MATCH RULES Operation Havoc Counter-Strike: Global Offensive Tournament
Article 1 Game Title 1. Game Title: Counter-Strike: Global Offensive Article 2 Participation Eligibility 1. Eligible Age of Participation: 12 and over 2. Must have own Steam account with Counter Strike: Global Offensive Article 3 Tournament Format 1. Game Format: Team Matches (5-man team, at most 1 substitute) 2. Format Stage 1 – OnlineQualifiers (8 qualifiers) Single Elimination, best of 1 per matchup, Finals Best of 3 Winner will proceed to Group Stage Stage 2 – Online Play Off Stage 8 team Swiss round robin format, best of 3 per match Stage 3 – LAN Final Stage (High Grounds Cafe) Semi-finals – Best of 3 (teams randomly seeded) Finals –Best of 5 3. Map & Side selection, map settings For qualifiers, maps will be pre-determined. Group stage will use the veto method for determining maps Map pool will consist of the following maps with latest competitive settings applied: Nuke Inferno Mirage Cache Overpass Train Cobblestone
4. Overtime In case of a draw after all 30 rounds have been played, an overtime will be played with mp_maxrounds 6 and mp_startmoney 10000. For the start of the overtime teams will stay on the side which they played the previous half on, during half-time sides will be swapped. Teams will continue to play overtimes until a winner has been determined.(taken from Official ESL Rulebook) 5. Side Selection Knife round will determine which team will pick their starting side 6. Others Voice Programs - Voice communication programs are allowed so long as tournament official approves (Teamspeak, Skype, Discord, etc) Console Mode - Players can use console mode. Reporting of Results Winning team must inform the marshal of the end game result with accompanying screenshot Article 5 Behavior Guidelines 1. If a player of a team commits misconduct or any inappropriate act in a team event, the referee may take disciplinary action against the team which can include a caution, warning, forfeit, or expulsion. 2. When a player of a team uses settings exceeded the basic setting range through client manipulation (in short, hacking or any form of cheating), the referee may bestow the team a “forfeit.” 3. Teams will check-in 30minutes before match time. All team members must connect 10mins before their scheduled time or automatic disqualification
4. If a team suspects their opponents of hacking or cheating of any kind, they must express and inform tournament marshals and officials before the end of their match or before the start of the following match. Protesters must submit accurate and valid evidence of accusations or else protests will be immediately dismissed. 5. Any in-game issues such as reports of unauthorized program use must be brought up before the end of the match and will be reviewed by the tournament official afterwards. The verdict will be communicated to the teams through the Facebook Group. Article 6 Accounts and Team Guidelines 1. Players must use their own steam accounts, but steam must be set to busy. 2. Players must use the IGN they registered with, otherwise will be defaulted. Use of another person's steam account is prohibited unless proven necessary. 3. Qualifying teams shall wear their respective team uniforms in the LAN Semi-finals and Finals. Article 7 Disconnect 1. When disconnected, the player shall report it to the referee through Steam Client chat or any means available (ie Skype, facebook messenger), with accompanying screenshot if possible. 2. In the situations listed below, relevant matches shall become void, and a re-match shall be conducted. - In the case of unidentified bugs or unintentional occurrences of bugs. - When the decision of a win/loss is impossible to decide by the progress of the match. - In the situations listed above, if the win/loss is decided by the marshal’s decision,the result is announced at the completion of the match. 3. In the event of either the referee or observer PC malfunctioning, the match shall continue if it is considered to have no influence on the match. Time will be given for players to refocus andreorganize their strategies. Event marshals may operate the matches flexibly, changing depending on the situation.
Article 8 Registration and prizes Registration will be Php 500 per team Re-entry is allowed if teams failed to qualify in previous attempts. Deadline of registration is the Thursday before qualifier day at 5:00PM (1700H) Check-in will be done via Facebook Group “Operation Havoc Tournament Proper” and will open at 9:00AM (0900H) Total Prize pool is Php 100,000 Prize pool shall be distributed accordingly: Champion – Php 60,000 2nd place – Php 15,000 3rd place – Php 8,000 4th place – Php 5,000 5th – 8th place – Php 3,000 Prize pool will be released at least 3 weeks to one month after the Grand Finals. Tax and other conditions will apply as stipulated by laws applicable to this event.
Article 9 Change of Rules 1. These regulations apply to ‘Operation Havoc’, and may be altered in the following cases: - Rules are subject to change after the release of new patches - Upon discovery of other unreasonable factors 2. Any circumstances or situations not covered in this document will be referred to the Official ESL Rulebook for ruling and decisions if tournament official will defer decision.
