How does the meaning of “preventive force” differ from “preemption” and other uses of force considered lawful? Do alternatives exist to the legal standards traditionally viewed as governing the uses of preventive force? When, if ever, would states be justified in using preventive force without U.N. Security Council approval? What standards and procedures could enhance the legitimacy of preventive force? The book describes current threats and reviews the extent to which international organizations and states regard them as justifying increased reliance on preventive force. It examines the different types of preventive actions currently used in international practice and evaluates these actions in light of United Nations standards. It also explains and illustrates the difficult but useful concept of
the “legitimacy” of such actions from both a legal and a moral perspective. Encouraging this type of appraisal, the book concludes, would enhance the prospect that states that resort to preventive force will do so in a manner consistent with the U.N. Charter and the promotion of international peace and security.
