Daley the teflon mayor By Chicagoist I was eager to read this book, as the subject offers up a fascinating character with which to look at any number of issues impacting American cities at the end of the 20th Century: race, urban politics in America, globalization, and much more. Chicago has been at the center of American urban life since its founding and the Daleys - father and son, ruled over it to a degree that most people might not fathom, had they not experienced it first hand. Chicago is also a great city for political reporting and I hoped this book would be a useful addition to the pantheon of other great profiles of Chicago mayors. Unfortunately, the author fails to penetrate beyond the surface of Richard Daley. For a selfprofessed expert on Chicago, the author also leaves a surprising degree of detail either out of the picture or reduced to generalizations. Contrasted with others who have written on Chicago politics, the work stands out unfortunately for its overall blandness and lack of conviction about who Daley is and what he represented for the city. For instance, Richard Daley made education the centerpiece of his mayoral tenure, yet what is the actual record? Chicago recently moved to close more than 50 schools and has privatized many more through an aggressive use of charter schools. Charter schools do not merit a mention, nor does the author unpack data on test scores, drop-out rates, or other standard indicators of performance. Koeneman spends literally no time on the education reform movement that was instituted by the state legislature in 1985. Reading this book, one would have no inkling of the important conflicts over neighborhood schools and who would control them, which grew out of the battles over race and neighborhood turf from Daley the elder's time. One would think that reform began - and ended with Daley. On whether Daley's efforts improved the schools, the author has little to say. Is he unaware of the consortium of academic centers that have closely studied Chicago school reform since the mid-1908s?
On crime, another key issue for Daley, Chicago continued to be one of the more violent big cities in America all through Daley's tenure. The issue, as with many others, cleaves along race lines, with black Chicagoans disproportionately bearing the brunt of violence. Did crime increase under Daley, decline, or change for the better? One would not know in reading this book. Save for a small reference to CAPS, it is not clear what Daley did on crime, if anything. There has been an abundance of crime stats and regular reporting on crime in both of the Chicago daily newspapers, which are otherwise cited liberally for much of the book's evidence and facts. Why is that not used? The author also never really delves into Daley's role in or knowledge of the John Burge torture scandal, which occurred in part during Daley's tenure as State's Attorney. The author acknowledges that the State's Attorney and his staff worked so closely with police that they had to know about Burge. Yet he draws no conclusions about Daley's knowledge of the torture or how he managed to avoid being held responsible. It is almost like the author simply does not want to go there. On many other issues, Daley comes out largely untouched and above reproach. If he made a bad decision, it was because he "had to make tough choices". If he backed someone of dubious talent, it was because of "politics". If corruption occurred on his watch, he was "apologetic and contrite". But rarely is actually responsible. The sense that comes from reading this book is that the author really never gained access to the people or facts that would allow him to tell a more complete or full story. That would make sense, because Daley governed in private. City council proceedings were formalities, with the real deals cut ahead of time. Meetings with business executives are not captured by any public records, though Daley worked closely with numerous business leaders on most of his major initiatives. And if anyone knows what happened in smoke-filled rooms to cut political deals, they will take it to their graves. I was disappointed that the author did not consult or cite Daley critics, of which they were many. The book also relies extensively on media reports, which reflect a carefully-managed image of Daley. (It is striking that long-time press aide Jacqueline Heard is never mentioned in the book, despite being one of his longest-serving aides and someone who went with him after he left office). This, and the relatively short list of other sources (books, interviews), are significant shortcomings of this book. Perhaps the author wanted to get the book out while Daley was still in the public eye, but it feels as if the author needed to spend more time and devote more attention to collecting more info than what was reported in the Chicago Sun Times and Chicago Tribune. Where original sources are used, the book provides poor documentation of when the interviews occurred. For example, the book cites Paul Vallas, Daley's former finance chief and schools CEO, as criticizing Daley for leaving the city's finances in a mess. Yet the cite does not say when the interview took place. It is one thing to criticize after Daley stepped down, but where are the critics who raised concerns while Daley was in office? Interviews with other primary sources also lack dates, which seems like a basic requirement of a scholarly work just as this. I hope there will be other books to come on Richard Daley, who is an enigmatic and fascinating person. Hopefully, those works will delve deeper into one or more of the substantive issues Daley wrestled with, or look more closely at the politics of Daley. Rather than attempt to cover the entire arc of the man in one work, as was done here, future works can hopefully dig beyond the Teflon and come up with a more complete picture. This book suggests that will be the case in the

As a non-native Chicagoan who grew up steeped in politics and worked for and with some of the greatest and most notorious of Illinois' recent polititians, I just loved First Son. I only wish I knew all the facts that Keith Koeneman lays out in his book when I first embarked on my political career here in Chicago more than 20 years ago. Koeneman's book is a must-read for anyone who wants to understand Chicago - as it was and as it is today. He approaches Daley with a scholar's eye - looking neither to flatter nor bury Richard M. Daley - but rather to lay out the facts and let the reader conclude what he will of the man who has, more than anyone, created the Chicago that we have today. Koeneman's well-researched book provides us with the background on Chicago and Richard M. Daley that allows us to see for the first time the forces that shaped the man and the city and to appreciate the journey that both have travelled. Koeneman has taken great care to provide his readers with the facts, pretty or not, and the historical perspective needed to truly begin to understand who Richard M.
