International 8 Metre World Cup Championship August 10th – 19th, 2017 Royal Norwegian Yacht Club The Organizing Authority is the Royal Norwegian Yacht Club (KNS). The KNS has been granted authority by the International Eight Metre Association (IEMA) to host and organize the 2017 International Eight Metre World Championship at Hankø, Norway.

RULES

1.1

The Regatta will be governed by the rules as defined in the current The Racing Rules of Sailing 2017 – 2020. The following prescription of the Norwegian Sailing Federation will apply:

Nordic Sailing Federation prescription to RRS 30.2, 30.3 and 30.4 will apply and will be stated in full in the sailing instructions.

1.3

RRS 44.1 and 44.2 will be changed so that only one turn, including one tack and one gybe is required.

1.4

RRS 55 will be changed in the sailing instructions by adding the following sentence to the rule: 'However, discarding elastic or wool bands when setting a sail will not be considered a breach of rule 55.'

1.5

Under RRS 87, the Rating Rule and Measurement Instructions of the International Eight Metre Class and The International 8 Metre World Cup Rules will apply, except as follows:

1.5.1

All yachts must carry on board the prescribed safety equipment in accordance with the yacht’s country of registry. At minimum, all yachts must carry on board at least a 15 metre length towline and personal flotation devices for every crew member on board.

1.5.2

Yachts designed prior to January 1, 1960 with no hull modifications as defined by IEMA are permitted a maximum measurement of 8.07 metres, using the rating formula of the Class Rule. Such yachts shall otherwise have valid measurement certificates.

1.5.3

As approved by resolution at the IEMA Annual Meeting at the World Cup event in Geneva in 2004, the rule is changed for all yachts designed prior to 1960: the maximum number of crew on board during a race may be increased to seven (7).

1.5.4



All yachts shall be required to declare the total number of regular crew plus one alternate and the names at registration and shall sail with that number of crew throughout the regatta. Any changes required to the regular named crew must be registered by 19.00 on the day before the crew change is to take place with the Principal Race Officer. Any additional crew changes in personnel from those originally listed shall be subject to prior written approval by the International Jury.

ADVERTISING

2.1

World Sailing Regulation 20 will apply to all advertising, with the following amendments:

2.1.1

In accordance with Class Rule 36, no advertising is allowed on the mainsail or genoa.

2.1.2

Yachts may be required to display regatta sponsor or 8 Metre Class advertising chosen and supplied by the Organizing Authority.

2.1.3

The Organizing Authority reserves the right to refuse advertising by a yacht or a competitor or when it is in conflict with the laws of Norway.

2.1.4

In participating in the regatta a competitor expressly and automatically grants, without any demand for compensation, the Organizing Authority and sponsors of the regatta the right, in perpetuity, to make, use and show at any time, and at their sole discretion, any still or motion pictures and live, filmed or taped television and other reproductions taken during the regatta.

ELIGIBILITY AND ENTRY

3.1

The Regatta is open to all yachts of the International 8 Metre class that have a valid measurement certificate, have completed registration, and have paid the entry fee and the annual IEMA dues.

3.2

Eligible boats may enter at Manage2Sail: http://www.manage2sail.com Hard copies of the Entry form may be obtained by printing from the event site http://www.8metre-worlds2017.no/index.php or by request by e-mail to [email protected]. Hardcopies will also be available at KNS, Huk Aveny 1, 0287 Oslo, Norway.

3.3

The closing date for entries is July 1st, 2017.

3.4

The entry form will be available upon online entry. An invoice will be forwarded by email after entry is completed.

3.5

Late entries when accompanied by the late entry fee of NOK 17.000 may be accepted at the discretion of the organizing authority until August 1st, 2017.

3.6

To complete entry, competitors must register with KNS within the times of the schedule. Yachts will only be registered after completing the measurement (where appropriate) and inspection.

3.7

The following documents are required to be presented at Registration: a) Valid measurement certificate and in addition, the owner shall submit a signed statement that no hull modifications or ballast changes, which would affect the rating, or, for Sira Cup entrants their continued eligibility and any applicable grandfathering provisions, have been made since the last measurement. b) Evidence of valid third-party insurance with a minimum of NOK 4.000.000 or equivalent c) Entry Form responsibility disclaimer and liability acceptance clause, duly filled out and signed.

d) Crew list with the names of each crew member and the day(s) they are designated to sail. 3.8

The organizing authority is not responsible for any costs incurred by non-acceptance of a yacht’s registration.

4. FEES

4.1

The required non-refundable entry fee is NOK 15.000, net of any bank charges and transfer fees.

SCHEDULE

5.1

Measurement and Inspection: Measurement and Inspection will take place at Hankø Yacht Club. Measurement of sails will take place in a hall close to the yacht club. Thursday, August 10th From 09.00 to 20.00 Friday, August 11th From 09.00 to 20.00 Saturday, August 12th From 09.00 to 20.00 Sunday, August 13th (reserve day) From 09.00 to 14.00

Registration: Registration will take place in the Race Office at Hankø Yacht Club on: Thursday, August 10th From 09.00 to 20.00 Friday, August 11th From 09.00 to 20.00 Saturday, August 12th From 09.00 to 20.00

Skippers’ Briefing: Saturday, August 12th 09.30 hours

5.4

Tune-up race: Saturday, August 12th 12.30 hours

IEMA Annual Assembly: Sunday, August 13th 09.30 hours

5.6

Tune-up race: Sunday, August 13th 12.30 hours

5.7

Opening Ceremony & Reception: Sunday, August 13th 18.30 hours

5.9

With the exception of the Tune-up Race, two races are scheduled per day to a maximum of ten races. When at least five races have been sailed the reserve day will not be used.

5.10

The scheduled time of the Tune-up race Saturday, August 12th and Sunday, August 13th is 12.30 hours.

5.11

The warning signal for first race each day is 12.00 hours.

5.12

On the last day of the regatta, no warning signal will be made after 15.00 hours.

6

MEASUREMENT AND INSPECTION

6.1

The regatta chief class measurer will be onsite to make measurement checks during the times scheduled for the Regatta. If a full measurement is required, the owner needs to contact the class measurer for an appointment prior to the Regatta.

SAILING INSTRUCTIONS The Sailing Instructions will be available after completing Registration.



8

VENUE

8.1

The races will be held at the traditional KNS race courses off the island of Hankø, near Fredrikstad, Norwegian Nautical Chart no.1 refers.

8.2

Attachment A shows the location of the racing area.

8.3

The race course will be located approximately 2 nautical miles from the harbour. A diagram of the race course will be included with the Sailing Instructions.

THE COURSES

9.1

The courses will be a windward leeward configuration with a windward offset mark and a gate may be laid at the leeward mark. A diagram will be included with the Sailing Instructions.



10

PENALTY SYSTEM

10.1

An International Jury will be appointed and their decisions will be final as provided by RRS 70.5.

SCORING

11.1 11.2

Five completed races are required to constitute a valid Championship. When 6 or more races have been completed, a yacht’s series score will be the total of her race scores excluding her worst score.

SUPPORT BOATS

12.1

Support boats will be clearly marked so they can be identified with the yacht they are supporting and shall be registered with regatta organizers with the entry form and confirmed at the time of the yacht's registration.

BERTHING

13.1

Yachts must be berthed at the Hankø Yacht Club for the regatta, starting on Saturday, August 13th at 08.00. Yachts shall be assigned docking for the duration of the regatta.



14

HAUL-OUT RESTRICTIONS

14.1

Yachts shall not be hauled out during the regatta after 09.00 hours on Monday, August 14th, except with and according to the terms of prior written permission of the International Jury.



15

DIVING EQUIPMENT AND PLASTIC POOLS

15.1

Underwater breathing apparatus and plastic pools or their equivalent shall not be used around yachts between the preparatory signal of the first race and the end of the regatta.

16

RADIO COMMUNICATION

16.1

Except in an emergency, a yacht shall neither make radio transmissions while racing nor receive radio communications not available to all yachts. This restriction also applies to mobile telephones and computers.

16.2

The Race Committee will use a designated channel to broadcast information to the competitors. OCS broadcasts are advisory and are not grounds for redress.



17

TROPHIES AND PRIZES

17.1

The INTERNATIONAL EIGHT METRE WORLD CUP will be awarded to the yacht with the best overall score in the World Championship.

17.2

The SIRA CUP will be awarded to the yacht built prior to 1960 conforming to the SIRA CUP DEED of Gift and Rules with the best result in the overall score of the World Championship.

17.3

The COPPA D’ITALIA will be awarded to the European yacht with the best overall score in the regatta conforming to the Deed of Gift for the trophy.

17.4

The NEPTUNE TROPHY will be awarded to the first eligible yacht conforming to the Deed of Gift and Rules with the best overall result in the World Championship.

17.5

The FIRST RULE CUP will be awarded to the yacht built between 1908 and 1919 to the first International Rating Rule. Eligible yachts will be scored in the overall scoring and the trophy will be awarded to the yacht with the best score in a separate scoring table for this category. Should a discard apply in the overall scoring, a discard will also apply in this separate table.

17.6

There will be additional prizes such as traditional prize flags or other prizes awarded to the first, second and third place yachts in all above-mentioned categories of the Regatta series.

18

DISCLAIMER OF LIABILITY

18.1

Competitors participate in the regatta entirely at their own risk and responsibility. Refer to RRS rule 4, Decision to Race. The Organizing Authority, IEMA, and any other party involved in the organization of the 8 Metre World Championship will not accept any and all responsibility whatsoever for loss or material damage, personal injury or death, or inconvenience that might occur to persons and materials, both ashore and on the water as a consequence of participation prior to, during, or after the Regatta. Each yacht owner and his representative accept these terms by signing the Entry Form.



19

INSURANCE

19.1

Each participating yacht shall be insured with valid third-party liability insurance with a minimum cover of NOK 4.000.000 or the equivalent.
