAMP and LMB agreed and discuss the following commitments:
• Acknowledged the significant accomplishments of the entire Land Sector in LAMP2, CARP and LMB.
• LAMP2 reported the approval of LAMP2 Additional Financing and the intensive preparations for ISG. The participants agreed that all efforts must be exerted to ensure successful implementation of the AF.
• CARP reported the 97% accomplishments in 2012 which contributed to DENR’s PerformanceBased Bonus.

First for the Land
• LMB reported the consolidation of the sector into one strong cohesive group – LMB, CARP, LAMP, CLAMP and LMS. It also reported on the completion of major policy proposals.
• LMB however reported the need to strengthen efforts in the implementation of the Residential Free Patent Law (RA 10023).
• It noted that the accomplishment under this area is only 53%. Over-all, LMB reported that 2012 was a good year for the Land Sector.
• It reported the award given by the NEDA in December 2012 and the inclusion of LAMP in the World Bank Calendar for 2013.
The participants also acknowledged with great gratitude the support of DENR Management to the Sector, namely Secretary Ramon J.P. Paje, Undersecretary and Chief of Staff Atty. Annaliza R. Teh, Undersecretary for Field Operations, Demetrio L. Ignacio, Jr. and Assistant Secretary for Finance and Management Services, Corazon C. Davis and all other DENR Officials.

Verification and Approval of Survey (IVAS). These technical trainings are important tools in the implementation of the Cadastral Survey Program of the government.
The Land Management Bureau (LMB) welcomes the second batch of delegates from the Ministry of Land and Land Development of the Republic of Sri-Lanka. Four (4) senior officials from the Ministry of Land visited the Land Management Bureau last March 14, 2013.

LAM System Enhancement
A three-day LAMS enhancement workshop was held last April 10-12, 2013 at the City State Tower Hotel, Ermita, Manila. The workshop was attended by the participants from all Regions represented by the Regional Chiefs of Surveys Division and the LAMS System Administrators. All Regional Technical Directors (RTD) for Lands as well as the Crevel International Inc. attended the said workshop. The workshop aimed to enhance the automation of land transactions services in the Land Management Bureau and of the different Land Management Service (LMS). To come up with a set of policies needed and Volume 8

standardized the operations of LAMS and address different issues in the field, each region was required to present the current status, issues and concerns of their LAMS-IVAS operations. In preparation for the mobilization and facilitate the data exchange to different stakeholders, Crevel International Inc. presented LAMS

LAMP2, discussed the Bidding Documents of the Land Records Scanning and Encoding and the various issues on the technical aspects of the Project. The Technical Working Group ( TWG ) is tasked, among others, to provide an efficient schedule for the review of the bids and ensure a timely submission of the Bid Evaluation Report ( BER ) to the BAC – FAP’s.

The Land Management Bureau’s OIC Assistant Director and Chief, Legal Division in Concurrent Capacity, Atty. Emelyne V. Talabis, was the newly designated Chairperson of the Technical Working Group (TWG ) on the World Bank ( WB) Procurement process in relation to the Outsourcing of the Land Records Scanning and Encoding under the Land Administration and Management Project ( LAMP2) – Additional Financing (AF) as per DENR Special Order No. 2013 – 194 dated March 21, 2013. The Technical Working Group (TWG) Vice Chairperson is Engr. Henry P. Pacis, Deputy Executive Director, LAMP2, and the members are: Engr. Bienvenido F. Cruz (LMB), Mr. Rolando B. Carbon (FASPO), Ms. Susan B. Villar, Office of the Undersecretary for Staff Bureaus (OUSB), Mr. Alex C. Pascua, Office of the Undersecretary for Planning and Policy (OUPP) and Mr. Joselito Reasol (NAMRIA).
In order to equip the TWG members on the World Bank Procurement process, a one (1) day orientation / briefing was conducted on May 22, 2013 at the Luxent Hotel, Quezon City. In her welcome remarks and message given during the opening program, Atty. Emelyne V. Talabis, emphasized that TWG’s should be fully knowledgeable on the procurement guidelines and procedures on Foreign Assisted Projects, as well as on the technical aspect of the scanning and encoding project so that it could properly and effectively discharge its mandates. The presentation on the Procurement Arrangement and Procedures and Republic Act 9184 and its Revised Implementing Rules and Regulations were presented and discussed by Mr. Israel Helios Inocencio and Ms. Isabel Salas from the DENR – Foreign Assisted and Special Project Office ( FASPO ). Among the highlights of the Land Sector Conference was the testimonial and awarding of Plaque of Appreciation to Regional Technical Director of Lands – Region 7, RTD Diana Apistar as she went on mandatory retirement last April 20, 2013. Locally, he assisted the DENR and local governments in environmental protection and management including the generation of resources for local governments. In 2011, he was team leader in the formulation of the Environment Code of the City of Santa Rosa, Laguna. He was Assistant Secretary of DENR, Executive Director of the Land Administration and Management Project 2 prior to his appointment as ACB executive director. Oliva has received numerous awards in recognition of his achievements, including the outstanding Citizen of Los Baños, Laguna in 2004; Outstanding Alumnus Award in the field of Forestry Laws and Policies of the UPCFNR and of UPLB, both in 2004; Outstanding Leadership Award as UPCFNR president from 2005 to 2011; and UPLB Alumni Association Service Award in 2011. He worked in 2004 with the predecessor organization of ACB, the ASEAN Regional Centre for biodiversity Conservation ( ARCBC), on a study entitled ‘ Legal Personality and Institutionalization of the ARCBC’.

LAUD Spearheads Knowledge Management Training on the Implementation of Land Policies and Processing of Public Land Applications
Atty. Emelyne V. Talabis, Assistant Director of LMB as she discussed her presentation about Alternative Dispute Resolution and Joint Administrative Order No. 2012-01 and Engr. Rolando R. Pablo, OIC, LAUD, discussed the Legal, Policy and Institutional Framework for Land Management and Administration.
The Land Administration and Utilization Division (LAUD), through the Chief, Engr. Rolando R. Pablo spearheaded the conduct of a two-day Knowledge Management training-workshop on the implementation of Land Policies and Processing of Public Land Applications as part of the continuous capacity-building initiatives of LMB personnel. This activity was held at the 6th floor of the LMB building on May 27-28, 2013 and attended mostly by LAUD personnel and representatives from other Divisions and Projects Units. The workshop served as a venue for strengthening the capacity and leveling up the knowledge, skills and attitudes of the Land Examiners, Land Investigators and Action Officers, in relation to the forthcoming approval of Rationalization Plan of DENR under Executive Order No. 366. Institutional Framework for Land Management and Administration. In his topic, he went over the Major Land Administration and Management Laws in the Philippines, land classifications, the concepts Land Management and Land Administration. He also discussed the four major government agencies that deals and have something to do with land administration and management which is the DAR, DOJ, NCIP and DENR and their different roles and functions. The highlight of the activity is the part “A Total Encounter with the Regions” a presentation of best practices in Land Management Sector from the Regional Offices of the DENR. Edgar Barraca, Chief, Surveys Division, DENR Region IV-A presented the Cadastral Survey Implementation in the Philippines (Understanding the benefits derived from it). After the presentation, the participants were grouped into three for the workshop on the Revision or Drafting of Judicial Forms (Deed of Sale/Lease Contract). On the second day, Engr. Henry Pacis, Deputy Executive Director of LAMP2, presented an update on the LAMS Philippines (One Step Forward to a Better Land Information Management) while Atty. Emelyne V. Talabis discussed about Alternative Dispute Resolution (How to Handle it effectively) and the DENR-DARLRA-NCIP Joint Administrative Order No. 2012-01 and Joint Memorandum Circular No. 2012-008 The participants were also required to present their workshop outputs which will be included in the policy proposals of the LMB.

It aims to capacitate some LMB personnel with necessary skills and competencies in handling Secretariat Roles, Duties and Responsibilties during Trainings, Seminars, Workshops and Conferences.

TRAINING ON CADASTRAL SURVEY PROJECT MANAGEMENT INFORMATION SYSTEM (CASPMIS) AND FIRST QUARTER ASSESSMENT OF CADASTRAL SURVEY PROJECTS HOTEL H2O, LUNETA, MANILA - The Land Management Bureau (LMB) on April 23-26, 2013, conducted a four (4)-day training on Cadastral Survey Project Management Information System (CSPMIS), and 1st Quarter Assessment of Cadastral Survey Project (CSP). The first part held in two (2) days has the objective of familiarizing the participants on the new web based system capable of monitoring near real time all Cadastral Projects in the country. The second part, also carried out in two (2) days, was the assessment and evaluation of the CSP`s physical and financial accomplishment where a workshop was conducted to address the low disbursements of CSP funds.

This is in consonance with the marching order of President Benigno Simeon C. Aguino III, to finish the cadastral survey of the country during his term. Giving emphasis on better service to be rendered by the Land Sector, the Undersecretary appealed to everyone to set timelines on everything they do in the keeping with their duties and responsibilities. On the third day, the first quarter assessment proceeded which lasted until the fourth day. Engr. Victor B. Balde, National Cadastral Coordinator, presented
the consolidated regional accomplishments, while Engr. Ariel F. Reyes, CSP Focal Person, discussed the regional validation findings. It was followed by a workshop to address low disbursement on Cadastral Projects. As the assessment went on, the Chiefs Surveys Division from all the Regions committed for the approval of the following Projects: 48 projects out of 80 targeted projects procured; in CY 2011 to be approved on or before June 30, 2013; 157 and 55 project on or before September 30 and November 30, 2013 respectively for projects procured in CY 2012.
Engr. Ralph C. Pablo, LMB Director and now OIC Executive Director of LAMP2, in delivering his welcome address, stressed that towards the end of the training and assessment, it is expected that there will be improved performance of duties from the participants. As part of the motivation, he informed the group of the plan to enroll the CY 2012 Category “B” Cadastral Project to the Performance Based Bonus (PBB) scheme. Transformation of Old Cad Survey to PRS ‘ 92 The Land Management Bureau conducted a Three (3) Day Workshop on the Transformation of Old Cadastral Survey to PRS ‘ 92 and Assessment of Accomplishments of PRS ‘ 92 Project, held on June 26 - 28 , 2013 at the La Breza Hotel, Quezon City. The purpose of the said workshop is to assess the CY 2010 - 2012 accomplishments of the Department under the PRS ‘ 92 Monitoring Project and to discuss the proper preparation and integration of old Cadastral Data into Philippine Reference System of 1992 (PRS’ 92). LAMS Enhancement... After the presentations, the participants were grouped into three (3) and they formulated the LAMS-IVAS standard operations and policies (i.e. Cadastral Survey, Isolated and Political Boundaries), Reports and Statics, and Mapping and Projections that will serve as input in the Enhancement of LAMS which is being undertaken by Crevel. The enhancement of LAMS Philippines is in support to full survey and titling computerization and to improve land governance and transparency and provide data access and fast land transactions to the public and to the LGUs.
In line with DENR Secretary’s instruction to recommend the remaining sixty seven (67) thousand hectares of Friar Lands not covered by application to His Excellency President Benigno S. Aquino III to be an asset to the State through the issuance of President’s directive, a Focus Group Discussion (FGD) was conducted at the Land Management Bureau-CLAMP on January 18, 2013. Director Ralph C. Pablo of LMB presided the discussion.

New ASEAN Centre for Biodiversity head named
A Filipino forester-lawyer has been chosen by the Association of Southeast Asian Nations (ASEAN) to lead the ASEAN Centre for Biodiversity (ACB). Lawyer Roberto V. Oliva bested applicants from other ASEAN member states to become the next ACB executive director, succeeding Rodrigo U. Fuentes who passed away in August 2012. This was announced by DENR undersecretary Demetrio L. Ignacio Jr., member of the ACB governing board and acting ACB executive director. The new executive director will take his oath of office on April 23 at a ceremony to be held at the ACB headquarters in Los Baños, Laguna.
A professional forester and lawyer, Oliva specializes in natural resources law and policy, and has over 30 years of professional experience in the areas of forestry, protected areas, environment and natural resources management. He graduated from the University of the Philippines College of Forestry and Natural Resources (UPCFNR) in 1978 as a government scholar and was a recipient of the Society of Filipino Foresters Award on Leadership. He finished his law degree in 1984, and in 1988, completed a senior fellowship at the ASEAN Institute of Forest Management in Kuala Lumpur, Malaysia where he wrote a book entitled ‘Harmonization of Forest Policies in the ASEAN Region.’ Oliva was a professorial lecturer of the UPCFNR where he taught forestry laws, rules and regulations, forest policies and forest administration subjects. He was also a lecturer in the graduate program of the Development Academy of the Philippines,
handling the legal framework for biodiversity conservation. He continues to teach forestry subjects on various occasions. He has worked with international organizations such as the United Nations, Asian Development Bank, Japan Bank for
