2nd Eastern Asian Youth Chess Championship, 17-26th June 2017, Central Palace of Culture of Mongolian Trade Union, Ulaanbaatar, Mongolia INVITATION The Mongolian Chess Federation (MCF) under the auspices of the Asian Chess Federation (ACF) and World Chess Federation (FIDE) invites all Asian national chess federations to participate in the 2nd Eastern Asian Youth Chess Championship, to be held in Central Palace of Culture of Mongolian Trade Union, Ulaanbaatar, Mongolia, during 17th June (Arrival) - 26th June (Departure) 2017.

Tournament Regulations and Rules 1. Eligibility and Participation 1.1 Entitled to participate are chess players from East Asian federations (zone 3.3 member federations and China). 1.2 Each Eastern Asian Federation (zone 3.3 member federations and China) can register only ONE official player in each category 1.3 Each federation may register any number of additional players 1.3a Players must not have reached the relevant age before 1st January 2017. See table below: Born on or after 1st January 2009 Born on or after 1st January 2007 Born on or after 1st January 2005

1.4 In case there are fewer than eight players and three federations in an age group, that group shall be merged with another age group. 1.5 U6 section will be included in the event. Players born after 1st January 2011 are in title to participate in this category. Prizes will be the same as all other categories. But no direct titles will be awarded. 1.6 In addition, there will be 9 round Swiss Tournament in 2 categories: FIDE open and Senior 55+

3. Playing Conditions 3.1 Where possible, each category shall be conducted in the Swiss System of 9 rounds, using the Swiss Manager Program. 3.2 The time control: 3.2.1 Standard: 90 minutes with an increment of 30 seconds per move 3.2.2 Rapid: 15 minutes with an increment of 10 seconds per move 3.2.3 Blitz: 3 minutes with an increment of 2 seconds per move 3.3 In the last round, where possible, players from the same federation and who have more than 50% score shall not be paired to play each other.

4. Tie Breaks 4.1 The final ranking order of the players shall be determined by the number of points scored. If at the end of the tournament, two or more players are tied for the first place or for any prize, the tie shall be broken according to the following tie breaks in the order below: a/ Direct Encounter b/ Greater Number of Wins (forfeits counted) c/ Buchholz Cut 1, Cut 2, etc. d) Sonneborn-Berger 4.2 In case the above still does not produce a decision, the players remaining tied will be proclaimed joint winners.

5. Direct Titles

5.1 Winners of U18 category shall be awarded the title of International Master (IM) / Woman International Master (WIM). 1st equal player shall get IM norm. The Silver & Bronze Medal winners shall be awarded the FIDE Master (FM) / Woman FIDE Master (WFM) title. 5.2 Winners of U16 category shall be awarded the title of FM / WFM and an IM norm. 1 st equal player will get FM title. The Silver & Bronze Medal winners shall be awarded the Candidate Master (CM) / Woman Candidate Master (WCM) title. 5.3 Winners of U12 & U14 categories shall be awarded the title of FM / WFM. The Silver & Bronze Medal winners shall be awarded the CM / WCM title. 5.4 Gold, Silver & Bronze Medal (after tiebreak up to 3 players) winners of the U8 & U10 categories shall be awarded the CM/WCM title. 5.5 If groups are combined to make a bigger group, then the requirements (at least 8 participants from at least 3 federations) shall apply to this merged group. Titles can be awarded to the best player(s) of the subgroups, provided the subgroup has at least 5 participants from at least 2 federations and the player scores a minimum of 50% in a minimum of 9 games.

6. Medals & Certificates 6.1 Medals shall be awarded to the top FIVE positions in each event and category. Gold, Silver, Bronze and two special medals. 6.2 Team Medals shall be awarded. Three best Federations, by ranking of standard chess medals collected in all categories, will receive a trophy. For first place the number of gold medals will be taken into consideration, if there is a tie, then the number of silver medals, if there is still a tie, then the number of bronze medals. If there is still a tie, count Rapid chess medals, then Blitz chess medals. 6.3 Diplomas shall be awarded to the players who have finished in the top three positions. 6.4 Certificates of Participation shall be given to players and Technical Officials.

7. Technical Delegate, Chief Arbiter and Appeals 7.1 The Asian Chess Federation President after consultation with the organizing federation will nominate the Technical Delegate, Chief Arbiter, as well as the necessary assistant arbiters and other officials. 7.2 The Chairman of the Appeals Committee shall be nominated by the Asian Chess Federation President in consultation with the organizing federation. The Committee shall be composed of three members and two reserves, all from different Federations, chosen from among the representatives of national federations present. 7.3 No member of the committee shall have the right to decide on questions concerning his own federation. In such cases the member concerned shall have the right only to partake in the discussions of the committee. 7.4 Protests, including protests against decisions of the Chief Arbiter or his assistants, must be submitted in writing to the Chairman of the Appeals Committee within fifteen minutes after completion of the relevant playing session. A protest shall be submitted with an accompanying fee of $100. If the protest is upheld, the protest fee will be returned otherwise it shall be forfeited to the organizing federation. No protests will be entertained for Rapid and Blitz.

8. Registration 8.1 At least 3 months before the beginning of the Championships (i.e 17th March 2017) National Federations should register their intentions to participate stating the expected number of participants. This is a Preliminary Registration in order to ascertain number of hotel rooms required. 8.2 The completed REGISTRATION FORM must be sent to: [email protected]

Include the Surname, First name, FIDE ID number, FIDE Rating, Title (if any), passport details of each player and each accompanying person, coaches, officials. It must also include the name, telephone, fax number and email of the Head of Delegation and of the federation’s official in charge. 8.3 All players and accompanying persons/coaches are required to send their passport digital copy and ID photo in jpeg format to the email: [email protected] , which will be used by the Organizers to issue the Accreditation Cards and Name Cards. If no such photos are received, the Organizer will charge a fee at $3.00 each for photo service at the venue for making the Accreditation Cards. Players, accompanying persons, coaches and officials need to wear their Accreditation Cards all the time during the event and not be allowed to enter into the playing area, including the Opening and Closing Ceremony. 8.3 Deadline for registration is 17th April 2017 all Federations must submit their Final Registration of participants.

9.1 The registration fee include the costs of airport transfers from Chinggis Khaan International Airport to the Official Hotels and from the Official Hotels to Chinggis Khaan International Airport as well as Accreditation Cards, Certificates.

10. Venue & Hotel – Board & Lodging 10.1 The Official Venue of the event is the Central Palace of Culture of Mongolian Trade Union, which is about 10 minutes to walk from the Chinggis Khaan Central square. 10.2 The official Hotels of the event will be confirmed 10.2a The Ramada Hotel, (four stars) which is about 2 minutes walking distance of the playing venue could be as hotel for officials. 10.2b The Organizing Committee will offer additional hotels of similar quality (i.e 3 or 4 stars). 10.3 All official players, 1 player per country in each category, 1 head of delegation per country are entitled to free full board and lodging on double or triple sharing basis. 10.4 Hotel Rates for additional players and accompanying persons:

The room rates include hotel accommodation at the Official Hotels and 3 meals, starting with the dinner on 17 th June 2017 until the breakfast on 26th June 2017. 10.5 Each delegation shall distribute their delegation in an equal proportion of double and triple rooms. 10.6 If needed, the final distribution of hotel rooms is decided by the Organizing Committee

11. Information about Visas

11.1 Those who need visas must submit their data the latest on 17th April 2017. 11.2 The Organizing Committee will issue invitations only after all the pre-payments are made. 11.3 The Organizing Committee shall provide service to issue visa at airport with additional charge on request.

12. Payments 12.1 Prepayment of 30% of the cost for board and lodging must be paid before the deadline of 17 th April 2017. 12.2 All Bank Transfers are to be made in USD to: Name of Account: MONGOLIAN CHESS FEDERATION Name of Bank: Golomt Bank Address of Bank: Sukbaatar Square 3, Ulaanbaatar 15160, Mongolia SWIFT Code: GLMTMNUB Account Number: 1105 0433 03 12.3 Each National Federation will be invoiced by the MCF. When payments are confirmed, the Organizing Committee will send to the participating Federation the confirmation of the hotel reservations. All confirmed registrations would be declared on the official web site, where Federations may check their participants' status on a daily basis. 12.4 All payments must be finalized upon arrival. Players will not be paired until all payments and fees are cleared.

13. Airport Transfers The Organizer shall provide all participants with airport transfers from Chinggis Khaan International Airport to the Official Hotels, and from the Official Hotels to the airport. All participants are required to send their flight details of arrivals and departures to the Organizer at least 7 days before the arrival date (10th June 2017 for most participants). The Organizer shall not be responsible for airport transfers for those who do not send their flight details by the said date.

14. Regulations of side events FIDE open and Senior 55+ will be published on official website.
