Despite the World Bank’s profound impact on economic, political, and social conditions during the post–World War II era, cultural critics who rigorously theorize other institutions of colonialism and globalization have largely ignored the institution. Working to correct this blind spot, Bret Benjamin’s Invested Interests presents the first extended cultural analysis of the World Bank. In Invested Interests, Benjamin contends that the World Bank has, from its inception, trafficked in culture. From the political context in which the Bank was chartered to its evolution into an interventionist development agency with vast, unchecked powers, Benjamin explores the Bank’s central role in the global dissemination of Fordist-Keynesianism, its conflicted support for nationalism and the nation-state, and its emerging awareness of the relationships between economics and culture. Benjamin argues that the Bank shapes, and is in turn shaped by, historical pressures of the age—most significantly the rise of third world national liberation movements. Reading a broad array of midcentury archival materials, Benjamin examines not only the Bank’s own growing attentiveness to cultural work but also its prominent place in the thinking of such antiimperialist intellectuals as Aimé Césaire, Frantz Fanon, and Richard Wright. Benjamin maps the Bank’s contemporary rhetorical maneuvering in the wake of ever-intensifying protests, offering close readings of the World Bank’s corporate literature, the activities of the antiglobalization World Social Forum, and the writings of prominent Bank critic Arundhati Roy, including her novel The God of Small Things. Deftly investigating the World Bank’s ideological struggles over six decades, Invested Interests develops a conceptually and politically nuanced critique of the Bank as a cultural institution deeply enmeshed in the last century’s historical transformations of imperial power and anti-imperial struggle. Bret Benjamin is associate professor of English and director of undergraduate studies at the University of Albany, SUNY.

Sherman Postcolonial critic Benjamin focuses on the World Bank in a way that diverges from most critiques. While most left authors see the Bank as simply the logical expression of certain capitalist impulses, Benjamin sees it more as a hegemonic institution, responding to the critiques of it produced by various radical movements. In other words, rather than only looking at what the Bank does, he looks at what the Bank says. He shows how the Bank was at first primarily a response to the crisis of post-war Europe, and that 'development' in the 'Third World' was largely an afterthought (at the time, 'development' was thought of as the exploitation of certain resources and markets, not the promise of wealth and a modern life style). That changed as a result of the challenge of anticolonial movements in the context of the cold war. Provocatively, for Benjamin, the 'non-aligned movement' should be understood as a Bank-underwritten effort to neutralize the more radical critiques of the time. More recently, the Bank has responded to 'anti-globalization' activists and critiques by touting 'sustainable development', 'civil society', etc. The World Bank has even sponsored workshops at the World Social Forum in an apparent effort to steer that institution in more harmless directions. Benjamin's book at times looses its focus-particularly in an overlong chapter on Arundhati Roy's God of Small Things, and in his difficult to follow argument that the Bank was crucial to the focus on 'culture' in post-war academia, but, overall, it is stimulating and pathbreaking. His chapter on the World Social Forum is one of the better essays I have read on that topic. This is a work that should stimulate more research along these lines--thinking of the Bank as an institution engaged with its opponents and attempting to construct narratives about the world economy that neutralize critiques, rather than simply the economic 'base' of the system whose 'cultural' superstructure is produced elsewhere.
