Pack 241 encourages all parents to attend the monthly committee meeting and welcomes parents at the monthly District Roundtable as well.

Failure to meet these requirements will result in the need to reimburse the Pack for the partial scholarship. SECTION 13: PERFORMANCE: Committee Members and Leaders must perform their duties with due diligence. Failure to do so or lack of performance may result in removal from position based upon a majority committee vote.

V. MEETINGS Den meetings are generally held 2 or 3 times per month. Parents are expected to attend with sons. Den meetings are planned and run by the Den Leader with the help of an assistant Den Leader. As each boy is an integral part of his den, full attendance will provide the best results. Pack Meetings are generally scheduled for the first Tuesday in each a month, with a few calendar exceptions. The entire family is strongly encouraged to attend the meeting and support ALL of the cub scouts in their advancement. Pack Meetings are not held during the months of June, July, August and either December or January (but not both), depending on the calendar.

5

Cub Scout Pack 241- Chancellor Imagine Charter School Bylaws Revised/Approved: June 4, 2012 VI. PARTICIPATION Minimal Participation in order to be qualified as "in good standing" is 2 den meetings a month, 6 Pack Meetings per school year, as well as participating in at least one Pack 241 approved fundraiser and 3 service projects per calendar year May 1st to April 30th.

VII. FINANCES A. DUES Our annual dues for membership will be set by the committee and reviewed in May of each year. Dues may be changed by a majority vote of the Pack Committee. As of 2011, the dues for Wolf, Bear, 1st Year Webelos, and newly registered 2nd Year Webelos ranks are $60 dollars for the scouting year if paid by the last Tuesday in September, or there is a monthly payment option of $15 in September followed by $10 monthly through March 31 ($75 total). Tiger fees are either $60 by September 30 or $10 in September followed by $10 monthly through February ($60 total). 2nd Year Webelos dues are $35 if they were promoted from 1st year Webelos within Pack 241. These fees are primarily used to purchase advancement materials. B. FUNDRAISING In addition to dues, Pack 241 participates in several fund raising opportunities throughout the year, including popcorn sales and others. Fundraising is a vital part of the pack income and is the primary method to offset costs. Each Pack member and adult partner is expected to participate in fundraising efforts in order to “help the pack go”. C. ESCROW During most fundraisers, the Scouts will earn a specific percentage of the profits. This money will be held in the Scout’s individual escrow account and can be used toward the cost of any Scouting events, fees or dues. The percentage of profit that goes toward the Scouts will be determined by a vote of the Committee on a fundraiser to fundraiser basis. The money will be tracked separately by the Treasurer and is owned by the Scout. The Pack will not use Scout Escrow funds for any reason. If a Scout transfers to another unit, he has 6 months to request that his escrow be transferred to his new unit. If a Scout fails to recharter or return the following school year, his escrow will first be applied to any outstanding debt in Pack 241, the balance will become the property of Pack 241 after the 6-month waiting period. D. FINANCIAL ASSISTANCE Pack 241 recognizes that worthy Scouts may come from less financially fortunate families. The committee will consider requests for assistance with dues and other fees in cases of hardship. Continued assistance will be reviewed annually by the Pack Committee and will be based upon financial need and standing in the Pack.

6

Cub Scout Pack 241- Chancellor Imagine Charter School Bylaws Revised/Approved: June 4, 2012 As needs dictate and funds are available, the Pack Committee may elect to supplement or waive the yearly dues for a Scout who needs financial assistance. All scholarship requests will be managed in a confidential manner. Requests for scholarships must be directed in writing to the Cubmaster, Pack Committee Chairperson, Pack Treasurer, or Den Leader for review and will be approved by the Cubmaster, Pack Committee Chairperson and Treasurer. E. REIMBURSEMENTS Each event will have a budgeted amount set during the Budget Meeting between the Key Three (see Item IXX). Reimbursements over $100 outside of the allocated budget need to be approved by a majority vote of the Pack Committee.

VIII. UNIFORM AND BOOKS A. CLASS A 1. Pack 241 recommends that all boys and leaders wear BSA approved Class A Uniforms, however, as a substitute for new scouts, black or khaki pants/shorts or jeans may be worn as long as they are clean and not ripped during their first 4 months of Scouting. All insignias and patches must be sewn or glued in the proper locations as shown in the Cub Scout handbook. During any district or council camping event, all scouts and leaders must arrive and depart in BSA approved Class A uniform. 2. Cub scouts and leaders must be in Class A uniform for all den meetings, Pack Meetings and community outings unless otherwise directed by the Cubmaster or a Den Leader. Cub Scouts may not wear their uniform to sell anything unless it is an approved council or is a Pack 241 fundraiser. The Pack reserves the right to disallow a Scout’s participation if he is not wearing proper attire. B. CLASS B All Cub Scouts will wear a Class B T-shirt during scouting events/outings whenever Class A is not required. The committee will vote on and approve the Class B T-Shirt that will be sold to the pack as needed. Modifications to the Class B uniform are not allowed. C. SHOES Scouts must wear closed toed shoes at all Pack and Den activities unless otherwise approved by the Cubmaster. Failure to wear proper shoes will be cause for dismissal from that event. Please note: The appropriate hat is an optional addition to any uniform and, if worn, must be in accordance with Cub Scout guidelines. Scouts should remove head covering upon entering a building, for prayer, and whenever so instructed by Pack leadership. All uniform components are to be worn according to the Cub Scout guidelines. Disrespect of the uniform is a behavior subject to disciplinary action by the Pack Committee or Pack leaders. 7

Cub Scout Pack 241- Chancellor Imagine Charter School Bylaws Revised/Approved: June 4, 2012 D. BOOKS All new scouts are required to purchase their first book after joining the Pack. Subsequent standard bound books will be provided by the pack every May at the endof-year promotion, as long as the scout has met participation requirements and is in good standing with the pack.

IX. CONDUCT We exist as an organization to teach young men leadership, citizenship, and outdoor skills. In an effort to provide a safe haven as every member of the BSA expects, the Pack must have rules and regulations concerning inappropriate behavior and how to deal with it, should it occur. A. WE EXPECT the scouts of Pack 241 to behave like scouts at all times, whether at a scouting event or at other times. The Scout Law and Oath will always be a guide for the scout’s conduct. When we represent the Boy Scouts of America and Chancellor Charter School we should set an example as scouts and citizens. The adult leaders and scouts will be working hard to plan and execute a quality program and it is not fair for one or two to ruin that for others. Therefore, fighting, profane language, any actions that endanger other scouts, or the scout himself, or disrupt the program for the other scouts will not be tolerated. These cases will be handled on an individual basis, but at a minimum, the scout will be asked to leave the Pack meeting or campout, which may require the parent to drive and pick up the scout. B. YOUTH PROTECTION GUIDELINES It is imperative that the Scout policy of two-deep leadership be complied with at all times. If there are not two adults (at least one of whom holds a current Youth Protection Certificate) there will not be a meeting. Any violation of this rule will result in the reorganization of that Den’s leadership minus the adult who officiated during the breach. C. PARENTAL SUPERVISION Parents, please note that it is against Scouting Youth Protection Policy for children to be unsupervised. If they are supposed to be attending a meeting, they should be in it. Should the child not wish to comply with attending the meeting, he should be taken home. Pack 241 cannot be held responsible for the supervision of children who are not where they are supposed to be. It is the parent’s responsibility to bring and remain with the scout at the meeting. Please also note, our meetings are in rooms, not in hallways. Children should be in the rooms where their events are taking place. These rules apply not only to Scouts, but to siblings as well.

8

Cub Scout Pack 241- Chancellor Imagine Charter School Bylaws Revised/Approved: June 4, 2012 D. SCHOOL BUSINESS As an additional note of conduct within the school, please recognize that there is frequently other business being conducted in the building while Scouts are there. Other people are often in the hallways. As a matter of courtesy and simple good manners the boys must be aware that running and yelling in the hallways is inappropriate and subject to discipline. E. THE USE OF drugs, alcohol, and tobacco is strictly prohibited at ALL Scouting events/outings, including sporting events, outdoor activities, and public ceremonies. This rule applies to Scouts, leaders, family members, and guests. F. THE PROPERTY OF OTHERS will be respected. Any willful damage to property will require full restitution before resumption of privileges. G. RECOURSE IN THE EVENT OF BEHAVIOR SUBJECT TO DISCIPLINE:  1st offense: Verbal acknowledgement of the action by the leader and the Scout.  2nd offense: Verbal acknowledgement of the action by the leader and the Scout with his parent and instruct the parent to remove the boy for the duration of the activity/meeting.  3rd offense: Suspension from Pack and Den activities for a time to be determined by at least 3 members of the Pack’s adult leadership and based upon severity of infraction and impact on other boys. The Scout, parent/guardian, and Cubmaster shall sign written acknowledgement of same.  4th offense: Referral to Pack Committee for course of corrective action or possible dismissal from the Pack. H. PLEASE NOTE that a scout may be suspended immediately during any activity by the Cubmaster or Den Leader for the following acts: 1. Overt action resulting in injury or attempting to cause injury to another. 2. Intentional commission of an act endangering the safety of others. 3. Use of drugs, alcohol, or tobacco. The incident will then be presented to the Pack Committee for possible dismissal. I. ANY ILLEGAL ACTIVITIES will result in notification of the proper law enforcement agency. J. The scout and his parent/guardian may appeal any disciplinary decision by requesting a review from a panel of 3 Pack Committee members. None of these members shall have been involved in the investigation of the matter and none may be related to the boy in question. This panel will hear both sides and render a final decision. K. ALL ADULTS LEADERS ARE EXPECTED TO FOLLOW THE GUIDELINES prescribed above. The BEST leadership is in our good example first.

Cub Scout Pack 241- Chancellor Imagine Charter School Bylaws Revised/Approved: June 4, 2012 X. PRIVACY Pack 241 maintains a website which has current photographs. The last names of the Scouts and any other youth in the photographs will not be listed on this site.

XI. ADVANCEMENTS A. Advancement awards will normally be presented at Pack Meetings. The Den Leader will keep PackMaster updated or submit a list of his Den’s achievements to the Advancement Chair the Tuesday prior to the Pack Meeting or at a minimum a week prior to the Pack Meeting at which the award is scheduled to be presented. It is left solely to the discretion of the Advancement Chair to accept late award list submissions, as the Chair needs to have adequate time to pick up the awards and complete the necessary paperwork. Awards will be presented in accordance with Pack customs. B. It is strongly encouraged to have the Bobcat badge earned by October’s Pack Meeting. Tiger, Wolf and Bear Badge rank are encouraged to be completed by the March or April Pack Meeting. This goal ensures sufficient time for each family to work on electives and helps the Pack reach its Journey to Excellence annual goals. C. It is the goal of this Pack to have each Webelos Scout obtain his Arrow of Light Award by the crossover ceremony. This is a special recognition in the Cub Scout program and is one of the only awards that can be worn on the Boy Scout uniform, the religious knot being the other. D. Participation in the Cub Scout Sports and Academics program is optional, but highly encouraged by the Pack. See Pack guidelines for participation credit and award guidelines. Webelos are required to earn certain loops while active as a Webelos Scout to obtain their rank. E. It is highly encouraged by the Pack that each Scout earns his faith's religious award sponsored in conjunction with BSA National. However, this is done completely outside of the Pack. The Scout works directly with his family, Priest, minister, Rabbi or spiritual leader. The Pack will pay for the square knot. The medal is the optional but recommended, the cost of the medal is the responsibility of the family. Verification of completion should be provided to the Advancement Chair prior to picking up the award.

XII. GUIDELINES ON RELIGION Pack 241 is a non-sectarian unit. All prayers will be conducted in a worshipful manner without reference to any specific religious preference.

10

This includes the requirement that an adult member must accompany each boy from his own immediate family or by an adult approved and designated in writing by the boy's parent/guardian. In the case of scout siblings, only one parent/guardian is required to attend. Exceptions to the one family adult per boy are made for District or Council sponsored camp outs when the District or Council so indicates. Den Leaders will file tour permits with Council offices. The following special rules should be noted: - NO tree or fence climbing without specific leader permission - NO throwing of any objects except as part of an organized activity - NO use of cutting tools (pocket knife) without successful completion of Whittling Chip Training (This rule applies to ALL Scouts, regardless of rank). XVI. DAY CAMP OR RESIDENCY CAMP Attending summer camp is one of the highlights of Scouting and is closely linked to retention of membership. It is the goal of our Pack that every Cub Scout attends either Day Camp or Resident Camp each year. It is the job of each Den Leader to promote attendance at one or both summer camps and to build enthusiasm for attending.

XVII. BLUE AND GOLD Pack 241 will hold an annual Blue & Gold Banquet sometime near the celebration of scouting’s anniversary (February 8th). This is a time for the pack, and the boys in particular, to acknowledge the adults who help make the pack go and grow. The Blue & Gold Committee will plan a menu, and activities based on an annual fun-filled theme (i.e. Medieval Times, Wild West, Hawaiian Luau, etc.) The Scouts will work to help make the decorations, plan skits/songs/games, nominate adults who deserve recognition, prepare awards and seek donations based on the committee’s suggestions and direction. Parents are expected to pitch in accordingly. We are dedicated to holding an annual B&G in order: 1. To have fun 2. To develop a sense of belonging 12

XVIII. PINEWOOD DERBY It is Pack 241’s responsibility to hold an annual Pinewood Derby in order for the boys to be eligible to compete at District and Council level. Pack 241 strictly adheres to BSA standards and guidelines. The derby will be run and officiated by registered adult volunteers only. Trophies will be provided and paid for by the Pack. IXX.
