Key Words: Collaborative Management Rule Changes Intended Recipients: This communication has been sent to all county human service directors, collaborative management site coordinators and collaborative management stakeholders. Please forward pertinent information on to staff members as you deem necessary. Purpose: The purpose of this operations memorandum is to communicate the revised Collaborative Management Program (CMP) Volume 7 rules that are effective August 1, 2015. These rules are to be incorporated into your CMP during SFY 2015-16. Collaborative management rules can be found in Volume 7 at 7.303.3 through 7.303.36. Action: Please ensure that the CMP rule changes are incorporated into your CMP site’s everyday practice including: Interagency Oversight Group (IOG); Memorandum of Understanding (MOU); site target population; Individualized Service and Support Team (ISST); reporting; cost savings and sharing, and; performance measures. Background: CMP Volume 7 rules were outdated and needed revision to comply with the Office of the State Auditors Legislative Child Welfare Audit released in October 2014 and SB 15-241. These changes include:  the addition of language to align rule with state statue;  removal of language that is outdated or inaccurate that can lead to confusion;  the addition of rules regarding the MOU and MOU guidance from CDHS;  the addition of encouraging a family advocate organization to be part of the CMP program;  clarification regarding the CMP annual report;  the addition of a definition of the CMP target population;  clarification on incentive funding based on actual numbers served through the CMP program; and,  the addition of a monitoring program. Information needed: Please review and incorporate changes made to Volume 7 rules at 7.303.3 through 7.303.36 into your county CMP.
