It is confusing in the way that it is organized. The professer for my 102 class hated it as well. He said that it left out a lot of critical information and confuses the reader. I agree. I am an author on the subject and know my stuff, but I have to tell you, this book is great. What I like about it is that it looks on ESPCs from both angles: ESCO's and customer's. How true some of the observations regarding the tender, lyfe cycle costs, and selling ESPCs. The quotes are brilliant and language is easily digestable. In The UK the customers normally use existing frameworks and procurement routes with set out processes of assessemnt and contract drafts. Still, some organisations money pinch and utilise very expensive ways of buying for cheap. EPCs is all about lyfe cycle cost savings, stopping waste immediately and paying for that through the savings. And that's the message ESCO's should be nailing to the market.
