MINUTES SCARBOROUGH TOWN COUNCIL WEDNESDAY – NOVEMBER 28, 2012 REGULAR MEETING – 7:00 P.M. Item 1. Call to Order. Chairman Ahlquist called the regular meeting of the Scarborough Town Council at 7:03 p.m. Item 2. Pledge of Allegiance. Member of Troop 47 led the Pledge of Allegiance. Item 3. Swearing in of newly elected officials. Yolande P. Justice, Town Clerk, swore in the following: Benedetto Viola – Trustee of the Scarborough Sanitary District and Jessica Holbrook, Katherine St. Clair and Edward Blaise were sworn in as members of the Town Council. Those sworn in earlier were Donna Beeley, Christopher Caiazzo and Jackie Perry for the Board of Education and Nick Rico for Trustee of the Sanitary District. Order No. 12-109. Act on the nomination and election of a new Town Council Chair. Motion by Council Roy, seconded by Councilor Sullivan, to move approval to nominate Councilor Ahlquist as Chairman of the Town Council. Vote: 7 Yeas. Order No. 12-110. Act on the nomination and election of a new Town Council Vice-Chair. Motion by Councilor Sullivan, seconded by Councilor Holbrook, to move approval to nominate Councilor Roy as Vice Chair of the Town Council. Vote: 7 Yeas. Item 4. Roll Call. Roll was called by Yolande P. Justice, Town Clerk. Thomas J. Hall, Town Manager was also present. Judith L. Roy, Vice-Chair Katherine A. St. Clair Jessica L. General Public Comments.  Bud Hansen of Stoney Creek Drive and a Volunteer at the Veterans’ Home thanked the Council for holding their meeting at the Veterans’ Home. He acknowledged Joann Hooper, Administrative Supervisor at the Veterans’ Home and assisted in coordinating this event. He then introduced Maureen Carland, Director of the Veterans’ Home.  Maureen Carland, Director of The Veterans’ Home, thanked the Council for coming and holding its meeting here at the facility. She then gave a brief history of the Veterans’ Home. She also stated that the facility  Phil Caesar and Dave Dolloff, members of the American Legion Post 76 stated that the land the Veterans’ Home sits on was donated to them by the American Legion and the Legion was proud and honored to have been able to have done this. This is a great facility to have as part of the Scarborough Community. Item 6. Minutes: November 7, 2012 – Regular Meeting. Motion by Councilor Sullivan, seconded by Councillor Benedict, to move approval of the minutes of the November 7, 2012, Town Council meeting. Vote: 7 Yeas. 1

Item 7. Adjustment to the Agenda. None at this time. Item 8. Items to be signed: a. Treasurer’s Warrants. Treasurer’s warrants were signed during the meeting. Resolution 12-08. Act on the request to approve Resolution 12-08, recognizing the contributions of the Maine Veterans’ Home and their employees to the Scarborough Community. Motion by Councilor Holbrook, seconded by Councilor Sullivan, to move approval of Resolution 12-08, recognizing the contributions of the Maine Veterans’ Home and their employees to the Scarborough Community, as follows: RESOLUTION 12-08 SCARBOROUGH VETERANS’ HOME OUTSTANDING EMPLOYEE SERVICE BE IT RESOLVED by the Town Council of the Town of Scarborough, in Town Council assembled, that:

WHEREAS, Maine Veterans’ Home is a public, not-for-profit organization created in July of 1977, with a mission to care for those from Maine who served our Country; and, WHEREAS, They did open its first home in March of 1983, in Augusta, followed by another five locations – Bangor, Caribou, Machias, South Paris and Scarborough; and, WHEREAS, the Scarborough location employs 240 individuals; and, WHEREAS, Every employee of the Maine Veterans’ Home takes the Core Values to heart: HONESTY AND INTEGRITY First and foremost, we must always strive to do what is right and in the best interest of our residents. VETERANS ARE UNIQUE We must recognize the special sacrifice that our veterans and family members have made in service to our nation and that they are most deserving of our very best efforts to meet their needs. RESPECT We must respect and preserve the dignity of each person - resident, family, visitor, volunteer, and employee. EXCELLENCE We must strive to attain the highest level of quality and satisfaction in delivering person-centered care with competence, compassion, and commitment. TEAM We must understand that only through team work, communication, and cooperation will we achieve our goals. LEAD THE WAY We must continue to lead the way among the nation's state veterans' homes by shaping the future of long-term care and rehabilitative services. NOW, THEREFORE, BE IT RESOLVED, by the Scarborough Town Council, in Town Council assembled, that we do hereby recognize the dedication and hard work by the employees of the Scarborough Veterans’ Home, who respect and preserve the dignity of each Veteran who served and protected our freedoms and liberties.

Non Action Items.

a. Presentation from the American Legion – Libby Mitchell Post #76 - to the Scarborough Police Department. Dan Warren, Manager of the Libby Mitchell Post #76 Baseball League, presented the Police Department with a plaque for their contribution to the League’s Program and recognized the following officers: Ivan Ramsdell, Eric Greenleaf, Rick Rouse, Doug Weed and Police Chief Moulton. b. Presentations from the Scarborough School Department. Dr. George Entwistle, III, Superintendent of Schools, gave an update on the status of the School Department. He noted there would be a 2nd Community Dialogue held on April 23, 2013, at the High School cafeteria from 5:00 to 8:00 p.m. He then introduced Barbara Hawthorne, the Middle School Principal and one of the Lead Teachers. Ms. Hawthorne gave a brief overview on the program between the School and the Veterans’ Home. The following students spoke on their experiences in volunteering at the Veterans’ Home: Jordan Altaffer, Eric Murray, Emma Spies, Sophia Crovo, Lily Nygren, Caitlyn McNulty and Chris Raynor. John Thurlow, Principal at the Blue Point School presented a power point presentation on the how the School recognizes and honors Veterans’ Day. Dean Auriemma, Principal, Scarborough High School introduce the Police Explorers: Zach Corbin, Ryanne Berry, Reed Gilbert, Andrew Savoy, Ryan Nelson, Ryan Corcoran, Mike Libby and Mike Vogel. He noted that this group takes the flag down every day and ensures that it is folded correctly so that it can be correctly put up and properly displayed the following morning. Item 10. Standing and Special Committee Reports and Liaison Reports.  

Councilor Roy gave an update on the Greater Portland Council of Governments, the Long Range Planning Committee and the Finance Committee. Councilor Sullivan gave an update on the Transportation Committee.

Item 11. Town Manager Report. Thomas J. Hall, Town Manager, gave the following updates:  

The Council would hold a workshop on its 2012 Goals at 6:15 p.m. prior to the December 5th Town Council meeting. He looked forward to working with the new Councilors.

Item 12. Council Member Comments.  

Councilor St. Clair thanked those who voted for her and thanked her family and friends for their support. She looked forward to the next two years. Councilor Blaise was delighted to serve and looked forward to working with fellow Councilors. 3

Councilor Benedict stated that he had ended his first year on the Council and looks forward to the next two years. Councilor Sullivan congratulated the new members of the Council and congratulated Councilor Holbrook on her re-election. He sent his condolences to the Dolloff family. Councilor Holbrook congratulated and welcomed the two new Councilors and thanked everyone who had voted for her. She then thanked the Veterans’ Home for hosting the meeting and hoped that it could become an annual event. Councilor Roy stated the Fuel Assistance Program is still active and would accept any and all donations. She congratulated the Schools on its presentations this evening. She sent condolences to the families of: Jason Fowler, Teddy Dickey, Helen Feeney, Dwight Pendexter, Joe Conley, Charlie Callahan, Pauline Douglas, Nancy Moses, Charlie Cole, Nancy Pierce, Margery Gledhill and Sally Richardson. Chairman Ahlquist thanked the Veterans’ Home for hosting this meeting and thanked Bud Hansen and Maureen Carland as well as the Town Department Heads for attending the meeting and to the School Department for the presentations. He also thanked the American Legion for being in attendance. He thanked the Council for their votes for re-election as Chairman.
